    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To amend the Omnibus Crime Control and Safe Streets Act of 1968 to expand support for police officer family services, stress reduction, and suicide prevention, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula>
        <section style="-uslm-dtd:section" identifier="/us/sComp/116/32/s1" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t34/s10101">34 U.S.C. 10101 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">SHORT TITLE. </heading><content style="-uslm-dtd:text">This Act may be cited as the “<shortTitle style="-uslm-dtd:quote">Supporting and Treating Officers In Crisis Act of 2019</shortTitle>”.</content>
        </section>
        <section style="-uslm-dtd:section" identifier="/us/sComp/116/32/s2" styleType="OLC">
            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><heading style="-uslm-dtd:header">EXPANDING SUPPORT FOR POLICE OFFICER FAMILY SERVICES, STRESS REDUCTION, AND SUICIDE PREVENTION. </heading><chapeau style="-uslm-dtd:text">Part W of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. 10491 et seq.) is amended—</chapeau>
            <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/116/32/s2/1" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">in the part heading, by striking “<quotedText style="-uslm-dtd:quote">family support</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">support for law enforcement officers and families</quotedText>”;</content>
            </paragraph>
            <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/116/32/s2/2" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><chapeau style="-uslm-dtd:text">in section 2301 (34 U.S.C. 10491)—</chapeau>
                <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/116/32/s2/2/A" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">in paragraph (2), by inserting “<quotedText style="-uslm-dtd:quote">, including any research and reports developed under the Law Enforcement Mental Health and Wellness Act of 2017 (Public Law 115-113; 131 Stat. 2276)</quotedText>” after  “<quotedText style="-uslm-dtd:quote">interested parties</quotedText>”; and</content>
                </subparagraph>
                <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/116/32/s2/2/B" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">in paragraph (4), by inserting “<quotedText style="-uslm-dtd:quote">, psychological services, suicide prevention,</quotedText>” after  “<quotedText style="-uslm-dtd:quote">stress reduction</quotedText>”;</content>
                </subparagraph>
            </paragraph>
            <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/116/32/s2/3" styleType="OLC">
                <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">in section 2302 (34 U.S.C. 10492), by inserting “<quotedText style="-uslm-dtd:quote">and mental health services</quotedText>” after  “<quotedText style="-uslm-dtd:quote">family support services</quotedText>”; and</content>
            </paragraph>
            <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/116/32/s2/4" styleType="OLC">
                <num style="-uslm-dtd:enum" value="4">(4) </num><chapeau style="-uslm-dtd:text">in section 2303 (34 U.S.C. 10493)—</chapeau>
                <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/116/32/s2/4/A" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><chapeau style="-uslm-dtd:text">in subsection (b)—</chapeau>
                    <clause style="-uslm-dtd:clause" identifier="/us/sComp/116/32/s2/4/A/i" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">in paragraph (1), by inserting “<quotedText style="-uslm-dtd:quote">officers and</quotedText>” after  “<quotedText style="-uslm-dtd:quote">law enforcement</quotedText>”; and</content>
                    </clause>
                    <clause style="-uslm-dtd:clause" identifier="/us/sComp/116/32/s2/4/A/ii" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">by amending paragraph (4) to read as follows:<quotedContent style="-uslm-dtd:quoted-block">
                        <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="4">“(4) </num><content style="-uslm-dtd:text">Evidence-based programs to reduce stress, prevent suicide, and promote mental health.”</content>
                        </paragraph></quotedContent>; and</content>
                    </clause>
                </subparagraph>
                <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/116/32/s2/4/B" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><chapeau style="-uslm-dtd:text">in subsection (c)—</chapeau>
                    <clause style="-uslm-dtd:clause" identifier="/us/sComp/116/32/s2/4/B/i" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">in paragraph (5), by inserting “<quotedText style="-uslm-dtd:quote">, mental health crisis, and suicide prevention</quotedText>” after  “<quotedText style="-uslm-dtd:quote">family crisis</quotedText>”;</content>
                    </clause>
                    <clause style="-uslm-dtd:clause" identifier="/us/sComp/116/32/s2/4/B/ii" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">in paragraph (6), by striking “<quotedText style="-uslm-dtd:quote">the human immunodeficiency virus</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">infectious disease</quotedText>”;</content>
                    </clause>
                    <clause style="-uslm-dtd:clause" identifier="/us/sComp/116/32/s2/4/B/iii" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="iii">(iii) </num><content style="-uslm-dtd:text">in paragraph (8), by inserting “<quotedText style="-uslm-dtd:quote">, injured, or permanently disabled</quotedText>” after  “<quotedText style="-uslm-dtd:quote">killed</quotedText>”; and</content>
                    </clause>
                    <clause style="-uslm-dtd:clause" identifier="/us/sComp/116/32/s2/4/B/iv" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="iv">(iv) </num><content style="-uslm-dtd:text">by striking paragraph (10) and inserting the following:<quotedContent style="-uslm-dtd:quoted-block">
                        <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="10">“(10) </num><content style="-uslm-dtd:text">Specialized training for identifying, reporting, and responding to officer mental health crises and suicide.</content>
                        </paragraph>
                        <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="11">“(11) </num><content style="-uslm-dtd:text">Technical assistance and training to support any or all of the services described in paragraphs (1) through (10).”</content>

        <section style="-uslm-dtd:section" identifier="/us/sComp/116/32/s3" styleType="OLC">
            <num style="-uslm-dtd:enum" value="3">SEC. 3. </num><heading style="-uslm-dtd:header">REAUTHORIZING GRANT PROGRAMS FOR SUPPORTING LAW ENFORCEMENT OFFICERS AND FAMILIES. </heading><content style="-uslm-dtd:text">Section 1001(a)(21) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. 10261(a)(21)) is amended to read as follows:<quotedContent style="-uslm-dtd:quoted-block">
            <paragraph style="-uslm-dtd:paragraph" styleType="OLC" class="leftIndentDecrease1">
                <num style="-uslm-dtd:enum" value="21">“(21) </num><content style="-uslm-dtd:text">There are authorized to be appropriated to carry out part W, $7,500,000 for each of fiscal years 2020 through 2024.”</content>
