    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To impose sanctions with respect to foreign persons that are responsible for using civilians as human shields, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
</enactingFormula>
        <section identifier="/us/sComp/115/348/s1" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t50/s1701">50 U.S.C. 1701 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
            <content class="block" style="-uslm-dtd:text">This Act may be cited as the “<shortTitle style="-uslm-dtd:quote">Sanctioning the Use of Civilians as Defenseless Shields Act</shortTitle>”.</content>
        </section>
        <section identifier="/us/sComp/115/348/s2" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><heading style="-uslm-dtd:header">STATEMENT OF POLICY. </heading>
            <content class="block" style="-uslm-dtd:text">It shall be the policy of the United States to officially and publicly condemn the use of innocent civilians as human shields.</content>
        </section>
        <section identifier="/us/sComp/115/348/s3" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="3">SEC. 3. </num><heading style="-uslm-dtd:header">IMPOSITION OF SANCTIONS WITH RESPECT TO FOREIGN PERSONS THAT ARE RESPONSIBLE FOR THE USE OF CIVILIANS AS HUMAN SHIELDS. </heading>
            <subsection identifier="/us/sComp/115/348/s3/a" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Imposition of Sanctions.—</heading>
                <paragraph identifier="/us/sComp/115/348/s3/a/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Mandatory sanctions.—</heading><content style="-uslm-dtd:text">The President shall impose sanctions described in subsection (d) with respect to each person on the list required under subsection (b).</content>
                </paragraph>
                <paragraph identifier="/us/sComp/115/348/s3/a/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Permissive sanctions.—</heading><content style="-uslm-dtd:text">The President may impose sanctions described in subsection (d) with respect to each person on the list described in subsection (c).</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/115/348/s3/b" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Mandatory Sanctions List.—</heading><chapeau style="-uslm-dtd:text">Not later than one year after the date of the enactment of this Act, and annually thereafter, the President shall submit to the appropriate congressional committees a list of the following:</chapeau>
                <paragraph identifier="/us/sComp/115/348/s3/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><chapeau style="-uslm-dtd:text">Each foreign person that the President determines, on or after the date of the enactment of this Act—</chapeau>
                    <subparagraph identifier="/us/sComp/115/348/s3/b/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">is a member of Hizballah or is knowingly acting on behalf of Hizballah; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/115/348/s3/b/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">knowingly orders, controls, or otherwise directs the use of civilians protected as such by the law of war to shield military objectives from attack.</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/115/348/s3/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><chapeau style="-uslm-dtd:text">Each foreign person that the President determines, on or after the date of the enactment of this Act—</chapeau>
                    <subparagraph identifier="/us/sComp/115/348/s3/b/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">is a member of Hamas or is knowingly acting on behalf of Hamas; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/115/348/s3/b/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">knowingly orders, controls, or otherwise directs the use of civilians protected as such by the law of war to shield military objectives from attack.</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/115/348/s3/b/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><chapeau style="-uslm-dtd:text">Each foreign person that the President determines, on or after the date of the enactment of the Strengthening Tools to Counter the Use of Human Shields Act—</chapeau>
                    <subparagraph identifier="/us/sComp/115/348/s3/b/3/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">is a member of Palestine Islamic Jihad or is knowingly acting on behalf of Palestine Islamic Jihad; and </content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/115/348/s3/b/3/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">knowingly orders, controls, or otherwise directs the use of civilians protected as such by the law of war to shield military objectives from attack.</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/115/348/s3/b/4" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><chapeau style="-uslm-dtd:text">Each foreign person or agency or instrumentality of a foreign state that the President determines, on or after the  
date of the enactment of this Act, knowingly and materially supports, orders, controls, directs, or otherwise engages in—</chapeau>
                    <subparagraph identifier="/us/sComp/115/348/s3/b/4/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">any act described in subparagraph (B) of paragraph (1) by a person described in that paragraph; or</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/115/348/s3/b/4/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">any act described in subparagraph (B) of paragraph (2) by a person described in that paragraph.</content>
                    </subparagraph>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/115/348/s3/c" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Permissive Sanctions List.—</heading><content style="-uslm-dtd:text">Not later than one year after the date of the enactment of this Act, and annually thereafter, the President should submit to the appropriate congressional committees a list of each foreign person that the President determines, on or after the date of the enactment of this Act, knowingly orders, controls, or otherwise directs the use of civilians protected as such by the law of war to shield military objectives from attack, excluding foreign persons included in the most recent list under subsection (b).</content>
            </subsection>
            <subsection identifier="/us/sComp/115/348/s3/d" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Sanctions Described.—</heading><chapeau style="-uslm-dtd:text">The sanctions to be imposed on a foreign person or an agency or instrumentality of a foreign state under this subsection are the following:</chapeau>
                <paragraph identifier="/us/sComp/115/348/s3/d/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Blocking of property.—</heading><content style="-uslm-dtd:text">The President shall exercise all of the powers granted to the President under the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) to the extent necessary to block and prohibit all transactions in property and interests in property of the foreign person or agency or instrumentality of a foreign state if such property or interests in property are in the United States, come within the United States, or are or come within the possession or control of a United States person.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/115/348/s3/d/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Aliens ineligible for visas, admission, or parole.—</heading>
                    <subparagraph identifier="/us/sComp/115/348/s3/d/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><heading style="-uslm-dtd:header">Visas, admission, or parole.—</heading><chapeau style="-uslm-dtd:text">An alien who the Secretary of State or the Secretary of Homeland Security determines is subject to sanctions under subsection (a) is—</chapeau>
                        <clause identifier="/us/sComp/115/348/s3/d/2/A/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">inadmissible to the United States;</content>
                        </clause>
                        <clause identifier="/us/sComp/115/348/s3/d/2/A/ii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">ineligible to receive a visa or other documentation to enter the United States; and</content>
                        </clause>
                        <clause identifier="/us/sComp/115/348/s3/d/2/A/iii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="iii">(iii) </num><content style="-uslm-dtd:text">otherwise ineligible to be admitted or paroled into the United States or to receive any other benefit under the Immigration and Nationality Act (8 U.S.C. 1101 et seq.).</content>
                        </clause>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/115/348/s3/d/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><heading style="-uslm-dtd:header">Current visas revoked.—</heading><content style="-uslm-dtd:text">Any visa or other documentation issued to an alien who is subject to sanctions under subsection (a), regardless of when such visa or other documentation was issued, shall be revoked and such alien shall be denied admission to the United States.</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/115/348/s3/d/2/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><heading style="-uslm-dtd:header">Exception to comply with united nations headquarters agreement and other international obligations.—</heading><content style="-uslm-dtd:text">The sanctions under this paragraph shall not be imposed on an individual if admitting such individual to the United States is necessary to permit the United States to comply with the Agreement regarding the Headquarters of the United Nations, signed at Lake Success June 26, 1947, and entered into force November 21, 1947, between the United Nations and the United States, or with other applicable international obligations.</content>
                    </subparagraph>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/115/348/s3/e" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="e">(e) </num><heading style="-uslm-dtd:header">Congressional Requests.—</heading><chapeau style="-uslm-dtd:text">Not later than 120 days after receiving a request from the chairman and ranking member of one of the appropriate congressional committees with respect to whether a foreign person meets the criteria of a person described in subsection (b) or (c), the President shall—</chapeau>
                <paragraph identifier="/us/sComp/115/348/s3/e/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">determine if the person meets such criteria; and </content>
                </paragraph>
                <paragraph identifier="/us/sComp/115/348/s3/e/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">submit a written justification to the chairman and ranking member detailing whether or not the President imposed or intends to impose sanctions described in subsection (b) or (c) with respect to such person.</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/115/348/s3/f" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="f">(f) </num><heading style="-uslm-dtd:header">Penalties.—</heading><content style="-uslm-dtd:text">The penalties provided for in subsections (b) and (c) of section 206 of the International Emergency Economic Powers Act (50 U.S.C. 1705) shall apply to a person that knowingly  
violates, attempts to violate, conspires to violate, or causes a violation of regulations prescribed to carry out this section to the same extent that such penalties apply to a person that knowingly commits an unlawful act described in section 206(a) of such Act.</content>
            </subsection>
            <subsection identifier="/us/sComp/115/348/s3/g" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="g">(g) </num><heading style="-uslm-dtd:header">Procedures for Judicial Review of Classified Information.—</heading>
                <paragraph identifier="/us/sComp/115/348/s3/g/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">If a finding under this section, or a prohibition, condition, or penalty imposed as a result of any such finding, is based on classified information (as defined in section 1(a) of the Classified Information Procedures Act (18 U.S.C. App.)) and a court reviews the finding or the imposition of the prohibition, condition, or penalty, the President may submit such information to the court ex parte and in camera.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/115/348/s3/g/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Rule of construction.—</heading><content style="-uslm-dtd:text">Nothing in this subsection shall be construed to confer or imply any right to judicial review of any finding under this section or any prohibition, condition, or penalty imposed as a result of any such finding.</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/115/348/s3/h" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="h">(h) </num><heading style="-uslm-dtd:header">Waiver.—</heading><content style="-uslm-dtd:text">The President may waive the application of sanctions under this section if the President determines and reports to the appropriate congressional committees that such waiver is in the national security interest of the United States.</content>
            </subsection>
            <subsection identifier="/us/sComp/115/348/s3/i" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="i">(i) </num><heading style="-uslm-dtd:header">Regulatory Authority.—</heading>
                <paragraph identifier="/us/sComp/115/348/s3/i/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">The President may exercise all authorities under sections 203 and 205 of the International Emergency Economic Powers Act (50 U.S.C. 1702 and 1704) for purposes of carrying out this section.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/115/348/s3/i/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Issuance of regulations.—</heading><content style="-uslm-dtd:text">Not later than 180 days after the date of the enactment of this Act, the President shall prescribe such regulations as may be necessary to implement this section.</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/115/348/s3/j" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="j">(j) </num><heading style="-uslm-dtd:header">Rule of Construction.—</heading><chapeau style="-uslm-dtd:text">Nothing in this section may be construed—</chapeau>
                <paragraph identifier="/us/sComp/115/348/s3/j/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">to limit the authorities of the President pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) or any other relevant provision of law; or</content>
                </paragraph>
                <paragraph identifier="/us/sComp/115/348/s3/j/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">to apply with respect to any activity subject to the reporting requirements under title V of the National Security Act of 1947 (50 U.S.C. 3091 et seq.), or to any authorized intelligence activities of the United States.</content>
                </paragraph>
            </subsection>
        </section>
        <section identifier="/us/sComp/115/348/s4" role="definitions" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="4">SEC. 4. </num><heading style="-uslm-dtd:header">DEFINITIONS. </heading>
            <chapeau class="block" style="-uslm-dtd:text">In this Act:</chapeau>
            <paragraph identifier="/us/sComp/115/348/s4/1" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Admitted; alien.—</heading><content style="-uslm-dtd:text">The terms “admitted” and “alien” have the meanings given those terms in section 101 of the Immigration and Nationality Act (8 U.S.C. 1101).</content>
            </paragraph>
            <paragraph identifier="/us/sComp/115/348/s4/2" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Agency or instrumentality of a foreign state.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">agency or instrumentality of a foreign state</term>” has the meaning given that term in section 1603(b) of title 28, United States Code.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/115/348/s4/3" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Appropriate congressional committees.—</heading><chapeau style="-uslm-dtd:text">In this section, the term “<term style="-uslm-dtd:quote">appropriate congressional committees</term>” means—</chapeau>
                <subparagraph identifier="/us/sComp/115/348/s4/3/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">the Committee on Banking, Housing, and Urban Affairs, the Committee on Foreign Relations, and the Committee on the Judiciary of the Senate; and</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/115/348/s4/3/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">the Committee on Financial Services, the Committee on Foreign Affairs, and the Committee on the Judiciary of the House of Representatives.</content>
                </subparagraph>
            </paragraph>
            <paragraph identifier="/us/sComp/115/348/s4/4" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="4">(4) </num><heading style="-uslm-dtd:header">Foreign person.—</heading><chapeau style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">foreign person</term>” means—</chapeau>
                <subparagraph identifier="/us/sComp/115/348/s4/4/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">any citizen or national of a foreign state, wherever located; or</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/115/348/s4/4/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">any entity not organized solely under the laws of the United States or existing solely in the United States.</content>
                </subparagraph>
            </paragraph>
            <paragraph identifier="/us/sComp/115/348/s4/5" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="5">(5) </num><heading style="-uslm-dtd:header">Hamas.—</heading><chapeau style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">Hamas</term>” means—</chapeau>
                <subparagraph identifier="/us/sComp/115/348/s4/5/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">the entity known as Hamas and designated by the Secretary of State as a foreign terrorist organization pursuant to section 219 of the Immigration and Nationality Act (8 U.S.C. 1189); or</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/115/348/s4/5/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">any person identified as an agent or instrumentality of Hamas on the list of specially designated nationals and blocked persons maintained by the Office of Foreign Asset Control of the Department of the Treasury, the property or interests in property of which are blocked pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.).</content>
                </subparagraph>
            </paragraph>
            <paragraph identifier="/us/sComp/115/348/s4/6" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="6">(6) </num><heading style="-uslm-dtd:header">Hizballah.—</heading><chapeau style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">Hizballah</term>” means—</chapeau>
                <subparagraph identifier="/us/sComp/115/348/s4/6/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">the entity known as Hizballah and designated by the Secretary of State as a foreign terrorist organization pursuant to section 219 of the Immigration and Nationality Act (8 U.S.C. 1189); or</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/115/348/s4/6/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">any person identified as an agent or instrumentality of Hizballah on the list of specially designated nationals and blocked persons maintained by the Office of Foreign Asset Control of the Department of the Treasury, the property or interests in property of which are blocked pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.).</content>
                </subparagraph>
            </paragraph>
            <paragraph identifier="/us/sComp/115/348/s4/7" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="7">(7) </num><heading style="-uslm-dtd:header">Palestine islamic jihad.—</heading><chapeau style="-uslm-dtd:text">The term “<term style="-uslm-dtd:term">Palestine Islamic Jihad</term>” means—</chapeau>
                <subparagraph identifier="/us/sComp/115/348/s4/7/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">the entity known as Palestine Islamic Jihad and designated by the Secretary of State as a foreign terrorist organization pursuant to section 219 of the Immigration and Nationality Act (8 U.S.C. 1189); or </content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/115/348/s4/7/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">any person identified as an agent or instrumentality of Palestine Islamic Jihad on the list of specially designated nationals and blocked persons maintained by the Office of Foreign Asset Control of the Department of the Treasury, the property or interests in property of which are blocked pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.). </content>
                </subparagraph>
            </paragraph>
            <paragraph identifier="/us/sComp/115/348/s4/8" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="8">(8) </num><heading style="-uslm-dtd:header">United states person.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">United States person</term>” means any United States citizen, permanent resident alien, entity organized under the laws of the United States (including foreign branches), or any person in the United States.</content>
            </paragraph>
        </section>
        <section identifier="/us/sComp/115/348/s5" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="5">SEC. 5. </num><heading style="-uslm-dtd:header">SUNSET. </heading>
            <content class="block" style="-uslm-dtd:text">This Act shall cease to be effective on December 31, 2030.</content>

        <section identifier="/us/sComp/115/348/s6" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="6">SEC. 6. </num><heading style="-uslm-dtd:header">SEVERABILITY. </heading>
            <content class="block" style="-uslm-dtd:text">If any provision of this Act, or the application of such provision to any person or circumstance, is found to be unconstitutional, the remainder of this Act, or the application of that provision to other persons or circumstances, shall not be affected.</content>
