    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To revise and extend the Prematurity Research Expansion and Education for Mothers who deliver Infants Early Act (PREEMIE Act).</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula>
        <section identifier="/us/sComp/115/328/s1" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t42/s201">42 U.S.C. 201 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
            <content class="block" style="-uslm-dtd:text">This Act may be cited as the “<shortTitle style="-uslm-dtd:quote">Prematurity Research Expansion and Education for Mothers who deliver Infants Early Reauthorization Act of 2018</shortTitle>” or the “<shortTitle style="-uslm-dtd:quote">PREEMIE Reauthorization Act of 2018</shortTitle>”.</content>
        </section>
        <section identifier="/us/sComp/115/328/s2" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><heading style="-uslm-dtd:header">RESEARCH RELATING TO PRETERM LABOR AND DELIVERY AND THE CARE, TREATMENT, AND OUTCOMES OF PRETERM AND LOW BIRTHWEIGHT INFANTS. </heading>
            <chapeau class="block" style="-uslm-dtd:text">Section 3 of the Prematurity Research Expansion and Education for Mothers who deliver Infants Early Act (42 U.S.C. 247b-4f) is amended—</chapeau>
            <paragraph identifier="/us/sComp/115/328/s2/1" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><chapeau style="-uslm-dtd:text">in subsection (b)—</chapeau>
                <subparagraph identifier="/us/sComp/115/328/s2/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">in paragraph (1)(A), by striking “<quotedText style="-uslm-dtd:quote">clinical, biological, social, environmental, genetic, and behavioral factors relating</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">factors relating to prematurity, such as clinical, biological, social, environmental, genetic, and behavioral factors, and other determinants that contribute to health disparities and are related</quotedText>”; and</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/115/328/s2/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">in paragraph (2), by striking “<quotedText style="-uslm-dtd:quote"> concerning the progress and any results of studies conducted under paragraph (1)</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">regarding activities and studies conducted under paragraph (1), including any applicable analyses of preterm birth. Such report shall be posted on the Internet website of the Department of Health and Human Services.</quotedText>”;</content>
                </subparagraph>
            </paragraph>
            <paragraph identifier="/us/sComp/115/328/s2/2" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">by striking subsection (c) and inserting the following:<quotedContent style="-uslm-dtd:quoted-block">
                <subsection style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">“(c) </num><heading style="-uslm-dtd:header">Pregnancy Risk Assessment Monitoring Survey.—</heading><chapeau style="-uslm-dtd:text">The Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, shall—</chapeau>
                    <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">“(1) </num><content style="-uslm-dtd:text">continue systems for the collection of maternal-infant clinical and biomedical information, including electronic health records, electronic databases, and biobanks, to link with the Pregnancy Risk Assessment Monitoring System (PRAMS) and other epidemiological studies of prematurity in order to track, to the extent practicable, all pregnancy outcomes and prevent preterm birth; and</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">“(2) </num><content style="-uslm-dtd:text">provide technical assistance, as appropriate, to support States in improving the collection of information pursuant to this subsection.”</content>
                    </paragraph>
                </subsection></quotedContent>; and</content>
            </paragraph>
            <paragraph identifier="/us/sComp/115/328/s2/3" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">in subsection (e), by striking “<quotedText style="-uslm-dtd:quote">except for subsection (c), $1,880,000 for each of fiscal years 2014 through 2018</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">$2,000,000 for each of fiscal years 2019 through 2023</quotedText>”.</content>
            </paragraph>
        </section>
        <section identifier="/us/sComp/115/328/s3" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="3">SEC. 3. </num><heading style="-uslm-dtd:header">PUBLIC AND HEALTH CARE PROVIDER EDUCATION AND SUPPORT SERVICES. </heading>
            <chapeau class="block" style="-uslm-dtd:text">Section 399Q of the Public Health Service Act (42 U.S.C. 280g-5) is amended—</chapeau>
            <paragraph identifier="/us/sComp/115/328/s3/1" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><chapeau style="-uslm-dtd:text">in subsection (a)—</chapeau>
                <subparagraph identifier="/us/sComp/115/328/s3/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">by striking “<quotedText style="-uslm-dtd:quote">conduct demonstration projects</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">conduct activities, which may include demonstration projects</quotedText>”; and</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/115/328/s3/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">by striking “<quotedText style="-uslm-dtd:quote">for babies born preterm</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">mothers of infants born preterm, and infants born preterm, as appropriate</quotedText>”; and</content>
                </subparagraph>
            </paragraph>
            <paragraph identifier="/us/sComp/115/328/s3/2" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><chapeau style="-uslm-dtd:text">in subsection (b)—</chapeau>
                <subparagraph identifier="/us/sComp/115/328/s3/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">in the matter preceding paragraph (1), by striking “<quotedText style="-uslm-dtd:quote">under the demonstration project</quotedText>”;</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/115/328/s3/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><chapeau style="-uslm-dtd:text">in paragraph (1)—</chapeau>
                    <clause identifier="/us/sComp/115/328/s3/2/B/i" style="-uslm-dtd:clause" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">in the matter preceding subparagraph (A), by striking “<quotedText style="-uslm-dtd:quote">programs to test and evaluate various strategies to provide</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">programs, including those to test and evaluate strategies, which, in collaboration with States, localities, tribes, and community organizations, support the provision of</quotedText>”;</content>
                    </clause>
                    <clause identifier="/us/sComp/115/328/s3/2/B/ii" style="-uslm-dtd:clause" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">by redesignating subparagraphs (B) through (F) as subparagraphs (C) through (G), respectively;</content>
                    </clause>
                    <clause identifier="/us/sComp/115/328/s3/2/B/iii" style="-uslm-dtd:clause" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="iii">(iii) </num><content style="-uslm-dtd:text">by inserting after subparagraph (A), the following:<quotedContent style="-uslm-dtd:quoted-block">
                        <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="B">“(B) </num><content style="-uslm-dtd:text">evidence-based strategies to prevent preterm birth and associated outcomes;”</content>
                        </subparagraph></quotedContent>;</content>
                    </clause>
                    <clause identifier="/us/sComp/115/328/s3/2/B/iv" style="-uslm-dtd:clause" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="iv">(iv) </num><content style="-uslm-dtd:text">in subparagraph (C), as so redesignated, by inserting “<quotedText style="-uslm-dtd:quote">, and the risks of non-medically indicated deliveries before full term</quotedText>” before the semicolon;</content>
                    </clause>
                    <clause identifier="/us/sComp/115/328/s3/2/B/v" style="-uslm-dtd:clause" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="v">(v) </num><chapeau style="-uslm-dtd:text">in subparagraph (D), as so redesignated—</chapeau>
                        <subclause identifier="/us/sComp/115/328/s3/2/B/v/I" style="-uslm-dtd:subclause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="I">(I) </num><content style="-uslm-dtd:text">in clause (ii), by inserting “<quotedText style="-uslm-dtd:quote">intake</quotedText>” before the semicolon;</content>
                        </subclause>
                        <subclause identifier="/us/sComp/115/328/s3/2/B/v/II" style="-uslm-dtd:subclause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="II">(II) </num><content style="-uslm-dtd:text">in clause (iii), by striking “<quotedText style="-uslm-dtd:quote">and</quotedText>” at the end;</content>
                        </subclause>
                        <subclause identifier="/us/sComp/115/328/s3/2/B/v/III" style="-uslm-dtd:subclause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="III">(III) </num><content style="-uslm-dtd:text">by redesignating clause (iv) as clause (vii); and</content>
                        </subclause>
                        <subclause identifier="/us/sComp/115/328/s3/2/B/v/IV" style="-uslm-dtd:subclause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="IV">(IV) </num><content style="-uslm-dtd:text">by inserting after clause (iii), the following:<quotedContent style="-uslm-dtd:quoted-block">
                            <clause style="-uslm-dtd:clause" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="iv">“(iv) </num><content style="-uslm-dtd:text">screening for and treatment of substance use disorders;</content>
                            </clause>
                            <clause style="-uslm-dtd:clause" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="v">“(v) </num><content style="-uslm-dtd:text">screening for and treatment of maternal depression;</content>
                            </clause>
                            <clause style="-uslm-dtd:clause" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="vi">“(vi) </num><content style="-uslm-dtd:text">maternal immunization; and”</content>
                            </clause></quotedContent>;</content>
                        </subclause>
                    </clause>
                    <clause identifier="/us/sComp/115/328/s3/2/B/vi" style="-uslm-dtd:clause" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="vi">(vi) </num><content style="-uslm-dtd:text">in subparagraph (E), as so redesignated, by adding “<quotedText style="-uslm-dtd:quote">and</quotedText>” after the semicolon;</content>
                    </clause>
                    <clause identifier="/us/sComp/115/328/s3/2/B/vii" style="-uslm-dtd:clause" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="vii">(vii) </num><content style="-uslm-dtd:text">in subparagraph (F), as so redesignated, by striking “<quotedText style="-uslm-dtd:quote">; and</quotedText>” and inserting a period; and</content>
                    </clause>
                    <clause identifier="/us/sComp/115/328/s3/2/B/viii" style="-uslm-dtd:clause" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="viii">(viii) </num><content style="-uslm-dtd:text">by striking subparagraph (G), as so redesignated; and</content>
                    </clause>
                </subparagraph>
                <subparagraph identifier="/us/sComp/115/328/s3/2/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">in paragraph (2), by inserting “<quotedText style="-uslm-dtd:quote">, as well as prevention of a future preterm birth</quotedText>” before the semicolon.</content>
                </subparagraph>
            </paragraph>
        </section>
        <section identifier="/us/sComp/115/328/s4" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="4">SEC. 4. </num><heading style="-uslm-dtd:header">ADVISORY COMMITTEE ON MATERNAL AND INFANT HEALTH. </heading>
            <chapeau class="block" style="-uslm-dtd:text">Section 104(b) of the PREEMIE Reauthorization Act (42 U.S.C. 247b-4f note) is amended—</chapeau>
            <paragraph identifier="/us/sComp/115/328/s4/1" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><chapeau style="-uslm-dtd:text">in paragraph (2)—</chapeau>
                <subparagraph identifier="/us/sComp/115/328/s4/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">in the matter preceding subparagraph (A), by striking “<quotedText style="-uslm-dtd:quote">and recommendations to the Secretary concerning the following activities</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">, recommendations, or information to the Secretary as may be necessary to improve activities and programs to reduce severe maternal morbidity, maternal mortality, infant mortality, and preterm birth, which may include recommendations, advice, or information related to the following</quotedText>”;</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/115/328/s4/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">in subparagraph (A), by striking “<quotedText style="-uslm-dtd:quote">and improving the health status of pregnant women and infants</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">, preterm birth, and improving the health status of pregnant women and infants, and information on cost-effectiveness and outcomes of such programs</quotedText>”;</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/115/328/s4/1/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">in subparagraph (C), by striking “<quotedText style="-uslm-dtd:quote">Implementation of the</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">The</quotedText>”; and</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/115/328/s4/1/D" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="D">(D) </num><content style="-uslm-dtd:text">by striking subparagraph (D) and inserting the following:<quotedContent style="-uslm-dtd:quoted-block">
                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="D">“(D) </num><content style="-uslm-dtd:text">Implementation of Healthy People objectives related to maternal and infant health.</content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="E">“(E) </num><content style="-uslm-dtd:text">Strategies to reduce racial, ethnic, geographic, and other health disparities in birth outcomes, including by increasing awareness of Federal programs related to appropriate access to, or information regarding, prenatal care to address risk factors for preterm labor and delivery.</content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="F">“(F) </num><content style="-uslm-dtd:text">Strategies, including the implementation of such strategies, to address gaps in Federal research, programs, and education efforts related to the prevention of severe maternal morbidity, maternal mortality, infant mortality, and other adverse birth outcomes.”</content>
                    </subparagraph></quotedContent>;</content>
                </subparagraph>
            </paragraph>
            <paragraph identifier="/us/sComp/115/328/s4/2" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">by striking paragraph (3) and redesignating paragraph (4) as paragraph (3); and</content>
            </paragraph>
            <paragraph identifier="/us/sComp/115/328/s4/3" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">by adding at the end the following:<quotedContent style="-uslm-dtd:quoted-block">
                <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">“(4) </num><heading style="-uslm-dtd:header">Biennial report.—</heading><chapeau style="-uslm-dtd:text">Not later than 1 year after the date of enactment of the PREEMIE Reauthorization Act of 2018, and every 2 years thereafter, the Advisory Committee shall—</chapeau>
                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">“(A) </num><content style="-uslm-dtd:text">publish a report summarizing activities and recommendations of the Advisory Committee since the publication of the previous report;</content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">“(B) </num><content style="-uslm-dtd:text">submit such report to the Secretary and the appropriate Committees of Congress; and</content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">“(C) </num><content style="-uslm-dtd:text">post such report on the Internet website of the Department of Health and Human Services.”</content>
                    </subparagraph>
                </paragraph></quotedContent>.</content>
            </paragraph>
        </section>
        <section identifier="/us/sComp/115/328/s5" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="5">SEC. 5. </num><heading style="-uslm-dtd:header">INTERAGENCY WORKING GROUP. </heading>
            <subsection identifier="/us/sComp/115/328/s5/a" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">In General.—</heading><content style="-uslm-dtd:text">Not later than 18 months after the date of the enactment of the Consolidated Appropriations Act, 2026, the Secretary of Health and Human Services, in collaboration with other departments, as appropriate, shall establish an interagency working group in order to improve coordination of programs and activities to prevent preterm birth, infant mortality, and related adverse birth outcomes.</content>
            </subsection>
            <subsection identifier="/us/sComp/115/328/s5/b" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Duties.—</heading><chapeau style="-uslm-dtd:text">The working group established under subsection (a) shall—</chapeau>
                <paragraph identifier="/us/sComp/115/328/s5/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">identify gaps, unnecessary duplication, and opportunities for improved coordination in Federal programs and activities related to preterm birth and infant mortality;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/115/328/s5/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">assess the extent to which the goals and metrics of relevant programs and activities within the Department of Health and Human Services, and, as applicable, those in other departments, are aligned; and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/115/328/s5/b/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">assess the extent to which such programs are coordinated across agencies within such Department; and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/115/328/s5/b/4" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">make specific recommendations, as applicable, to reduce or minimize gaps and unnecessary duplication, and improve coordination of goals, programs, and activities across agencies within such Department.</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/115/328/s5/c" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Report.—</heading><content style="-uslm-dtd:text">Not later than 1 year after the date on which the working group is established under subsection (a), the Secretary of Health and Human Services shall submit to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Energy and Commerce of the House of Representatives a report summarizing the findings of the working group under subsection (b) and the specific recommendations to improve Federal programs at the Department of Health and Human Services under subsection (b)(4).</content>
            </subsection>
