    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To authorize appropriations for fiscal year 1990 for intelligence and intelligence-related activities of the United States Government, the Intelligence Community Staff, and the Central Intelligence Agency Retirement and Disability System, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula><section style="-uslm-dtd:section" styleType="OLC" role="undesignated-level" class="inline"><content style="-uslm-dtd:text">That this Act may be cited as the “<shortTitle style="-uslm-dtd:quote">Intelligence Authorization Act, Fiscal Year 1990</shortTitle>”.</content>

            <num style="-uslm-dtd:enum" value="V">TITLE V—</num><heading style="-uslm-dtd:header">IMPROVEMENTS TO PERSONNEL AUTHORITIES FOR INTELLIGENCE COMPONENTS OF THE DEPARTMENT OF DEFENSE </heading>

                <num style="-uslm-dtd:enum" value="502">Sec. 502. </num><subsection style="-uslm-dtd:subsection" identifier="/us/sComp/101/193/tV/s502/a" styleType="OLC" class="inline"><num style="-uslm-dtd:enum" value="a">(a) </num><content style="-uslm-dtd:text">Chapter 155 of title 10, United States Code, is amended by adding at the end thereof the following new section:<quotedContent style="-uslm-dtd:quoted-block">
                <section style="-uslm-dtd:section" styleType="USC">
                    <num style="-uslm-dtd:enum" value="2607">“§ 2607. </num><heading style="-uslm-dtd:header">Acceptance of gifts for the Defense Intelligence College </heading>
                    <subsection style="-uslm-dtd:subsection" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="a">“(a) </num><content style="-uslm-dtd:text">The Secretary of Defense may accept, hold, administer, and use any gift (including any gift of an interest in real property) made for the purpose of aiding and facilitating the work of the Defense Intelligence College and may pay all necessary expenses in connection with the acceptance of such a gift.</content>
                    </subsection>
                    <subsection style="-uslm-dtd:subsection" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="b">“(b) </num><content style="-uslm-dtd:text">Money, and proceeds from the sale of property, received as a gift under subsection (a) shall be deposited in the Treasury and shall be available for disbursement upon the order of the Secretary of Defense to the extent provided in annual appropriation Acts.</content>
                    </subsection>
                    <subsection style="-uslm-dtd:subsection" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="c">“(c) </num><content style="-uslm-dtd:text">Subsection (c) of section 2601 of this title applies to property that is accepted under subsection (a) in the same manner that such subsection applies to property that is accepted under subsection (a) of that section.</content>
                    </subsection>
                    <subsection style="-uslm-dtd:subsection" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="d">“(d) </num><content style="-uslm-dtd:text">In this section, the term ‘<term style="-uslm-dtd:term">gift</term>’ includes a bequest of personal property or a devise of real property.”</content>

                    <num style="-uslm-dtd:enum" value="b">(b) </num><content style="-uslm-dtd:text">The table of sections at the beginning of that chapter is amended by adding at the end thereof the following new item:<quotedContent style="-uslm-dtd:quoted-block">

            <section style="-uslm-dtd:section" identifier="/us/sComp/101/193/tV/s506" styleType="traditional">
                <heading style="-uslm-dtd:header">requirements for citizenship for staff of george c. marshall european center for security studies </heading>
                <num style="-uslm-dtd:enum" value="506">Sec. 506. </num><subsection style="-uslm-dtd:subsection" identifier="/us/sComp/101/193/tV/s506/a" styleType="OLC" class="inline"><num style="-uslm-dtd:enum" value="a">(a) </num><content style="-uslm-dtd:text">For purposes of section 319(c) of the Immigration and Nationality Act (8 U.S.C. 1430(c)), the George C. Marshall European Center for Security Studies, located in Garmisch, Federal Republic of Germany, shall be considered to be an organization described in clause (1) of such section.</content></subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/101/193/tV/s506/b" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><content style="-uslm-dtd:text">Subsection (a) shall apply with respect to periods of employment before, on, or after the date of the enactment of this Act.</content>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/101/193/tV/s506/c" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c) </num><content style="-uslm-dtd:text">No more than two persons per year may be naturalized based on the provisions of subsection (a).</content>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/101/193/tV/s506/d" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="d">(d) </num><content style="-uslm-dtd:text">Each instance of naturalization based on the provisions of subsection (a) shall be reported to the Committees on the Judiciary of the Senate and House of Representatives and to the Select Committee on Intelligence of the Senate and the Permanent Select Committee on Intelligence of the House of Representatives prior to such naturalization.</content>

            <num style="-uslm-dtd:enum" value="VI">TITLE VI—</num><heading style="-uslm-dtd:header">FBI NEW YORK FIELD DIVISION DEMONSTRATION PROJECT </heading>
            <section style="-uslm-dtd:section" identifier="/us/sComp/101/193/tVI/s601" styleType="traditional">

                <num style="-uslm-dtd:enum" value="601">Sec. 601. </num><subsection style="-uslm-dtd:subsection" identifier="/us/sComp/101/193/tVI/s601/a" styleType="OLC" class="inline"><num style="-uslm-dtd:enum" value="a">(a) </num><content style="-uslm-dtd:text">Section 601(a)(2) of the Intelligence Authorization Act, Fiscal Year 1989 is amended by striking out “<quotedText style="-uslm-dtd:quote">who are subject by policy and practice to directed geographical transfer or reassignment</quotedText>”.</content></subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/101/193/tVI/s601/b" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><content style="-uslm-dtd:text">The amendment made by subsection (a) shall take effect on October 1, 1989.</content>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/101/193/tVI/s601/c" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c) </num><content style="-uslm-dtd:text">In preparing for submission to the Congress the Budget of the United States for Fiscal Year 1991, the President shall take into account and, to the greatest extent possible, incorporate into such budget the recommendations of the National Advisory Commission on Law Enforcement as established by section 6160 of the Anti-Drug Abuse Act of 1988.</content>

            <section style="-uslm-dtd:section" identifier="/us/sComp/101/193/tVI/s603" styleType="traditional">
                <heading style="-uslm-dtd:header">fbi investigations of espionage by persons employed by or assigned to united states diplomatic missions abroad </heading>
                <num style="-uslm-dtd:enum" value="603">Sec. 603. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t28/s533">28 U.S.C. 533</ref> nt<b>]</b> </editorialNote><content style="-uslm-dtd:text">Subject to the authority of the Attorney General, the FBI shall supervise the conduct of all investigations of violations of the espionage laws of the United States by persons employed by or assigned to United States diplomatic missions abroad. All departments and agencies shall report immediately to the FBI any information concerning such a violation. All departments and agencies shall provide appropriate assistance to the FBI in the conduct of such investigations. Nothing in this provision shall be construed as establishing a defense to any criminal, civil, or administrative action.</content>
