            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><heading style="-uslm-dtd:header">SHORT TITLE; TABLE OF CONTENTS. </heading>

                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Short Title.—</heading><content style="-uslm-dtd:text">This Act may be cited as the “<shortTitle style="-uslm-dtd:quote"><inline style="-uslm-dtd:short-title">Intelligence Authorization Act for Fiscal Year 1998</inline></shortTitle>”.</content>

                <num style="-uslm-dtd:enum" value="303">SEC. 303. </num><heading style="-uslm-dtd:header">DETAIL OF INTELLIGENCE COMMUNITY PERSONNEL. </heading>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/105/107/tIII/s303/a" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><editorialNote style="-uslm-dtd:legis-comment"><b>[</b>Section 303(a) added section 113 to the National Security Act of 1947 (50 U.S.C. 404h).<b>]</b> </editorialNote>

                <num style="-uslm-dtd:enum" value="304">SEC. 304. </num><heading style="-uslm-dtd:header">EXTENSION OF APPLICATION OF SANCTIONS LAWS TO INTELLIGENCE ACTIVITIES. </heading><editorialNote style="-uslm-dtd:legis-comment"><b>[</b>Section 304 amended section 905 of the National Security Act of 1947 (50 U.S.C. 441d).<b>]</b> </editorialNote>

            <section style="-uslm-dtd:section" identifier="/us/sComp/105/107/tIII/s307" styleType="OLC">
                <num style="-uslm-dtd:enum" value="307">SEC. 307. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t22/s2715a">22 U.S.C. 2715a</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">PROVISION OF INFORMATION ON CERTAIN VIOLENT CRIMES ABROAD TO VICTIMS AND VICTIMS' FAMILIES. </heading>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/105/107/tIII/s307/a" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Sense of Congress.—</heading><chapeau style="-uslm-dtd:text">It is the sense of Congress that—</chapeau>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/105/107/tIII/s307/a/1" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">it is in the national interests of the United States to provide information regarding the killing, abduction, torture, or other serious mistreatment of United States citizens abroad to the victims of such crimes, or the families of victims of such crimes if they are United States citizens; and</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/105/107/tIII/s307/a/2" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">the provision of such information is sufficiently important that the discharge of the responsibility for identifying and disseminating such information should be vested in a cabinet-level officer of the United States Government.</content>
                    </paragraph>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/105/107/tIII/s307/b" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Responsibility.—</heading><chapeau style="-uslm-dtd:text">The Secretary of State shall take appropriate actions to ensure that the United States Government takes all appropriate actions to—</chapeau>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/105/107/tIII/s307/b/1" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">identify promptly information (including classified information) in the possession of the departments and agencies of the United States Government regarding the killing, abduction, torture, or other serious mistreatment of United States citizens abroad; and</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/105/107/tIII/s307/b/2" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><chapeau style="-uslm-dtd:text">subject to subsection (c), promptly make such information available to—</chapeau>
                        <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/105/107/tIII/s307/b/2/A" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">the victims of such crimes; or</content>
                        </subparagraph>
                        <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/105/107/tIII/s307/b/2/B" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">when appropriate, the family members of the victims of such crimes if such family members are United States citizens.</content>
                        </subparagraph>
                    </paragraph>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/105/107/tIII/s307/c" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Limitations.—</heading><content style="-uslm-dtd:text">The Secretary shall work with the heads of appropriate departments and agencies of the United States Government in order to ensure that information relevant to a crime covered by subsection (b) is promptly reviewed and, to the maximum extent practicable, without jeopardizing sensitive sources and methods or other vital national security interests, or without jeopardizing an on-going criminal investigation or proceeding, made available under that subsection unless such disclosure is specifically prohibited by law.</content>
                </subsection>

            <section style="-uslm-dtd:section" identifier="/us/sComp/105/107/tIII/s309" styleType="OLC">
                <num style="-uslm-dtd:enum" value="309">SEC. 309. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t50/s3024">50 U.S.C. 3024</ref> nt<b>]</b> </editorialNote><heading style="-uslm-dtd:header">STANDARDS FOR SPELLING OF FOREIGN NAMES AND PLACES AND FOR USE OF GEOGRAPHIC COORDINATES. </heading>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/105/107/tIII/s309/a" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Survey of Current Standards.—</heading>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/105/107/tIII/s309/a/1" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Survey.—</heading><content style="-uslm-dtd:text">The Director of Central Intelligence shall carry out a survey of current standards for the spelling of foreign names and places, and the use of geographic coordinates for such places, among the elements of the intelligence community.</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/105/107/tIII/s309/a/2" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Report.—</heading><content style="-uslm-dtd:text">Not later than 90 days after the date of enactment of this Act, the Director shall submit to the congressional intelligence committees a report on the survey carried out under paragraph (1). The report shall be submitted in unclassified form, but may include a classified annex.</content>
                    </paragraph>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/105/107/tIII/s309/b" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Guidelines.—</heading>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/105/107/tIII/s309/b/1" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Issuance.—</heading><content style="-uslm-dtd:text">Not later than 180 days after the date of enactment of this Act, the Director shall issue guidelines to ensure the use of uniform spelling of foreign names and places and the uniform use of geographic coordinates for such places. The guidelines shall apply to all intelligence reports, intelligence products, and intelligence databases prepared and utilized by the elements of the intelligence community.</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/105/107/tIII/s309/b/2" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Basis.—</heading><content style="-uslm-dtd:text">The guidelines under paragraph (1) shall, to the maximum extent practicable, be based on current United States Government standards for the transliteration of foreign names, standards for foreign place names developed by the Board on Geographic Names, and a standard set of geographic coordinates.</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/105/107/tIII/s309/b/3" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Submittal to congress.—</heading><content style="-uslm-dtd:text">The Director shall submit a copy of the guidelines to the congressional intelligence committees.</content>
                    </paragraph>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/105/107/tIII/s309/c" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Congressional Intelligence Committees Defined.—</heading><chapeau style="-uslm-dtd:text">In this section, the term “<term style="-uslm-dtd:term">congressional intelligence committees</term>” means the following:</chapeau>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/105/107/tIII/s309/c/1" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">The Select Committee on Intelligence of the Senate.</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/105/107/tIII/s309/c/2" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">The Permanent Select Committee on Intelligence of the House of Representatives.</content>

                    </paragraph>
                </subsection>
            </section>
            <section style="-uslm-dtd:section" identifier="/us/sComp/105/107/tIII/s311" styleType="OLC">
                <num style="-uslm-dtd:enum" value="311">SEC. 311. </num><heading style="-uslm-dtd:header">AMENDMENTS TO FAIR CREDIT REPORTING ACT. </heading>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/105/107/tIII/s311/a" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><editorialNote style="-uslm-dtd:legis-comment"><b>[</b>Section 311(a) added paragraph (4) to section 604(b) of the Fair Credit Reporting Act (15 U.S.C. 1681b(b)).<b>]</b> </editorialNote>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/105/107/tIII/s311/b" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><editorialNote style="-uslm-dtd:legis-comment"><b>[</b>Section 311(b) added paragraph (3) to section 607(e) of the Fair Credit Reporting Act (15 U.S.C. 1681e(e)).<b>]</b> </editorialNote>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/105/107/tIII/s311/c" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c) </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t15/s1681b">15 U.S.C. 1681b</ref> nt<b>]</b> </editorialNote><heading style="-uslm-dtd:header">Effective Date.—</heading><content style="-uslm-dtd:text">The amendments made by subsections (a) and (b) shall take effect as if such amendments had been included in chapter 1 of subtitle D of the Economic Growth and Regulatory Paperwork Reduction Act of 1996 as of the date of the enactment of such Act.</content>

            <num style="-uslm-dtd:enum" value="IV">TITLE IV—</num><heading style="-uslm-dtd:header">CENTRAL INTELLIGENCE AGENCY </heading>
            <section style="-uslm-dtd:section" identifier="/us/sComp/105/107/tIV/s401" styleType="OLC">
                <num style="-uslm-dtd:enum" value="401">SEC. 401. </num><heading style="-uslm-dtd:header">MULTIYEAR LEASING AUTHORITY. </heading>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/105/107/tIV/s401/a" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><editorialNote style="-uslm-dtd:legis-comment"><b>[</b>Section 401(a) amended section 5 of the Central Intelligence Agency Act of 1949 (50 U.S.C. 403f).<b>]</b> </editorialNote>

            <section style="-uslm-dtd:section" identifier="/us/sComp/105/107/tIV/s402" styleType="OLC">
                <num style="-uslm-dtd:enum" value="402">SEC. 402. </num><heading style="-uslm-dtd:header">SUBPOENA AUTHORITY FOR THE INSPECTOR GENERAL OF THE CENTRAL INTELLIGENCE AGENCY. </heading>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/105/107/tIV/s402/a" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><editorialNote style="-uslm-dtd:legis-comment"><b>[</b>Section 402(a) amended section 17(e) of the Central Intelligence Agency Act of 1949 (50 U.S.C. 403q).<b>]</b> </editorialNote>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/105/107/tIV/s402/b" styleType="OLC">

                    <num style="-uslm-dtd:enum" value="a">(a) </num><editorialNote style="-uslm-dtd:legis-comment"><b>[</b>Section  403(a) added section 21 to the Central Intelligence Agency Act of 1949 (50 U.S.C. 403a et seq.).<b>]</b> </editorialNote>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/105/107/tIV/s403/b" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Availability of Funds.—</heading><content style="-uslm-dtd:text">Of the amount appropriated pursuant to the authorization of appropriations in section 101, $2,000,000 shall be available for deposit in the Central Services Working Capital Fund established by section 21(c) of the Central Intelligence Agency Act of 1949, as added by subsection (a).</content>
                </subsection>

            <section style="-uslm-dtd:section" identifier="/us/sComp/105/107/tIV/s404" styleType="OLC">
                <num style="-uslm-dtd:enum" value="404">SEC. 404. </num><heading style="-uslm-dtd:header">PROTECTION OF CIA FACILITIES. </heading><editorialNote style="-uslm-dtd:legis-comment"><b>[</b>Section 404 amended section 15(a) of the Central Intelligence Agency Act of 1949 (50 U.S.C. 403o).<b>]</b> </editorialNote>
