AN ACTTo authorize appropriations for fiscal year 1993 for intelligence and intelligence-related activities of the United States Government and the Central Intelligence Agency Retirement and Disability System, to revise and restate the Central Intelligence Agency Retirement Act of 1964 for Certain Employees, and for other purposes.Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE; TABLE OF CONTENTS.
(a) Short Title.—This Act may be cited as the “Intelligence Authorization Act for Fiscal Year 1993”.

<num style="-uslm-dtd:enum" value="303">SEC. 303. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t50/s3094">50 U.S.C. 3094</ref> nt<b>]</b> </editorialNote><heading style="-uslm-dtd:header">SENSE OF CONGRESS REGARDING DISCLOSURE OF ANNUAL INTELLIGENCE BUDGET. </heading>
<content style="-uslm-dtd:text" class="block">It is the sense of Congress that, beginning in 1993, and in each year thereafter, the aggregate amount requested and authorized for, and spent on, intelligence and intelligence-related activities should be disclosed to the public in an appropriate manner.</content>

<num style="-uslm-dtd:enum" value="403">SEC. 403. </num><heading style="-uslm-dtd:header">NOTICE TO CONGRESSIONAL INTELLIGENCE COMMITTEES OF DEPARTMENT OF DEFENSE REAL PROPERTY TRANSACTIONS AND CONSTRUCTION PROJECTS INVOLVING INTELLIGENCE AGENCIES. </heading>
<subsection style="-uslm-dtd:subsection" identifier="/us/sComp/102/496/tIV/s403/a" styleType="OLC">
<num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Real Property Transactions.—</heading><paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/102/496/tIV/s403/a/1" styleType="OLC" class="inline"><num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">Section 2662 of title 10, United States Code, is amended by adding at the end the following new subsection:<quotedContent style="-uslm-dtd:quoted-block">
<subsection style="-uslm-dtd:subsection" styleType="OLC">
<num style="-uslm-dtd:enum" value="f">“(f) </num><content style="-uslm-dtd:text">Whenever a transaction covered by this section is made by or on behalf of an intelligence component of the Department of Defense or involves real property used by such a component, any report under this section with respect to the transaction that is submitted to the Committees on Armed Services of the Senate and the House of Representatives shall be submitted concurrently to the Permanent Select Committee on Intelligence of the House of Representatives and the Select Committee on Intelligence of the Senate.”</content>

<num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Construction Projects.—</heading><content style="-uslm-dtd:text">Section 2801(c)(4) of such title is amended by inserting before the period at the end the following: “<quotedText style="-uslm-dtd:quote">and, with respect to any project to be carried out by, or for the use of, an intelligence component of the Department of Defense, the Permanent Select Committee on Intelligence of the House of Representatives and the Select Committee on Intelligence of the Senate</quotedText>”.</content>

<num style="-uslm-dtd:enum" value="804">SEC. 804. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t50/s2001">50 U.S.C. 2001</ref> nt<b>]</b> </editorialNote><heading style="-uslm-dtd:header">SAVINGS PROVISIONS. </heading>

<num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Prior Elections.—</heading><content style="-uslm-dtd:text">Any election made under the Central Intelligence Agency Retirement Act of 1964 for Certain Employees before the effective date specified in section 805 shall not be affected by the amendment made by section 802 and shall be deemed to have been made under the corresponding provision of that Act as restated by section 802 as the Central Intelligence Agency Retirement Act.</content>

<num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">References.—</heading><content style="-uslm-dtd:text">Any reference in any other Act, or in any Executive order, rule, or regulation, to the Central Intelligence Agency Retirement Act of 1964 for Certain Employees, or to a provision of that Act, shall be deemed to refer to that Act and to the corresponding provision of that Act, as restated by section 802 as the Central Intelligence Agency Retirement Act.</content>
