            <num style="-uslm-dtd:enum" value="9012">Sec. 9012. </num><content style="-uslm-dtd:text">None of the funds appropriated by this Act for programs of the Central Intelligence Agency shall remain available for obligation beyond the current fiscal year, except for funds appropriated for the Reserve for Contingencies, which shall remain available until September 30, 1995.</content>

            <heading style="-uslm-dtd:header">(transfer of funds) </heading>
            <num style="-uslm-dtd:enum" value="9014">Sec. 9014. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t50/s3327">50 U.S.C. 3327 note</ref><b>]</b> </editorialNote><content style="-uslm-dtd:text">None of the funds appropriated in this Act may be made available through transfer, reprogramming, or other means between the Central Intelligence Agency and the Department of Defense for any intelligence or special activity different from that previously justified to the Congress unless the Director of Central Intelligence or the Secretary of Defense has notified the House and Senate Appropriations Committees of the intent to make such funds available for such activity.</content>

        <section style="-uslm-dtd:section" identifier="/us/sComp/102/396/s9029" styleType="traditional-inline">
            <num style="-uslm-dtd:enum" value="9029">Sec. 9029. </num><content style="-uslm-dtd:text">None of the funds provided by this Act may be used to pay the salaries of any person or persons who authorize the transfer of unobligated and deobligated appropriations into the Reserve for Contingencies of the Central Intelligence Agency.</content>
        </section>
        <section style="-uslm-dtd:section" identifier="/us/sComp/102/396/s9030" styleType="traditional-inline">
            <num style="-uslm-dtd:enum" value="9030">Sec. 9030. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t50/s3510a">50 U.S.C. 3510a note</ref><b>]</b> </editorialNote><content style="-uslm-dtd:text">Funds appropriated by this Act for construction projects of the Central Intelligence Agency, which are transferred to another Agency for execution, shall remain available until expended.</content>

        <section style="-uslm-dtd:section" identifier="/us/sComp/102/396/s9038" styleType="traditional-inline">
            <num style="-uslm-dtd:enum" value="9038">Sec. 9038. </num><content style="-uslm-dtd:text">Monetary limitations on the purchase price of a passenger motor vehicle shall not apply to vehicles purchased for intelligence activities conducted pursuant to Executive Order 12333 or successor orders.</content>

        <section style="-uslm-dtd:section" identifier="/us/sComp/102/396/s9069" styleType="traditional-inline">
            <num style="-uslm-dtd:enum" value="9069">Sec. 9069. </num><subsection style="-uslm-dtd:subsection" identifier="/us/sComp/102/396/s9069/a" styleType="OLC" class="inline"><num style="-uslm-dtd:enum" value="a">(a) </num><content style="-uslm-dtd:text">As stated in section 3(5)(A) of the Export Administration Act of 1979 (50 U.S.C. App. 2402(5)(A)), it is the policy of the United States to oppose restrictive trade practices or boycotts fostered or imposed by foreign countries against other countries friendly to the United States or against any other United States person.</content></subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/102/396/s9069/b" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b)</num><paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/102/396/s9069/b/1" styleType="OLC" class="inline"><num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">Consistent with the policy referred to in subsection (a), no Department of Defense prime contract in excess of the small purchase threshold, as defined in section 4(11) of the Office of Federal Procurement Policy Act (41 U.S.C. 403(11)), may be awarded to a foreign person, company, or entity unless that person, company, or entity certifies to the Secretary of Defense that it does not comply with the secondary Arab boycott of Israel.</content></paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/102/396/s9069/b/2" styleType="OLC" class="leftIndentDecrease1">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">The Secretary of Defense may waive the prohibition in paragraph (1) in specific instances when the Secretary determines that the waiver is necessary in the national security interests of the United States. Within 15 days after the end of each calendar quarter, the Secretary shall submit to Congress a report identifying each contract for which a waiver was granted under this paragraph during such quarter.</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/102/396/s9069/b/3" styleType="OLC" class="leftIndentDecrease1">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">This provision does not apply to contracts for consumable supplies, provisions or services intended to be executed for the support of the United States or of allied forces in a foreign country, nor does it apply to contracts pertaining to any equipment, technology, data, or services for intelligence or classified purposes, or the acquisition or lease thereof by the United States Government in the interests of national security.</content>

            </subsection>
        </section>
        <section style="-uslm-dtd:section" identifier="/us/sComp/102/396/s9078" styleType="traditional-inline">
            <num style="-uslm-dtd:enum" value="9078">Sec. 9078. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t21/s873">21 U.S.C. 873</ref> nt<b>]</b> </editorialNote><content style="-uslm-dtd:text">There is established, under the direction and control of the Attorney General, the National Drug Intelligence Center, whose mission it shall be to coordinate and consolidate drug intelligence from all national security and law enforcement agencies, and produce information regarding the structure, membership, finances, communications, and activities of drug trafficking organizations: <i style="-uslm-dtd:italic">Provided, </i>That funding for the operation of the National Drug Intelligence Center, including personnel costs associated therewith, shall be provided from the funds appropriated to the Department of Defense for drug interdiction and counter-drug activities: <i style="-uslm-dtd:italic">Provided further, </i>That of the funds so appropriated for the fiscal year beginning October 1, 1991, $20,000,000 available for the National Drug Intelligence Center may be available to the Secretary of Defense to reimburse the Department of Justice for support provided to the National Drug Intelligence Center: <i style="-uslm-dtd:italic">Provided further, </i>That section 8083 of the Department of Defense Appropriations Act, 1992 (Public Law 102–172) is amended by striking out “<quotedText style="-uslm-dtd:quote">available only for</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">available until expended only for</quotedText>” in lieu thereof.</content>
            <elided style="-uslm-dtd:omitted-text">* * * * * * *</elided>
        </section>
        <section style="-uslm-dtd:section" identifier="/us/sComp/102/396/s9105" styleType="traditional-inline">
            <num style="-uslm-dtd:enum" value="9105">Sec. 9105. </num><subsection style="-uslm-dtd:subsection" identifier="/us/sComp/102/396/s9105/a" styleType="OLC" class="inline"><num style="-uslm-dtd:enum" value="a">(a) </num><chapeau style="-uslm-dtd:text">None of the funds appropriated by this Act may be obligated or expended for any program, project, sub-project, or activity which is accomplished under a “<quotedText style="-uslm-dtd:quote">Limited Dissemination (LI)</quotedText>” security control method until the Secretary of Defense submits, to the Congressional defense committees, a report containing:</chapeau>
            <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/102/396/s9105/a/1" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">annual costs in the fiscal years 1994–1999 Future Years Defense Program, and total costs;</content>
            </paragraph>
            <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/102/396/s9105/a/2" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">appropriation account and program element or line item;</content>
            </paragraph>
            <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/102/396/s9105/a/3" styleType="OLC">
                <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">content and military justification; and</content>
            </paragraph>
            <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/102/396/s9105/a/4" styleType="OLC">
                <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">acquisition milestones and schedule through completion.</content>
            </paragraph></subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/102/396/s9105/b" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><content style="-uslm-dtd:text">The information in the report required by subsection (a) above shall be provided for each program, project, sub-project, or activity accomplished under the LI security control method during fiscal years 1990–1993, and for each such effort to be undertaken in fiscal year 1994.</content>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/102/396/s9105/c" styleType="OLC">
                <num style="-uslm-dtd:enum" value="c">(c) </num><content style="-uslm-dtd:text">The report required by subsection (a) above shall be submitted no later than the date upon which the fiscal year 1994 Department of Defense budget request is provided to Congress.</content>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/102/396/s9105/d" styleType="OLC">
                <num style="-uslm-dtd:enum" value="d">(d) </num><content style="-uslm-dtd:text">The requirements contained in subsections (a) through (c), above, shall not apply to LI programs, projects, subprojects, or activities within the National Foreign Intelligence Program.</content>

            </subsection>
        </section>
        <section style="-uslm-dtd:section" identifier="/us/sComp/102/396/s9124" styleType="traditional-inline">
            <num style="-uslm-dtd:enum" value="9124">Sec. 9124. </num><content style="-uslm-dtd:text">As of September 1, 1993, none of the funds appropriated by this Act shall be available for payment of the compensation of personnel assigned to or serving in the National Foreign Intelligence Program in excess of 98 percent of such personnel actually assigned to or serving in the National Foreign Intelligence Program on September 30, 1992: <i style="-uslm-dtd:italic">Provided, </i>That in making any reduction in the number of such personnel that may be required pursuant to this section, the percentage of reductions to Senior Intelligence Service positions shall be equal to or exceed the percentage of reductions to non-Senior Intelligence Service positions: <i style="-uslm-dtd:italic">Provided further, </i>That in making any reduction in the number of such personnel that may be required pursuant to this section, the percentage of reductions to positions in the National Capital Region shall be equal to or exceed the percentage of reductions to positions outside of the National Capital Region.</content>
