    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To reauthorize the United States Fire Administration, the Assistance to Firefighters Grants program, the Fire Prevention and Safety Grants program, and the Staffing for Adequate Fire and Emergency Response grant program, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula>
        <section style="-uslm-dtd:section" identifier="/us/sComp/115/98/s1" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t15/s2201">15 U.S.C. 2201 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
            <content style="-uslm-dtd:text" class="block">This Act may be cited as the “<shortTitle style="-uslm-dtd:quote">United States Fire Administration, AFG, and SAFER Program Reauthorization Act of 2017</shortTitle>”.</content>
        </section>
        <section style="-uslm-dtd:section" identifier="/us/sComp/115/98/s2" styleType="OLC">
            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><heading style="-uslm-dtd:header">REAUTHORIZATION OF THE UNITED STATES FIRE ADMINISTRATION. </heading>
            <chapeau style="-uslm-dtd:text" class="block">Section 17(g)(1)(M) of the Federal Fire Prevention and Control Act of 1974 (15 U.S.C. 2216 (g)(1)(M)) is amended—</chapeau>
            <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/115/98/s2/1" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">by striking “<quotedText style="-uslm-dtd:quote">fiscal year 2017</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">for each of fiscal years 2017 through 2023</quotedText>”; and</content>
            </paragraph>
            <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/115/98/s2/2" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">by inserting “<quotedText style="-uslm-dtd:quote">for each such fiscal year</quotedText>” after “<quotedText style="-uslm-dtd:quote">$2,753,672</quotedText>”.</content>
            </paragraph>
        </section>
        <section style="-uslm-dtd:section" identifier="/us/sComp/115/98/s3" styleType="OLC">
            <num style="-uslm-dtd:enum" value="3">SEC. 3. </num><heading style="-uslm-dtd:header">REAUTHORIZATION OF ASSISTANCE TO FIREFIGHTERS GRANTS PROGRAM AND THE FIRE PREVENTION AND SAFETY GRANTS PROGRAM. </heading>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/115/98/s3/a" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Sunset.—</heading><content style="-uslm-dtd:text">Section 33(r) of the Federal Fire Prevention and Control Act of 1974 (15 U.S.C. 2229(r)) is amended by striking “<quotedText style="-uslm-dtd:quote">the date that is 5 years after the date of the enactment of the Fire Grants Reauthorization Act of 2012</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">September 30, 2024</quotedText>”.</content>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/115/98/s3/b" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Authorization of Appropriations.—</heading><content style="-uslm-dtd:text">Section 33(q)(1)(B) of the Federal Fire Prevention and Control Act of 1974 (15 U.S.C. 2229(q)(1)(B)) is amended, in the matter preceding clause (i), by striking “<quotedText style="-uslm-dtd:quote">2017</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">2023</quotedText>”.</content>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/115/98/s3/c" styleType="OLC">
                <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Authorization for Certain Training Under Assistance to Firefighters Grants Program.—</heading><content style="-uslm-dtd:text">Section 33(c)(3) of the Federal Fire Prevention and Control Act of 1974 (15 U.S.C. 2229(c)(3)) is amended by adding at the end the following:<quotedContent style="-uslm-dtd:quoted-block">
                <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="N">“(N) </num><content style="-uslm-dtd:text">To provide specialized training to firefighters, paramedics, emergency medical service workers, and other first responders to recognize individuals who have mental illness and how to properly intervene with individuals with mental illness, including strategies for verbal de-escalation of crisis.”</content>
                </subparagraph></quotedContent>.</content>
            </subsection>
        </section>
        <section style="-uslm-dtd:section" identifier="/us/sComp/115/98/s4" styleType="OLC">
            <num style="-uslm-dtd:enum" value="4">SEC. 4. </num><heading style="-uslm-dtd:header">REAUTHORIZATION OF STAFFING FOR ADEQUATE FIRE AND EMERGENCY RESPONSE GRANT PROGRAM. </heading>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/115/98/s4/a" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Sunset.—</heading><content style="-uslm-dtd:text">Section 34(k) of the Federal Fire Prevention and Control Act of 1974 (15 U.S.C. 2229a(k)) is amended by striking “<quotedText style="-uslm-dtd:quote">the date that is 5 years after the date of the enactment of the Fire Grants Reauthorization Act of 2012</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">September 30, 2024</quotedText>”.</content>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/115/98/s4/b" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Authorization of Appropriations.—</heading><content style="-uslm-dtd:text">Section 34(j)(1)(I) of the Federal Fire Prevention and Control Act of 1974 (15 U.S.C. 2229a(j)(1)(I)) is amended, in the matter preceding clause (i), by striking “<quotedText style="-uslm-dtd:quote">2017</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">2023</quotedText>”.</content>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/115/98/s4/c" styleType="OLC">
                <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Modification of Application Requirements.—</heading><content style="-uslm-dtd:text">Section 34(b)(3)(B) of the Federal Fire Prevention and Control Act of 1974 (15 U.S.C. 2229a(b)(3)(B)) is amended by striking “<quotedText style="-uslm-dtd:quote">of subsection (a)(1)(B)(ii) and (F)</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">of subsection (a)(1)(F)</quotedText>”.</content>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/115/98/s4/d" styleType="OLC">
                <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Modification of Limitation.—</heading><content style="-uslm-dtd:text">Section 34(c)(2) of the Federal Fire Prevention and Control Act of 1974 (15 U.S.C. 2229a(c)(2)) is amended by striking “<quotedText style="-uslm-dtd:quote">prior to the date of enactment of this section</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">prior to the date of the application for the grant</quotedText>”.</content>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/115/98/s4/e" styleType="OLC">
                <num style="-uslm-dtd:enum" value="e">(e) </num><heading style="-uslm-dtd:header">Modification of Waiver Authority.—</heading><content style="-uslm-dtd:text">Section 34(d)(1)(B) of the Federal Fire Prevention and Control Act of 1974 (15 U.S.C. 2229a(d)(1)(B)) is amended by striking “<quotedText style="-uslm-dtd:quote">subsection (a)(1)(E) or subsection (c)(2)</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">subsection (a)(1)(E), (c)(2), or (c)(4)</quotedText>”.</content>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/115/98/s4/f" styleType="OLC">
                <num style="-uslm-dtd:enum" value="f">(f) </num><heading style="-uslm-dtd:header">Expansion of Staffing For Adequate Fire and Emergency Response Grant Program; Repeal of Authority for Certain Use of Grant Amounts Transferred to Assistance to Firefighters Grants Program.—</heading><chapeau style="-uslm-dtd:text">Section 34(a)(1)(B) of the Federal Fire Prevention and Control Act of 1974 (15 U.S.C. 2229a(a)(1)(B)) is amended—</chapeau>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/115/98/s4/f/1" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">by inserting “<quotedText style="-uslm-dtd:quote">or to change the status of part-time or paid-on-call (as defined in section 33(a)) firefighters to full-time firefighters</quotedText>” after “<quotedText style="-uslm-dtd:quote">firefighters</quotedText>”; and</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/115/98/s4/f/2" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">by striking “<quotedText style="-uslm-dtd:quote">and to provide</quotedText>” and all that follows through “<quotedText style="-uslm-dtd:quote">of crises</quotedText>”.</content>
                </paragraph>
            </subsection>
        </section>
        <section style="-uslm-dtd:section" identifier="/us/sComp/115/98/s5" styleType="OLC">
            <num style="-uslm-dtd:enum" value="5">SEC. 5. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t15/s2229">15 U.S.C. 2229 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">TRAINING ON ADMINISTRATION OF FIRE GRANT PROGRAMS. </heading>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/115/98/s5/a" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">In General.—</heading><content style="-uslm-dtd:text">The Administrator of the Federal Emergency Management Agency, acting through the Administrator of the United States Fire Administration, may develop and make widely available an electronic, online training course for members of the fire and emergency response community on matters relating to the administration of grants under sections 33 and 34 of the Federal Fire Prevention and Control Act of 1974 (15 U.S.C. 2229 and 2229a).</content>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/115/98/s5/b" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Requirements.—</heading><chapeau style="-uslm-dtd:text">The Administrator of the Federal Emergency Management Agency shall ensure that any training developed and made available under subsection (a) is—</chapeau>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/115/98/s5/b/1" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">tailored to the financial and time constraints of members of the fire and emergency response community; and</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/115/98/s5/b/2" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">accessible to all individuals in the career, combination, paid-on-call, and volunteer fire and emergency response community.</content>
                </paragraph>
            </subsection>
        </section>
        <section style="-uslm-dtd:section" identifier="/us/sComp/115/98/s6" styleType="OLC">
            <num style="-uslm-dtd:enum" value="6">SEC. 6. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t22/s2229">22 U.S.C. 2229 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">FRAMEWORK FOR OVERSIGHT AND MONITORING OF THE ASSISTANCE TO FIREFIGHTERS GRANTS PROGRAM, THE FIRE PREVENTION AND SAFETY GRANTS PROGRAM, AND THE STAFFING FOR ADEQUATE FIRE AND EMERGENCY RESPONSE GRANT PROGRAM. </heading>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/115/98/s6/a" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Framework.—</heading><content style="-uslm-dtd:text">Not later than 90 days after the date of enactment of this Act, the Administrator of the Federal Emergency Management Agency, acting through the Administrator of the United States Fire Administration, shall develop and implement a grant monitoring and oversight framework to mitigate and minimize risks of fraud, waste, abuse, and mismanagement relating to the grants programs under sections 33 and 34 of the Federal Fire Prevention and Control Act of 1974 (15 U.S.C. 2229 and 2229a).</content>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/115/98/s6/b" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Elements.—</heading><chapeau style="-uslm-dtd:text">The framework required under subsection (a) shall include the following:</chapeau>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/115/98/s6/b/1" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">Developing standardized guidance and training for all participants in the grant programs described in subsection (a).</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/115/98/s6/b/2" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">Conducting regular risk assessments.</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/115/98/s6/b/3" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">Conducting desk reviews and site visits.</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/115/98/s6/b/4" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">Enforcement actions to recoup potential questionable costs of grant recipients.</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/115/98/s6/b/5" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="5">(5) </num><content style="-uslm-dtd:text">Such other oversight and monitoring tools as the Administrator of the Federal Emergency Management Agency considers necessary to mitigate and minimize fraud, waste, abuse, and mismanagement relating to the grant programs described in subsection (a).</content>
                </paragraph>
            </subsection>
        </section>
