Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><heading style="-uslm-dtd:header">SHORT TITLE; TABLE OF CONTENTS. </heading>
            <subsection identifier="/us/sComp/114/231/s1/a" style="-uslm-dtd:subsection" styleType="OLC">

            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t16/s7601">16 U.S.C. 7601</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">DEFINITIONS. </heading>
            <chapeau class="block" style="-uslm-dtd:text">In this Act:</chapeau>
            <paragraph identifier="/us/sComp/114/231/s2/1" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Appropriate congressional committees.—</heading><chapeau style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">appropriate congressional committees</term>” means—</chapeau>
                <subparagraph identifier="/us/sComp/114/231/s2/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">the Committee on Foreign Relations and the Committee on Appropriations of the Senate; and</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/114/231/s2/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives.</content>
                </subparagraph>
            </paragraph>
            <paragraph identifier="/us/sComp/114/231/s2/2" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Co-chairs of the task force.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">Co-Chairs of the Task Force</term>” means the Secretary of State, the Secretary  of the Interior, and the Attorney General, as established pursuant to Executive Order 13648.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/114/231/s2/3" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Community conservation.—</heading><chapeau style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">community conservation</term>” means an approach to conservation involving local communities that recognizes the rights of local people to manage, or benefit directly and indirectly from wildlife and other natural resources in a long-term biologically viable manner and includes—</chapeau>
                <subparagraph identifier="/us/sComp/114/231/s2/3/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">devolving management and governance to local communities to create positive conditions for resource use that takes into account current and future ecological requirements; and</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/114/231/s2/3/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">building the capacity of communities for conservation and natural resource management.</content>
                </subparagraph>
            </paragraph>
            <paragraph identifier="/us/sComp/114/231/s2/4" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="4">(4) </num><heading style="-uslm-dtd:header">Country of concern.—</heading><chapeau style="-uslm-dtd:text">The term “<term style="-uslm-dtd:term">country of concern</term>” means a foreign country specially designated by the Secretary of State pursuant to section 201(b) as a major source of wildlife trafficking products or their derivatives, a major transit point of wildlife trafficking products or their derivatives, or a major consumer of wildlife trafficking products, in which—</chapeau>
                <subparagraph identifier="/us/sComp/114/231/s2/4/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">the government has actively engaged in, or knowingly profited from, the trafficking of protected species; or</content>
                </subparagraph>
                <subparagraph identifier="/us/sComp/114/231/s2/4/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">the government facilitates such trafficking through conduct that may include a persistent failure to make serious and sustained efforts to prevent and prosecute such trafficking.</content>
                </subparagraph>
            </paragraph>
            <paragraph identifier="/us/sComp/114/231/s2/5" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="5">(5) </num><heading style="-uslm-dtd:header">Focus country.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">focus country</term>” refers to a foreign country determined by the Secretary of State to be a major source of wildlife trafficking products or their derivatives, a major transit point of wildlife trafficking products or their derivatives, or a major consumer of wildlife trafficking products.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/114/231/s2/6" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="6">(6) </num><heading style="-uslm-dtd:header">Defense article; defense service; significant military equipment; training.—</heading><content style="-uslm-dtd:text">The terms “<term style="-uslm-dtd:quote">defense article</term>”, “<term style="-uslm-dtd:quote">defense service</term>”, “<term style="-uslm-dtd:quote">significant military equipment</term>”, and “<term style="-uslm-dtd:quote">training</term>” have the meanings given such terms in section 47 of the Arms Export Control Act (22 U.S.C. 2794).</content>
            </paragraph>
            <paragraph identifier="/us/sComp/114/231/s2/7" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="7">(7) </num><heading style="-uslm-dtd:header">Implementation plan.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">Implementation Plan</term>” means the Implementation Plan for the National Strategy for Combating Wildlife Trafficking released on February 11, 2015, a modification of that plan, or a successor plan.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/114/231/s2/8" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="8">(8) </num><heading style="-uslm-dtd:header">National strategy.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">National Strategy</term>” means the National Strategy for Combating Wildlife Trafficking published on February 11, 2014, a modification of that strategy, or a successor strategy.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/114/231/s2/9" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="9">(9) </num><heading style="-uslm-dtd:header">National wildlife services.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">national wildlife services</term>” refers to the ministries and government bodies designated to manage matters pertaining to wildlife management, including poaching or trafficking, in a focus country.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/114/231/s2/10" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="10">(10) </num><heading style="-uslm-dtd:header">Security force.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">security force</term>” means a military, law enforcement, gendarmerie, park ranger, or any other security force with a responsibility for protecting wildlife and natural habitats.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/114/231/s2/11" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="11">(11) </num><heading style="-uslm-dtd:header">Task force.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">Task Force</term>” means the Presidential Task Force on Wildlife Trafficking, as established by Executive Order 13648 (78 Fed. Reg. 40621) and modified by section 301.</content>
            </paragraph>
            <paragraph identifier="/us/sComp/114/231/s2/12" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="12">(12) </num><heading style="-uslm-dtd:header">Wildlife trafficking.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">wildlife trafficking</term>” refers to the poaching or other illegal taking of protected or managed species and the illegal trade in wildlife and their related parts and products.</content>
            </paragraph>
        </section>
        <title identifier="/us/sComp/114/231/tI" style="-uslm-dtd:title" styleType="OLC">
            <num style="-uslm-dtd:enum" value="I">TITLE I—</num><heading style="-uslm-dtd:header">PURPOSES AND POLICY </heading>
            <section identifier="/us/sComp/114/231/tI/s101" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="101">SEC. 101. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t16/s7611">16 U.S.C. 7611</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">PURPOSES. </heading>
                <chapeau class="block" style="-uslm-dtd:text">The purposes of this Act are—</chapeau>
                <paragraph identifier="/us/sComp/114/231/tI/s101/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">to support a collaborative, interagency approach to address wildlife trafficking;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/114/231/tI/s101/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">to protect and conserve the remaining populations of wild elephants, rhinoceroses, and other species threatened by poaching and the illegal wildlife trade;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/114/231/tI/s101/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">to disrupt regional and global transnational organized criminal networks and to prevent the illegal wildlife trade from being used as a source of financing for criminal groups that undermine United States and global security interests;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/114/231/tI/s101/4" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">to prevent wildlife poaching and trafficking from being a means to make a living in focus countries;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/114/231/tI/s101/5" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="5">(5) </num><content style="-uslm-dtd:text">to support the efforts of, and collaborate with, individuals, communities, local organizations, and foreign governments to combat poaching and wildlife trafficking;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/114/231/tI/s101/6" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="6">(6) </num><content style="-uslm-dtd:text">to assist focus countries in implementation of national wildlife anti-trafficking and poaching laws; and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/114/231/tI/s101/7" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="7">(7) </num><content style="-uslm-dtd:text">to ensure that United States assistance to prevent and suppress illicit wildlife trafficking is carefully planned and coordinated, and that it is systematically and rationally prioritized on the basis of detailed analysis of the nature and severity of threats to wildlife and the willingness and ability of foreign partners to cooperate effectively toward these ends.</content>
                </paragraph>
            </section>
            <section identifier="/us/sComp/114/231/tI/s102" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="102">SEC. 102. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t16/s7612">16 U.S.C. 7612</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">STATEMENT OF UNITED STATES POLICY. </heading>
                <chapeau class="block" style="-uslm-dtd:text">It is the policy of the United States—</chapeau>
                <paragraph identifier="/us/sComp/114/231/tI/s102/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">to take immediate actions to stop the illegal global trade in wildlife and wildlife products and associated transnational organized crime;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/114/231/tI/s102/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><chapeau style="-uslm-dtd:text">to provide technical and other forms of assistance to help focus countries halt the poaching of elephants, rhinoceroses, and other imperiled species and end the illegal trade in wildlife and wildlife products, including by providing training and assistance in—</chapeau>
                    <subparagraph identifier="/us/sComp/114/231/tI/s102/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">wildlife protection and management of wildlife populations;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/114/231/tI/s102/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">anti-poaching and effective management of protected areas including community managed and privately-owned lands;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/114/231/tI/s102/2/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">local engagement of security forces in anti-poaching responsibilities, where appropriate;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/114/231/tI/s102/2/D" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="D">(D) </num><content style="-uslm-dtd:text">wildlife trafficking investigative techniques, including forensic tools;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/114/231/tI/s102/2/E" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="E">(E) </num><content style="-uslm-dtd:text">transparency and corruption issues;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/114/231/tI/s102/2/F" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="F">(F) </num><content style="-uslm-dtd:text">management, tracking, and inventory of confiscated wildlife contraband;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/114/231/tI/s102/2/G" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="G">(G) </num><content style="-uslm-dtd:text">demand reduction strategies in countries that lack the means and resources to conduct them; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/114/231/tI/s102/2/H" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="H">(H) </num><content style="-uslm-dtd:text">bilateral and multilateral agreements and cooperation;</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/114/231/tI/s102/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">to employ appropriate assets and resources of the United States Government in a coordinated manner to curtail poaching and disrupt and dismantle illegal wildlife trade networks and  the financing of those networks in a manner appropriate for each focus country;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/114/231/tI/s102/4" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">to build upon the National Strategy and Implementation Plan to further combat wildlife trafficking in a holistic manner and guide the response of the United States Government to ensure progress in the fight against wildlife trafficking; and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/114/231/tI/s102/5" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="5">(5) </num><content style="-uslm-dtd:text">to recognize the ties of wildlife trafficking to broader forms of transnational organized criminal activities, including trafficking, and where applicable, to focus on those crimes in a coordinated, cross-cutting manner.</content>
                </paragraph>
            </section>
        </title>
        <title identifier="/us/sComp/114/231/tII" style="-uslm-dtd:title" styleType="OLC">
            <num style="-uslm-dtd:enum" value="II">TITLE II—</num><heading style="-uslm-dtd:header">REPORT ON MAJOR WILDLIFE TRAFFICKING COUNTRIES </heading>
            <section identifier="/us/sComp/114/231/tII/s201" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="201">SEC. 201. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t16/s7621">16 U.S.C. 7621</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">REPORT. </heading>
                <subsection identifier="/us/sComp/114/231/tII/s201/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Report.—</heading><content style="-uslm-dtd:text">Not later than one year after the date of the enactment of this Act, and biennially thereafter by June 1 of each year in which a report is required, the Secretary of State, in consultation with the Secretary of the Interior and the Secretary of Commerce, shall submit to Congress a report that lists each country determined by the Secretary of State to be a focus country within the meaning of this Act.</content>
                </subsection>
                <subsection identifier="/us/sComp/114/231/tII/s201/b" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Special Designation.—</heading><content style="-uslm-dtd:text">In each report required under subsection (a), the Secretary of State, in consultation with the Secretary of the Interior and the Secretary of Commerce, shall also list each country determined by the Secretary of State to be a country of concern within the meaning of this Act</content>
                </subsection>
                <subsection identifier="/us/sComp/114/231/tII/s201/c" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Procedure for Removing Countries From List.—</heading><content style="-uslm-dtd:text">Concurrently with the first report required under this section and submitted after the date of the enactment of this subsection, the Secretary of State, in consultation with the Secretary of the Interior and the Secretary of Commerce, shall publish in the Federal Register a procedure for removing from the list described in subsection (b) any country that no longer meets the definition of country of concern under section 2(4).</content>
                </subsection>
                <subsection identifier="/us/sComp/114/231/tII/s201/d" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Sunset.—</heading><content style="-uslm-dtd:text">This section shall cease to have force or effect on September 30, 2028.</content>
                </subsection>
            </section>
        </title>
        <title identifier="/us/sComp/114/231/tIII" style="-uslm-dtd:title" styleType="OLC">
            <num style="-uslm-dtd:enum" value="III">TITLE III—</num><heading style="-uslm-dtd:header">FRAMEWORK FOR INTERAGENCY RESPONSE </heading>
            <section identifier="/us/sComp/114/231/tIII/s301" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="301">SEC. 301. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t16/s7631">16 U.S.C. 7631</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">PRESIDENTIAL TASK FORCE ON WILDLIFE TRAFFICKING. </heading>
                <subsection identifier="/us/sComp/114/231/tIII/s301/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Responsibilities.—</heading><chapeau style="-uslm-dtd:text">In addition to the functions required by Executive Order 13648 (78 Fed. Reg. 40621), the Task Force shall be informed by the Secretary of State’s annual report required under section 201 and considering all available information, ensure that relevant United States Government agencies—</chapeau>
                    <paragraph identifier="/us/sComp/114/231/tIII/s301/a/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">collaborate, to the greatest extent practicable, with the national wildlife services, or other relevant bodies of each focus country to prepare, not later than 90 days after the date of submission of the report required under section 201(a), a United States mission assessment of the threats to wildlife in that focus country and an assessment of the capacity of that country to address wildlife trafficking;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/114/231/tIII/s301/a/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">collaborate, to the greatest extent practicable, with relevant ministries, national wildlife services, or other relevant bodies of each focus country to prepare, not later than 180 days after preparation of the assessment referred to in paragraph (1), a United States mission strategic plan that includes recommendations for addressing wildlife trafficking, taking into  account any regional or national strategies for addressing wildlife trafficking in a focus country developed before the preparation of such assessment;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/114/231/tIII/s301/a/3" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">coordinate efforts among United States Federal agencies and non-Federal partners, including missions, domestic and international organizations, the private sector, and other global partners, to implement the strategic plans required by paragraph (2) in each focus country;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/114/231/tIII/s301/a/4" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">not less frequently than annually, consult and coordinate with stakeholders qualified to provide advice, assistance, and information regarding effective support for anti-poaching activities, coordination of regional law enforcement efforts, development of and support for effective legal enforcement mechanisms, and development of strategies to reduce illicit trade and reduce consumer demand for illegally traded wildlife and wildlife products, and other relevant topics under this Act; </content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/114/231/tIII/s301/a/5" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="5">(5) </num><chapeau style="-uslm-dtd:text">pursue programs and develop a strategy—</chapeau>
                        <subparagraph identifier="/us/sComp/114/231/tIII/s301/a/5/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">to expand the role of technology for anti-poaching and anti-trafficking efforts, in partnership with the private sector, foreign governments, academia, and nongovernmental organizations (including technology companies and the transportation and logistics sectors); and </content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/114/231/tIII/s301/a/5/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">to enable local governments to develop and use such technologies; </content>
                        </subparagraph>
                    </paragraph>
                    <paragraph identifier="/us/sComp/114/231/tIII/s301/a/6" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="6">(6) </num><content style="-uslm-dtd:text">consider programs and initiatives that address the expansion of the illegal wildlife trade to digital platforms, including the use of digital currency and payment platforms for transactions by collaborating with the private sector, academia, and nongovernmental organizations, including social media, e-commerce, and search engine companies, as appropriate;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/114/231/tIII/s301/a/7" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="7">(7)</num><subparagraph class="inline" identifier="/us/sComp/114/231/tIII/s301/a/7/A" style="-uslm-dtd:subparagraph" styleType="OLC"><num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">implement interventions to address the drivers of poaching, trafficking, and demand for illegal wildlife and wildlife products in focus countries and countries of concern;</content></subparagraph>
                        <subparagraph class="leftIndentDecrease1" identifier="/us/sComp/114/231/tIII/s301/a/7/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">set benchmarks for measuring the effectiveness of such interventions; and</content>
                        </subparagraph>
                        <subparagraph class="leftIndentDecrease1" identifier="/us/sComp/114/231/tIII/s301/a/7/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">consider alignment and coordination with indicators developed by the Task Force;</content>
                        </subparagraph>
                    </paragraph>
                    <paragraph identifier="/us/sComp/114/231/tIII/s301/a/8" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="8">(8) </num><content style="-uslm-dtd:text">consider additional opportunities to increase coordination between law enforcement and financial institutions to identify trafficking activity; and</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/114/231/tIII/s301/a/9" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="9">(9) </num><content style="-uslm-dtd:text">coordinate or carry out other functions as are necessary to implement this Act.</content>
                    </paragraph>
                </subsection>
                <subsection identifier="/us/sComp/114/231/tIII/s301/b" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Duplication and Efficiency.—</heading><chapeau style="-uslm-dtd:text">The Task Force shall—</chapeau>
                    <paragraph identifier="/us/sComp/114/231/tIII/s301/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">ensure that the activities of the Federal agencies involved in carrying out efforts under this Act are coordinated and not duplicated; and</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/114/231/tIII/s301/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">encourage efficiencies and coordination among the efforts of Federal agencies and interagency initiatives ongoing as of the date of the enactment of this Act to address trafficking activities, including trafficking of wildlife, humans, weapons, and narcotics, illegal trade, transnational organized crime, or other illegal activities.</content>
                    </paragraph>
                </subsection>
                <subsection identifier="/us/sComp/114/231/tIII/s301/c" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Consistency With Agency Responsibilities.—</heading><content style="-uslm-dtd:text">The Task Force shall carry out its responsibilities under this Act in a manner consistent with the authorities and responsibilities of agencies represented on the Task Force.</content>
                </subsection>
                <subsection identifier="/us/sComp/114/231/tIII/s301/d" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Task Force Strategic Review.—</heading><chapeau style="-uslm-dtd:text">One year after the date of the enactment of this Act, and biennially thereafter, the Task Force shall submit a strategic assessment of its work and provide a briefing to the appropriate congressional committees that shall include—</chapeau>
                    <paragraph identifier="/us/sComp/114/231/tIII/s301/d/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><chapeau style="-uslm-dtd:text">a review and assessment of the Task Force’s implementation of this Act, identifying successes, failures, and gaps in its work, or that of agencies represented on the Task Force, including detailed descriptions of—</chapeau>
                        <subparagraph identifier="/us/sComp/114/231/tIII/s301/d/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">what approaches, initiatives, or programs have succeeded best in increasing the willingness and capacity of focus countries to suppress and prevent illegal wildlife trafficking, and what approaches, initiatives, or programs have not succeeded as well as hoped; and</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/114/231/tIII/s301/d/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">which foreign governments subject to subsections (a) and (b) of section 201 have proven to be the most successful partners in suppressing and preventing illegal wildlife trafficking, which focus countries have not proven to be so, and what factors contributed to these results in each country discussed;</content>
                        </subparagraph>
                    </paragraph>
                    <paragraph identifier="/us/sComp/114/231/tIII/s301/d/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">a description of each Task Force member agency’s priorities and objectives for combating wildlife trafficking;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/114/231/tIII/s301/d/3" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">an account of total United States funding each year since fiscal year 2014 for all government agencies and programs involved in countering poaching and wildlife trafficking;</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/114/231/tIII/s301/d/4" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">an account of total United States funding since fiscal year 2014 to support the activities of the Task Force, including administrative overhead costs and congressional reporting; </content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/114/231/tIII/s301/d/5" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="5">(5) </num><content style="-uslm-dtd:text">recommendations for how to improve United States and international efforts to suppress and prevent illegal wildlife trafficking in the future, based upon the Task Force’s experience as of the time of the review; and</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/114/231/tIII/s301/d/6" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="6">(6) </num><content style="-uslm-dtd:text">an analysis of the indicators developed by the Task Force, and recommended by the Government Accountability Office, to track and measure inputs, outputs, law enforcement outcomes, and the market for wildlife products for each focus country listed in the report, including baseline measures, as appropriate, for each indicator in each focus country to determine the effectiveness and appropriateness of such indicators to assess progress and whether additional or separate indicators, or adjustments to indicators, may be necessary for focus countries.</content>
                    </paragraph>
                </subsection>
                <subsection identifier="/us/sComp/114/231/tIII/s301/e" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="e">(e) </num><heading style="-uslm-dtd:header">Termination of Task Force.—</heading><content style="-uslm-dtd:text">The statutory authorization for the Task Force provided by this Act shall terminate on September 30, 2028</content>
                </subsection>
            </section>
        </title>
        <title identifier="/us/sComp/114/231/tIV" style="-uslm-dtd:title" styleType="OLC">
            <num style="-uslm-dtd:enum" value="IV">TITLE IV—</num><heading style="-uslm-dtd:header">PROGRAMS TO ADDRESS THE ESCALATING WILDLIFE TRAFFICKING CRISIS </heading>
            <section identifier="/us/sComp/114/231/tIV/s401" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="401">SEC. 401. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t16/s7641">16 U.S.C. 7641</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">ANTI-POACHING PROGRAMS. </heading>
                <subsection identifier="/us/sComp/114/231/tIV/s401/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Wildlife Law Enforcement Professional Training and Coordination Activities.—</heading><content style="-uslm-dtd:text">The Secretary of State and the Administrator of the United States Agency for International Development, in collaboration with the heads of other relevant United States agencies and nongovernmental partners where appropriate, may provide assistance to focus countries to carry out the recommendations made in the strategic plan required by section 301(a)(2), among other goals, to improve the effectiveness of wildlife law enforcement in regions and countries that have demonstrated capacity, willingness, and need for assistance.</content>
                </subsection>
                <subsection identifier="/us/sComp/114/231/tIV/s401/b" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Sense of Congress Regarding Security Assistance To Counter Wildlife Trafficking and Poaching in Africa.—</heading><content style="-uslm-dtd:text">It is the sense of Congress that the United States should continue to provide defense articles (not including significant military equipment), defense services, and related training to appropriate security forces of countries of Africa for the purposes of countering wildlife trafficking and poaching.</content>
                </subsection>
            </section>
            <section identifier="/us/sComp/114/231/tIV/s402" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="402">SEC. 402. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t16/s7642">16 U.S.C. 7642</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">ANTI-TRAFFICKING PROGRAMS. </heading>
                <subsection identifier="/us/sComp/114/231/tIV/s402/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Investigative Capacity Building.—</heading><content style="-uslm-dtd:text">The Secretary of State and the Administrator of the United States Agency for International Development, in collaboration with the heads of other relevant United States agencies and communities, regions, and governments in focus countries, may design and implement programs in focus countries to carry out the recommendations made in the strategic plan required under section 301(a)(2) among other goals, with clear and measurable targets and indicators of success, to increase the capacity of wildlife law enforcement and customs and border security officers in focus countries.</content>
                </subsection>
                <subsection identifier="/us/sComp/114/231/tIV/s402/b" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Transnational Programs.—</heading><content style="-uslm-dtd:text">The Secretary of State and the Administrator of the United States Agency for International Development, in collaboration with other relevant United States agencies, nongovernmental partners, and international bodies, and  in collaboration with communities, regions, and governments in focus countries, may design and implement programs, including support for Wildlife Enforcement Networks, in focus countries to carry out the recommendations made in the strategic plan required under section 301(a)(2), among other goals, to better understand and combat the transnational trade in illegal wildlife.</content>
                </subsection>
            </section>
            <section identifier="/us/sComp/114/231/tIV/s403" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="403">SEC. 403. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t16/s7643">16 U.S.C. 7643</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">ENGAGEMENT OF UNITED STATES DIPLOMATIC MISSIONS. </heading>
                <content class="block" style="-uslm-dtd:text">As soon as practicable but not later than 2 years after the date of the enactment of this Act, each chief of mission to a focus country should begin to implement the recommendations contained in the strategic plan required under section 301(a)(2), among other goals, for the country.</content>
            </section>
            <section identifier="/us/sComp/114/231/tIV/s404" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="404">SEC. 404. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t16/s7644">16 U.S.C. 7644</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">COMMUNITY CONSERVATION. </heading>
                <chapeau class="block" style="-uslm-dtd:text">The Secretary of State, in collaboration with the United State Agency for International Development, heads of other relevant United States agencies, the private sector, nongovernmental organizations, and other development partners, may provide support in focus countries to carry out the recommendations made in the strategic plan required under section 301(a)(2) as such recommendations relate to the development, scaling, and replication of community wildlife conservancies and community conservation programs in focus countries to assist with rural stability and greater security for people and wildlife, empower and support communities to manage or benefit from their wildlife resources in a long-term biologically viable manner, and reduce the threat of poaching and trafficking, including through—</chapeau>
                <paragraph identifier="/us/sComp/114/231/tIV/s404/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">promoting conservation-based enterprises and incentives, such as eco-tourism and stewardship-oriented agricultural production, that empower communities to manage wildlife, natural resources, and community ventures where appropriate, by ensuring they benefit from well-managed wildlife populations;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/114/231/tIV/s404/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">helping create alternative livelihoods to poaching by mitigating wildlife trafficking, helping support rural stability, greater security for people and wildlife, responsible economic development, and economic incentives to conserve wildlife populations;</content>
                </paragraph>

                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">engaging regional businesses and the private sector to develop goods and services to aid in anti-poaching and anti-trafficking measures;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/114/231/tIV/s404/4" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">working with communities to develop secure and safe methods of sharing information with enforcement officials;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/114/231/tIV/s404/5" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="5">(5) </num><content style="-uslm-dtd:text">providing technical assistance to support land use stewardship plans to improve the economic, environmental, and social outcomes in community-owned or -managed lands;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/114/231/tIV/s404/6" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="6">(6) </num><content style="-uslm-dtd:text">supporting community anti-poaching efforts, including policing and informant networks;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/114/231/tIV/s404/7" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="7">(7) </num><content style="-uslm-dtd:text">working with community and national governments to develop relevant policy and regulatory frameworks to enable and promote community conservation programs, including supporting law enforcement engagement with wildlife protection authorities to promote information-sharing; and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/114/231/tIV/s404/8" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="8">(8) </num><content style="-uslm-dtd:text">working with national governments to ensure that communities have timely and effective support from national authorities to mitigate risks that communities may face when engaging in anti-poaching and anti-trafficking activities.</content>

        <title identifier="/us/sComp/114/231/tV" style="-uslm-dtd:title" styleType="OLC">
            <num style="-uslm-dtd:enum" value="V">TITLE V—</num><heading style="-uslm-dtd:header">OTHER ACTIONS RELATING TO WILDLIFE TRAFFICKING PROGRAMS </heading>
            <section identifier="/us/sComp/114/231/tV/s501" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="501">SEC. 501. </num><heading style="-uslm-dtd:header">AMENDMENTS TO FISHERMAN’S PROTECTIVE ACT OF 1967. </heading>
                <chapeau class="block" style="-uslm-dtd:text">Section 8 of the Fisherman’s Protective Act of 1967 (22 U.S.C. 1978) is amended—</chapeau>
                <paragraph identifier="/us/sComp/114/231/tV/s501/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><chapeau style="-uslm-dtd:text">in subsection (a)—</chapeau>
                    <subparagraph identifier="/us/sComp/114/231/tV/s501/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">in paragraph (1), by inserting “<quotedText style="-uslm-dtd:quote">, in consultation with the Secretary of State,</quotedText>” after “<quotedText style="-uslm-dtd:quote">Secretary of Commerce</quotedText>”;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/114/231/tV/s501/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">in paragraph (2), by inserting “<quotedText style="-uslm-dtd:quote">, in consultation with the Secretary of State,</quotedText>” after “<quotedText style="-uslm-dtd:quote">Secretary of the Interior</quotedText>”;</content>

                        <num style="-uslm-dtd:enum" value="D">(D) </num><content style="-uslm-dtd:text">by redesigning paragraph (4) as paragraph (5); and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/114/231/tV/s501/1/E" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="E">(E) </num><content style="-uslm-dtd:text">by inserting after paragraph (3) the following new paragraph:<quotedContent style="-uslm-dtd:quoted-block">
                        <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="4">“(4) </num><content style="-uslm-dtd:text">The Secretary of Commerce and the Secretary of the Interior shall each report to Congress each certification to the President made by such Secretary under this subsection, within 15 days after making such certification.”</content>
                        </paragraph></quotedContent>; and</content>
                    </subparagraph>

                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">in subsection (d), by inserting “<quotedText style="-uslm-dtd:quote">in consultation with the Secretary of State,</quotedText>” after “<quotedText style="-uslm-dtd:quote">as the case may be,</quotedText>”.</content>

                <num style="-uslm-dtd:enum" value="502">SEC. 502. </num><heading style="-uslm-dtd:header">WILDLIFE TRAFFICKING VIOLATIONS AS PREDICATE OFFENSES UNDER MONEY LAUNDERING STATUTE. </heading>
                <chapeau class="block" style="-uslm-dtd:text">Section 1956(c)(7) of title 18, United States Code, is amended—</chapeau>
                <paragraph identifier="/us/sComp/114/231/tV/s502/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">in subparagraph (E), by striking “<quotedText style="-uslm-dtd:quote">; or</quotedText>” and inserting a semicolon;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/114/231/tV/s502/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">in subparagraph (F), by striking the semicolon and inserting “<quotedText style="-uslm-dtd:quote">; or</quotedText>”; and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/114/231/tV/s502/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">by adding at the end the following new subparagraph:<quotedContent style="-uslm-dtd:quoted-block">
                    <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="G">“(G) </num><content style="-uslm-dtd:text">any act that is a criminal violation of subparagraph (A), (B), (C), (D), (E), or (F) of paragraph (1) of section 9(a) of the Endangered Species Act of 1973 (16 U.S.C. 1538(a)(1)), section 2203 of the African Elephant Conservation Act (16 U.S.C. 4223), or section 7(a) of the Rhinoceros and Tiger Conservation Act of 1994 (16 U.S.C. 5305a(a)), if the endangered or threatened species of fish or wildlife, products, items, or substances involved in the    violation and relevant conduct, as applicable, have a total value of more than $10,000;”</content>
