            <num style="-uslm-dtd:enum" value="V">TITLE V—</num><heading style="-uslm-dtd:header">CHESAPEAKE BAY INITIATIVE </heading>
            <section identifier="/us/sComp/105/312/tV/s501" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="501">SEC. 501. </num><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
                <content class="block" style="-uslm-dtd:text">This title may be cited as the “<shortTitle style="-uslm-dtd:quote"><inline style="-uslm-dtd:short-title">Chesapeake Bay Initiative Act of 1998</inline></shortTitle>” .</content>
            </section>
            <section identifier="/us/sComp/105/312/tV/s502" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="502">SEC. 502. </num><heading style="-uslm-dtd:header">CHESAPEAKE BAY GATEWAYS AND WATERTRAILS. </heading>
                <subsection identifier="/us/sComp/105/312/tV/s502/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Chesapeake Bay Gateways and Watertrails Network.—</heading>
                    <paragraph identifier="/us/sComp/105/312/tV/s502/a/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><chapeau style="-uslm-dtd:text">The Secretary of the Interior (referred to in this section as the “<quotedText style="-uslm-dtd:quote">Secretary</quotedText>”), in cooperation with the Administrator of the Environmental Protection Agency (referred to in this section as the “<quotedText style="-uslm-dtd:quote">Administrator</quotedText>”), shall provide technical and financial assistance, in cooperation with other Federal agencies, State and local governments, nonprofit organizations, and the private sector—</chapeau>
                        <subparagraph identifier="/us/sComp/105/312/tV/s502/a/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">to identify, conserve, restore, and interpret natural, recreational, historical, and cultural resources within the Chesapeake Bay Watershed;</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/105/312/tV/s502/a/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">to identify and utilize the collective resources as Chesapeake Bay Gateways sites for enhancing public education of and access to the Chesapeake Bay;</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/105/312/tV/s502/a/1/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">to link the Chesapeake Bay Gateways sites with trails, tour roads, scenic byways, and other connections as determined by the Secretary;</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/105/312/tV/s502/a/1/D" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="D">(D) </num><content style="-uslm-dtd:text">to develop and establish Chesapeake Bay Watertrails comprising water routes and connections to Chesapeake Bay Gateways sites and other land resources within the Chesapeake Bay Watershed; and</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/105/312/tV/s502/a/1/E" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="E">(E) </num><content style="-uslm-dtd:text">to create a network of Chesapeake Bay Gateways sites and Chesapeake Bay Watertrails.</content>
                        </subparagraph>
                    </paragraph>
                    <paragraph identifier="/us/sComp/105/312/tV/s502/a/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Components.—</heading><chapeau style="-uslm-dtd:text">Components of the Chesapeake Bay Gateways and Watertrails Network may include—</chapeau>
                        <subparagraph identifier="/us/sComp/105/312/tV/s502/a/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">State or Federal parks or refuges;</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/105/312/tV/s502/a/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">historic seaports;</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/105/312/tV/s502/a/2/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">archaeological, cultural, historical, or recreational sites; or</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/105/312/tV/s502/a/2/D" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="D">(D) </num><content style="-uslm-dtd:text">other public access and interpretive sites as selected by the Secretary.</content>
                        </subparagraph>
                    </paragraph>
                </subsection>
                <subsection identifier="/us/sComp/105/312/tV/s502/b" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Chesapeake Bay Gateways Grants Assistance Program.—</heading>
                    <paragraph identifier="/us/sComp/105/312/tV/s502/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">The Secretary, in cooperation with the Administrator, shall establish a Chesapeake Bay Gateways Grants Assistance Program to aid State and local governments, local communities, nonprofit organizations, and the private sector in conserving, restoring, and interpreting important historic, cultural, recreational, and natural resources within the Chesapeake Bay Watershed.</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/105/312/tV/s502/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Criteria.—</heading><content style="-uslm-dtd:text">The Secretary, in cooperation with the Administrator, shall develop appropriate eligibility, prioritization, and review criteria for grants under this section.</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/105/312/tV/s502/b/3" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Matching funds and administrative expenses.—</heading><chapeau style="-uslm-dtd:text">A grant under this section—</chapeau>
                        <subparagraph identifier="/us/sComp/105/312/tV/s502/b/3/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">shall not exceed 50 percent of eligible project costs;</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/105/312/tV/s502/b/3/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">shall be made on the condition that non-Federal sources, including in-kind contributions of services or materials, provide the remainder of eligible project costs; and</content>
                        </subparagraph>
                        <subparagraph identifier="/us/sComp/105/312/tV/s502/b/3/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">shall be made on the condition that not more than 10 percent of all eligible project costs be used for administrative expenses.</content>
                        </subparagraph>
                    </paragraph>
                </subsection>
                <subsection identifier="/us/sComp/105/312/tV/s502/c" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Authorization of Appropriations.—</heading><content style="-uslm-dtd:text">There is authorized to be appropriated to carry out this section $3,000,000 for each of fiscal years 1999 through 2030.</content>
