                        <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Coordination.—</heading><content style="-uslm-dtd:text">The Secretary of State shall be responsible for coordinating all assistance related to international terrorism which is provided by the United States Government to foreign countries.</content>
                    </subsection>
                    <subsection identifier="/us/sComp/99/83/tV/ptA/s502/c" style="-uslm-dtd:subsection" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Rule of Construction.—</heading><content style="-uslm-dtd:text">Nothing contained in this section shall be construed to limit or impair the authority or responsibility of any other Federal agency with respect to law enforcement, domestic security operations, or intelligence activities as defined in Executive Order 12333.</content>

                    <num style="-uslm-dtd:enum" value="551">SEC. 551. </num><heading style="-uslm-dtd:header">SECURITY STANDARDS FOR FOREIGN AIR TRANSPORTATION. </heading><editorialNote style="-uslm-dtd:legis-comment"><b>[</b>Subsections (a) and (b) repealed by Public Law 103–272<b>]</b> </editorialNote>
                    <subsection identifier="/us/sComp/99/83/tV/ptB/s551/c" style="-uslm-dtd:subsection" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Closing of Beirut International Airport.—</heading><content style="-uslm-dtd:text">It is the sense of the Congress that the President is urged and encouraged to take all appropriate steps to carry forward his announced policy of seeking the effective closing of the international airport in Beirut, Lebanon, at least until such time as the Government of Lebanon has instituted measures and procedures designed to prevent the use of that airport by aircraft hijackers and other terrorists in attacking civilian airlines or their passengers, hijacking their aircraft, or taking or holding their passengers hostage.</content>
                    </subsection>

                <section identifier="/us/sComp/99/83/tV/ptB/s554" style="-uslm-dtd:section" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="554">SEC. 554. </num><heading style="-uslm-dtd:header">ENFORCEMENT OF INTERNATIONAL CIVIL AVIATION ORGANIZATION STANDARDS. </heading>
                    <content class="block" style="-uslm-dtd:text">The Secretary of State and the Secretary of Transportation, jointly, shall call on the member countries of the International Civil Aviation Organization to enforce that Organization's existing standards and to support United States actions enforcing such standards.</content>
                </section>
                <section identifier="/us/sComp/99/83/tV/ptB/s555" style="-uslm-dtd:section" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="555">SEC. 555. </num><heading style="-uslm-dtd:header">INTERNATIONAL CIVIL AVIATION BOYCOTT OF COUNTRIES SUPPORTING INTERNATIONAL TERRORISM. </heading>
                    <subsection role="undesignated-level" style="-uslm-dtd:subsection" styleType="OLC"><chapeau style="-uslm-dtd:text">It is the sense of the Congress that the President—</chapeau>
                        <paragraph identifier="/us/sComp/99/83/tV/ptB/s555/1" style="-uslm-dtd:paragraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="1">(1) </num><chapeau style="-uslm-dtd:text">should call for an international civil aviation boycott with respect to those countries which the President determines—</chapeau>
                            <subparagraph identifier="/us/sComp/99/83/tV/ptB/s555/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">grant sanctuary from prosecution to any individual or group which has committed an act of international terrorism, or</content>
                            </subparagraph>
                            <subparagraph identifier="/us/sComp/99/83/tV/ptB/s555/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">otherwise support international terrorism; and</content>
                            </subparagraph>
                        </paragraph>
                        <paragraph identifier="/us/sComp/99/83/tV/ptB/s555/2" style="-uslm-dtd:paragraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">should take steps, both bilateral and multilateral, to achieve a total international civil aviation boycott with respect to those countries.</content>
                        </paragraph>
                    </subsection>

                <section identifier="/us/sComp/99/83/tV/ptB/s557" style="-uslm-dtd:section" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="557">SEC. 557. </num><heading style="-uslm-dtd:header">RESEARCH ON AIRPORT SECURITY TECHNIQUES FOR DETECTING EXPLOSIVES. </heading>
                    <content class="block" style="-uslm-dtd:text">In order to improve security at international airports, there are authorized to be appropriated to the Secretary of Transportation from the Airport and Airway Trust Fund (in addition to amounts otherwise available for such purpose) $5,000,000, without fiscal year limitation, to be used for research on and the development of airport security devices or techniques for detecting explosives.</content>
                </section>
                <section identifier="/us/sComp/99/83/tV/ptB/s558" style="-uslm-dtd:section" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="558">SEC. 558. </num><heading style="-uslm-dtd:header">HIJACKING OF TWA FLIGHT 847 AND OTHER ACTS OF TERRORISM. </heading>
                    <subsection role="undesignated-level" style="-uslm-dtd:subsection" styleType="OLC"><chapeau style="-uslm-dtd:text">The Congress joins with all Americans in celebrating the release of the hostages taken from Trans World Airlines flight 847. It is the sense of the Congress that—</chapeau>
                        <paragraph identifier="/us/sComp/99/83/tV/ptB/s558/1" style="-uslm-dtd:paragraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">purser Uli Derickson, pilot John Testrake, co-pilot Philip Maresca, flight engineer Benjamin Zimmermann, and the rest of the crew of Trans World Airlines flight 847 displayed extraordinary valor and heroism during the hostages' ordeal and therefore should be commended;</content>
                        </paragraph>
                        <paragraph identifier="/us/sComp/99/83/tV/ptB/s558/2" style="-uslm-dtd:paragraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">the hijackers who murdered United States Navy Petty Officer Stethem should be immediately brought to justice;</content>
                        </paragraph>
                        <paragraph identifier="/us/sComp/99/83/tV/ptB/s558/3" style="-uslm-dtd:paragraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">all diplomatic means should continue to be employed to obtain the release of the 7 United States citizens previously kidnapped and still held in Lebanon;</content>
                        </paragraph>
                        <paragraph identifier="/us/sComp/99/83/tV/ptB/s558/4" style="-uslm-dtd:paragraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">acts of international terrorism should be universally condemned; and</content>
                        </paragraph>
                        <paragraph identifier="/us/sComp/99/83/tV/ptB/s558/5" style="-uslm-dtd:paragraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="5">(5) </num><content style="-uslm-dtd:text">the Secretary of State should be supported in his efforts to gain international cooperation to prevent future acts of terrorism.</content>
                        </paragraph>
                    </subsection>
                </section>
                <section identifier="/us/sComp/99/83/tV/ptB/s559" style="-uslm-dtd:section" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="559">SEC. 559. </num><heading style="-uslm-dtd:header">EFFECTIVE DATE. </heading>
                    <content class="block" style="-uslm-dtd:text">This part shall take effect on the date of enactment of this Act.</content>
                </section>

        </title>
        <title identifier="/us/sComp/99/83/tVII" style="-uslm-dtd:title" styleType="traditional">
            <num style="-uslm-dtd:enum" value="VII">TITLE VII—</num><heading style="-uslm-dtd:header">WESTERN HEMISPHERE </heading>
            <elided style="-uslm-dtd:omitted-text">* * * * * * *</elided>

                <num style="-uslm-dtd:enum" value="722">SEC. 722. </num><heading style="-uslm-dtd:header">NICARAGUA. </heading>
                <subsection identifier="/us/sComp/99/83/tVII/s722/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><content style="-uslm-dtd:text">

                </subsection>
                <subsection identifier="/us/sComp/99/83/tVII/s722/d" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Prohibition Relating to Military or Paramilitary Operations in Nicaragua.—</heading><content style="-uslm-dtd:text">Notwithstanding any other provision of law, no funds authorized to be appropriated or otherwise made available by this Act (except the funds authorized to be appropriated in this section), by the Foreign Assistance Act of 1961, or by the Arms Export Control Act shall be used to provide assistance of any kind, either directly or indirectly, to any person or group engaging in an insurgency or other act of rebellion against the Government of Nicaragua. The United States shall not enter into any arrangement conditioning, expressly or impliedly, the provision of assistance under this Act or the purchase of defense articles and services under the Arms Export Control Act upon the provision of assistance by a recipient to persons or groups engaging in an insurgency or other act of rebellion against the Government of Nicaragua.</content>
                </subsection>
                <subsection identifier="/us/sComp/99/83/tVII/s722/e" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="e">(e) </num><heading style="-uslm-dtd:header">Limitation on Use of Funds Against Nicaragua.—</heading><content style="-uslm-dtd:text">None of the funds authorized to be appropriated in this or any other Act can be used to fund directly, or indirectly, activities against the Government of Nicaragua which have not been authorized by, or pursuant to, law and which would place the United States in violation of our obligations under the Charter of the Organization of American States, to which the United States is a signatory, or under international law as defined by treaty commitments agreed to, and ratified by, the Government of the United States.</content>

        </title>
        <title identifier="/us/sComp/99/83/tIX" style="-uslm-dtd:title" styleType="traditional">
            <num style="-uslm-dtd:enum" value="IX">TITLE IX—</num><heading style="-uslm-dtd:header">ASIA </heading>
            <elided style="-uslm-dtd:omitted-text">* * * * * * *</elided>
            <section identifier="/us/sComp/99/83/tIX/s906" style="-uslm-dtd:section" styleType="OLC">
                <num style="-uslm-dtd:enum" value="906">SEC. 906. </num><heading style="-uslm-dtd:header">PROHIBITION ON CERTAIN ASSISTANCE TO THE KHMER ROUGE. </heading>
                <subsection identifier="/us/sComp/99/83/tIX/s906/a" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Prohibition.—</heading><content style="-uslm-dtd:text">Notwithstanding any other provision of law, none of the funds authorized to be appropriated by this Act or any other Act may be obligated or expended for the purpose or with the effect of promoting, sustaining, or augmenting, directly or indirectly, the capacity of the Khmer Rouge or any of its members to conduct military or paramilitary operations in Cambodia or elsewhere in Indochina.</content>
                </subsection>
                <subsection identifier="/us/sComp/99/83/tIX/s906/b" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Deobligation of Certain Funds.—</heading><content style="-uslm-dtd:text">All funds appropriated before the date of enactment of this section which were obligated but not expended for activities having the purpose or effect described in subsection (a) shall be deobligated and shall be deposited in the Treasury of the United States as miscellaneous receipts.</content>
                </subsection>
                <subsection identifier="/us/sComp/99/83/tIX/s906/c" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Exception for Humanitarian Assistance.—</heading><content style="-uslm-dtd:text">This section shall not be construed as limiting the provision of food, medicine, or other humanitarian assistance to the Cambodian people.</content>

                <subsection identifier="/us/sComp/99/83/tXI/s1103/b" style="-uslm-dtd:subsection" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Reports to Congress.—</heading><chapeau style="-uslm-dtd:text">The Director of the Peace Corps shall, not later than January 1, 1986, submit to the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives a report describing the criteria to be applied by the Director in exercising the authority provided by the amendments made by subsection (a) to make appointments or assignments of individuals for periods of more than five years. Not later than each January 1 thereafter, the Director shall submit to the Committees referred to in the preceding sentence a report on—</chapeau>
                    <paragraph identifier="/us/sComp/99/83/tXI/s1103/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">the exercise of such authority during the preceding fiscal year for each of the purposes specified in paragraph (5) of section 7(a) of the Peace Corps Act, as added by subsection (a) of this section; and</content>
                    </paragraph>
                    <paragraph identifier="/us/sComp/99/83/tXI/s1103/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">the exercise during that fiscal year of the authority under paragraph (6) of such section 7(a), as added by subsection (a) of this section.</content>
                    </paragraph>
                </subsection>
            </section>

                <num style="-uslm-dtd:enum" value="1104">SEC. 1104. </num><heading style="-uslm-dtd:header">PEACE CORPS NATIONAL ADVISORY COUNCIL. </heading>
