    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To amend the Agricultural Trade Development and Assistance Act of 1954 to authorize additional functions within the Enterprise for the Americas Initiative, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula>
        <section style="-uslm-dtd:section" identifier="/us/sComp/102/532/s1" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t7/s1691">7 U.S.C. 1691 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
            <content style="-uslm-dtd:text" class="block">This Act may be cited as the “<shortTitle style="-uslm-dtd:quote"><inline style="-uslm-dtd:short-title">Enterprise for the Americas Initiative Act of 1992</inline></shortTitle>”.</content>
        </section>
        <section style="-uslm-dtd:section" identifier="/us/sComp/102/532/s2" styleType="OLC">
            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><heading style="-uslm-dtd:header">GOOD NEIGHBOR ENVIRONMENTAL ACT OF 1992.<ref style="-uslm-dtd:footnote-ref" idref="ID2B7D5BDE5D74442FB1C256DF708BF582" class="footnoteRef">2–1</ref> </heading><footnote id="ID2B7D5BDE5D74442FB1C256DF708BF582" style="-uslm-dtd:footnote"><sup style="-uslm-dtd:superscript">2–1</sup><p style="-uslm-dtd:para; margin-left:1em">Section 2 of Pub. L. 102–532 amends title VI of the Agricultural Trade Development and Assistance Act of 1954, Public Law 480 (7 U.S.C. 1738 and following) by adding at the end new sections 616 through 619 which is printed in section 1 of part I.</p></footnote>

        <section style="-uslm-dtd:section" identifier="/us/sComp/102/532/s3" styleType="OLC">
            <num style="-uslm-dtd:enum" value="3">SEC. 3. </num><heading style="-uslm-dtd:header">ANNUAL REPORTS TO THE CONGRESS.<ref style="-uslm-dtd:footnote-ref" idref="ID7B93A2CA8AAB42358D3D417F070C6749" class="footnoteRef">3–1</ref> </heading><footnote id="ID7B93A2CA8AAB42358D3D417F070C6749" style="-uslm-dtd:footnote"><sup style="-uslm-dtd:superscript">3–1</sup><p style="-uslm-dtd:para; margin-left:1em">Section 3 of Pub. L. 102–532 amends section 614(a) of the Agricultural Trade Development and Assistance Act of 1954, Public Law 480 (7 U.S.C. 1738mm(a)) which is printed in section 1 of part I.</p></footnote>
        </section>
        <section style="-uslm-dtd:section" identifier="/us/sComp/102/532/s4" styleType="OLC">
            <num style="-uslm-dtd:enum" value="4">SEC. 4. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t7/s3294">7 U.S.C. 3294</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">CENTER FOR NORTH AMERICAN STUDIES. </heading>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/102/532/s4/a" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Establishment.—</heading><content style="-uslm-dtd:text">The Secretary of Agriculture shall establish a center, to be known as the Center For North American Studies, whose primary purpose shall be to promote better agricultural relationships among Canada, Mexico, and the United States through cooperative study, training, and research.</content>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/102/532/s4/b" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Location.—</heading><content style="-uslm-dtd:text">The Institute shall be located at an institution of higher education or at a consortium of such institutions.</content>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/102/532/s4/c" styleType="OLC">
                <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Authorization of Appropriations.—</heading><content style="-uslm-dtd:text">To carry out this section, there are authorized to be appropriated $10,000,000 for fiscal year 1994 and such sums as may necessary for each of fiscal years 1995 and 1996.</content>
            </subsection>
        </section>
        <section style="-uslm-dtd:section" identifier="/us/sComp/102/532/s5" styleType="OLC">
            <num style="-uslm-dtd:enum" value="5">SEC. 5. </num><heading style="-uslm-dtd:header">STUDY OF THE EFFECT  OF FREE TRADE WITH LATIN AMERICAN AND CARIBBEAN COUNTRIES ON THE UNITED STATES ECONOMY. </heading>
            <subsection style="-uslm-dtd:subsection" styleType="OLC" role="undesignated-level"><chapeau style="-uslm-dtd:text">The President shall transmit to the Congress, not later than 8 months after the date of the enactment of this Act, a study describing—</chapeau>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/102/532/s5/1" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">in summary fashion, the likely effect on major United States industries and other sectors, including agriculture, that could be most affected by a hemispherical free trade zone with Latin American and Caribbean countries;</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/102/532/s5/2" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">the regions in the United States that would be most affected by a hemispherical free trade zone with Latin American and Caribbean countries and, in summary fashion, the nature of these effects;</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/102/532/s5/3" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">the extent to which horticultural exports from Latin American and Caribbean countries complement or compete with United States production;</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/102/532/s5/4" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">a country-by-country overview of recent economic developments in Latin American and Caribbean countries significantly influencing United States relations with such countries, including present trade and investment patterns in these regions;</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/102/532/s5/5" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="5">(5) </num><content style="-uslm-dtd:text">the likely effect of a hemispherical free trade zone with Latin American and Caribbean countries on the United States economy and its multilateral interrelationship with other countries in the region, including Canada and Mexico;</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/102/532/s5/6" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="6">(6) </num><content style="-uslm-dtd:text">the extent to which manufactured products exported from Latin American and Caribbean countries complement or compete with United States production; and</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/102/532/s5/7" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="7">(7) </num><content style="-uslm-dtd:text">the likely effects of a hemispherical free trade zone with Latin American and Caribbean countries on existing environmental, agricultural, labor, and consumer protection laws and practices within the United States and within the other countries included in the zone.</content>
                </paragraph>
            </subsection>
        </section>
        <section style="-uslm-dtd:section" identifier="/us/sComp/102/532/s6" styleType="OLC">
            <num style="-uslm-dtd:enum" value="6">SEC. 6. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t7/s5404">7 U.S.C. 5404</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">THE GOOD NEIGHBOR ENVIRONMENTAL BOARD. </heading>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/102/532/s6/a" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Establishment.—</heading><content style="-uslm-dtd:text">The President shall establish an advisory board to be known as the Good Neighbor Environmental Board (hereinafter in this section referred to as the “<quotedText style="-uslm-dtd:quote">Board</quotedText>”).</content>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/102/532/s6/b" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Purpose.—</heading><content style="-uslm-dtd:text">The purpose of the Board shall be to advise the President and the Congress on the need for implementation of environmental and infrastructure projects (including projects that affect agriculture, rural development, and human nutrition) within the States of the United States contiguous to Mexico in order to improve the quality of life of persons residing on the United States side of the border.</content>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/102/532/s6/c" styleType="OLC">
                <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Membership.—</heading><chapeau style="-uslm-dtd:text">The Board shall be composed of—</chapeau>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/102/532/s6/c/1" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">representatives from the United States Government, including a representative from the Department of Agriculture and representatives from other appropriate agencies;</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/102/532/s6/c/2" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">representatives from the governments of the States of Arizona, California, New Mexico, and Texas; and</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/102/532/s6/c/3" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">representatives from private organizations, including  community development, academic, health, environmental, and other nongovernmental entities with experience and expertise on environmental and infrastructure problems along the southwest border.</content>
                </paragraph>
            </subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/102/532/s6/d" styleType="OLC">
                <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Annual Reports to the President and Congress.—</heading>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/102/532/s6/d/1" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><chapeau style="-uslm-dtd:text">The Board shall submit to the President and the Congress of the United States an annual report on—</chapeau>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/102/532/s6/d/1/A" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">the environmental and infrastructure projects referred to in subsection (a) that have been implemented, and</content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/102/532/s6/d/1/B" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">the need for the implementation of additional environmental and infrastructure projects.</content>
                    </subparagraph>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/102/532/s6/d/2" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Transmission of copies to board members.—</heading><chapeau style="-uslm-dtd:text">The Board shall—</chapeau>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/102/532/s6/d/2/A" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">transmit to each member of the Board a copy of any report to be submitted pursuant to paragraph (1) at least 14 days before its submission, and</content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/102/532/s6/d/2/B" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">allow each member of the Board to have 14 days within which to prepare and submit supplemental views with respect to the recommendations of the Board for inclusion in such report.</content>
                    </subparagraph>
                </paragraph>
            </subsection>
        </section>
