        <section style="-uslm-dtd:section" styleType="traditional-inline" role="undesignated-level"><chapeau style="-uslm-dtd:text">That<ref style="-uslm-dtd:footnote-ref" idref="IDF9EB6B72FC094144995D2D3FD4C64C6A" class="footnoteRef">1–1</ref> there shall be, and hereby is, annually appropriated, out of any money in the Treasury not otherwise appropriated, to be paid as hereinafter provided, to each State and Territory for the more complete endowment and maintenance of agricultural colleges now established, or which may hereafter be established, in accordance with the Act of Congress approved July second, eighteen hundred and sixty-two, and the Act of Congress approved August thirtieth, eighteen hundred and ninety, the sum of five thousand dollars, in addition to the sums named in the Act, for the fiscal year ending June thirtieth, nineteen hundred and eight, and an annual increase of the amount of such appropriation thereafter for four years by an additional sum of five thousand dollars over the preceding year, and the annual sum to be paid thereafter to each State and Territory shall be fifty thousand dollars, to be applied only for the purposes of the agricultural colleges as defined and limited in the Act of Congress approved July second, eighteen hundred and sixty-two, and the Act of Congress approved August thirtieth, eighteen hundred and ninety.</chapeau><footnote id="IDF9EB6B72FC094144995D2D3FD4C64C6A" style="-uslm-dtd:footnote"><sup style="-uslm-dtd:superscript">1–1</sup><content><p style="-uslm-dtd:para; margin-left:1em">10th Paragraph, 7 U.S.C. 322</p>
            <p style="-uslm-dtd:para; margin-left:1em">Section 724 of the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 1995 (Public Law 103–330; 108 Stat. 2469; 7 U.S.C. 322 note) provides as follows: “<quotedText style="-uslm-dtd:quote">No funds shall be available in fiscal year 1995 and thereafter for payments under the Act of August 30, 1890 and the tenth and eleventh paragraphs under the heading ‘<quotedText style="-uslm-dtd:quote">Emergency Appropriations</quotedText>’ of the Act of March 4, 1907 (7 U.S.C. 321 et seq.).</quotedText>”.</p></content></footnote>
            <subsection style="-uslm-dtd:subsection" styleType="OLC" role="undesignated-level"><content style="-uslm-dtd:text">That<ref style="-uslm-dtd:footnote-ref" idref="ID7B15EB39704B46FE860C45158F17169D" class="footnoteRef">1–2</ref> the sum hereby appropriated to the States and Territories for the further endowment and support of the colleges shall be paid by, to, and in the manner prescribed by the Act of Congress approved August thirtieth, eighteen hundred and ninety, entitled “<quotedText style="-uslm-dtd:quote">An Act to apply a portion of the proceeds of the public lands to the more complete endowment and support of the colleges for the benefit of agriculture and mechanic arts established under the provisions of the Act of Congress approved July second, eighteen hundred and sixty-two,</quotedText>” and the expenditure of the said money shall be governed in all respects by the provisions of the said Act of Congress approved July second, eighteen hundred and sixty-two, and the said Act of Congress approved August thirtieth, eighteen hundred and ninety: <i style="-uslm-dtd:italic">Provided,</i> That said colleges may use a portion of this money for providing courses for the special preparation of instructors for teaching the elements of food and agricultural sciences.</content><footnote id="ID7B15EB39704B46FE860C45158F17169D" style="-uslm-dtd:footnote"><sup style="-uslm-dtd:superscript">1–2</sup><p style="-uslm-dtd:para; margin-left:1em">11th Paragraph, 7 U.S.C. 322</p></footnote><editorialNote style="-uslm-dtd:legis-comment"><b>[</b>Note: Example of Amending 2nd Morrill Act.             <heading style="-uslm-dtd:header">redesignation of instruction funding </heading>
            <num style="-uslm-dtd:enum" value="1421">Sec. 1421. </num><subsection style="-uslm-dtd:subsection" identifier="/us/sComp/59/2907/s1421/a" styleType="OLC" class="inline"><num style="-uslm-dtd:enum" value="a">(a) </num><content style="-uslm-dtd:text">The first section of the Act of August 30, 1890 (7 U.S.C. 322) is amended by striking “<quotedText style="-uslm-dtd:quote">agriculture,</quotedText>” and all that follows through “<quotedText style="-uslm-dtd:quote">industries of life</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">food and agricultural sciences.</quotedText>”</content></subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/59/2907/s1421/b" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><content style="-uslm-dtd:text">The eleventh paragraph under the heading “<quotedText style="-uslm-dtd:quote"><headingText style="-uslm-dtd:header-in-text">EMERGENCY APPROPRIATIONS.</headingText></quotedText>” of the Act of March 4, 1907 (7 U.S.C. 322) is amended by striking “<quotedText style="-uslm-dtd:quote">agriculture and mechanic arts</quotedText>” the second place it appears and inserting “<quotedText style="-uslm-dtd:quote">food and agricultural sciences</quotedText>”.</content>
