[[Sec. 1 of Act of March 29, 1949 [7 U.S.C. 1344a] * * * ] That, notwithstanding the provisions of title III of the Agricultural Adjustment Act of 1938, as amended, or of any other law, State, county, and farm acreage allotments and yields for cotton for any year after 1949 shall be computed without regard to yields or to the acreage planted to cotton in 1949.]
