    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To establish Offices of Inspector General within various departments and agencies, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
</enactingFormula><section class="inline" role="undesignated-level" style="-uslm-dtd:section" styleType="OLC"><content style="-uslm-dtd:text">That this Act be cited as the “<quotedText style="-uslm-dtd:quote">Inspector General Act of 1978</quotedText>”.</content></section><editorialNote style="-uslm-dtd:legis-comment"><b>[</b>Sections 2–8, 8A(c)–(f), 8B–8J, 8L–8N, 9, 11, and 12 were repealed by section 7 of Public Law 117–286 (see additional details in footnote).<b>]</b> </editorialNote><footnote id="ID1DF0FA2468A34C58BF17F2F4D9C8E9A0" style="-uslm-dtd:footnote"><sup style="-uslm-dtd:superscript">1</sup><p style="-uslm-dtd:para; margin-left:1em">Section 7 of Public Law 117–286 provides for the repeal of sections 2–8, 8A(c)–(f), 8B–8J, 8L–8N, 9, 11, and 12 of Public Law 95–452 (Inspector General Act of 1978). These sections (that previously appeared in the appendix to title 5, U.S.C. prior to the enactment of such Public Law 117–286) have been restated, reorganized, and codified in various sections of chapter 4 of title 5, United States Code and should no longer be referenced as the Inspector General Act of 1978 (unless amending the remaining provisions of said Act).</p></footnote>
        <section identifier="/us/sComp/95/452/s8A" style="-uslm-dtd:section" styleType="traditional">
            <heading style="-uslm-dtd:header">special provisions relating to the agency for international development </heading>
            <num style="-uslm-dtd:enum" value="8A">Sec. 8A. </num><subsection class="inline" identifier="/us/sComp/95/452/s8A/a" style="-uslm-dtd:subsection" styleType="OLC"><num style="-uslm-dtd:enum" value="a">(a)<ref class="footnoteRef" idref="ID5396B4C217414889BDB333DB1B131965" style="-uslm-dtd:footnote-ref">2</ref> </num><content style="-uslm-dtd:text">In addition to the other duties and responsibilities specified in this Act, the Inspector General of the Agency for International Development shall supervise, direct, and control all security activities relating to the programs and operations of that Agency, subject to the supervision of the Administrator of that Agency.</content><footnote id="ID5396B4C217414889BDB333DB1B131965" style="-uslm-dtd:footnote"><sup style="-uslm-dtd:superscript">2</sup><content><p style="-uslm-dtd:para; margin-left:1em">Section 205(a) of the Admiral James W. Nance and Meg Donovan Foreign Relations Authorization Act, Fiscal Years 2000 and 2001, as introduced in the 1st session of the 106th Congress and enacted by section 1000(a)(7) of Public Law 106–113 (113 Stat. 1535), attempts to amend this section as follows:</p>
            <p style="-uslm-dtd:para">SEC. 205. RESPONSIBILITY OF THE AID INSPECTOR GENERAL FOR THE INTER-AMERICAN FOUNDATION AND THE AFRICAN DEVELOPMENT FOUNDATION.</p>
            <p style="-uslm-dtd:para; margin-left:1em">(a) <headingText style="-uslm-dtd:header-in-text">Responsibilities</headingText>.—Section 8A(a) of the Inspector General Act of 1978 (5 U.S.C. App.) is amended—</p>
            <p style="-uslm-dtd:para; margin-left:2em">(1) by striking “<quotedText style="-uslm-dtd:quote">and</quotedText>” at the end of paragraph (1);</p>
            <p style="-uslm-dtd:para; margin-left:2em">(2) by striking the period at the end of paragraph (2) and inserting “<quotedText style="-uslm-dtd:quote">; and</quotedText>”; and</p>
            <p style="-uslm-dtd:para; margin-left:2em">(3) by adding at the end the following:</p>
            <p style="-uslm-dtd:para; margin-left:2em">``(3) shall supervise, direct, and control audit and investigative   activities relating to programs and operations within the Inter-American Foundation and the African Development Foundation.''.</p>
            <p style="-uslm-dtd:para; margin-left:1em">The amendments were unexecutable due to an earlier amendment made by section 1422(b)(2) of the Foreign Affairs Reform and Restructuring Act of 1998 (Division G of the Omnibus Consolidated and Emergency Supplemental Appropriations Act, 1999; P.L. 105–277; 112 Stat. 2681–792).</p></content></footnote></subsection>
            <subsection identifier="/us/sComp/95/452/s8A/b" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><content style="-uslm-dtd:text">In addition to the Assistant Inspector Generals provided for in section 3(d) of this Act, the Inspector General of the Agency for International Development shall, in accordance with applicable laws and regulations governing the civil service, appoint an Assistant Inspector General for Security who shall have the responsibility for supervising the performance of security activities relating to programs and operations of the Agency for International Development.</content><editorialNote style="-uslm-dtd:legis-comment"><b>[</b>Subsections (c)–(f) were repealed by section 7 of Public Law 117–286.<b>]</b> </editorialNote>
