The Subcommittee met, pursuant to notice, at 3 P.m. In room
2255, Rayburn House Office Building, Hon. Ed Royce (Chairman of
the Subcommittee) presiding.
Mr. Royce. We will now consider H.R. 449, a resolution
congratulating the people of Senegal on the success of the
multi-party electoral process there.
The Chair lays the legislation before the Committee, and
the Clerk will report the title of the legislation.

on the success of the multi-party electoral process.
Mr. Royce. Without objection, the Clerk will read the
preamble and operative language of the bill for amendment.

Mr. Royce. Without objection, the legislation is considered
as having been read and is open to amendment at any point.

Mr. Royce. This legislation, authored by Mr. Payne and Mr.
Hastings and myself, was introduced on March 23rd and referred
by the Chairman to the Subcommittee.
I am going to be very brief, but, basically, I believe the
U.S. and the international community hasn't done enough to
commend leaders honoring democratic values in Africa. We fail
to realize how important a supportive voice from the
international community, especially the United States, can be.
Democracy has won a triumph in Senegal. It is important that we
recognize this, and I ask my colleagues to support this
resolution.
Are there any members seeking recognition or seeking to
offer amendments?
Mr. Hastings. Yes. Mr. Chairman, let me just congratulate
you for expediting this matter, and I would like to associate
myself with your remarks. I can't imagine a more worthy task
than to say to those that have moved toward some democratic
effort that we recognize that. Because we are quick to condemn,
and rightly so, when they do not; and in that sense, and
knowing the vast amount of time that you have spent in trying
to assist in democracy efforts in Africa, then I think that
this is a timely resolution, and I am glad to be associated
with you, Mr. Meeks and Ms. Lee and our other colleagues in
offering it.
Mr. Royce. Thank you, Mr. Hastings.
Do I hear a motion that the Subcommittee report this
legislation favorably to the Full Committee?
Mr. Chabot. So moved.
Mr. Hastings. Mr. Chairman--not to be preemptive, Mr.
Chabot--but I move that the Subcommittee report the legislation
as favorably to the Full Committee.
Mr. Royce. Without objection, the motion is agreed to, and
we shall do that.
Now if we can move to the resolution on Sierra Leone, we
will now consider H.R. 3879, a bill to support the government
of Sierra Leone in its peace-building efforts and for other
purposes.

Mr. Royce. Very good. The Chair recognizes the gentleman
from Florida.
Mr. Hastings. Mr. Chairman, this amendment is being offered
in lieu of Congressman Payne's present one and Mr. Payne has a
statement that I would ask unanimous consent that it be
admitted for the record.

Mr. Hastings. That said, Mr. Payne and Mr. Gejdenson, the
Ranking Member who just presented, have worked with the
Subcommittee to ensure this bill's passage. Mr. Chabot and the
other Ranking Member who just came in, also are about the
status of Sierra Leone. With that in mind, Mr. Chairman, I
think to expedite matters I would just urge the bill's adoption
and yield back the balance of the time.
Mr. Royce. The question is on the amendment of the
gentleman from Florida. All those in favor of the amendment,
say aye. All those opposed to the amendment, say no.
The ayes have it, and the amendment is adopted.
