Dear Mr. Speaker: Haiti has suffered from organized gang
violence for years, leading to the United Nations Security
Council authorizing the Multinational Security Support (MSS)
mission in Haiti by adopting Security Council Resolution 2699
of October 2, 2023, and renewing the mandate for the MSS
mission for another year in Security Council Resolution 2751 of
September 30, 2024. Although international efforts have been
made to resolve the instability in Haiti, there remain
heightened security concerns for the United States Embassy, its
supporting facilities in Port-au-Prince, and United States
Government personnel.
To strengthen security for United States facilities and
United States Government personnel in Haiti, a security force
of United States Marines deployed to Port-au-Prince, Haiti, on
September 1, 2025. Although these Marines are equipped for
combat, their deployment was undertaken consistent with recent
past practice as a precautionary measure solely for the purpose
of protecting United States diplomatic facilities and United
States Embassy personnel. They are not part of the MSS mission.
These Marines are anticipated to remain in Haiti for as long as
the security environment requires.
I directed this action consistent with my responsibility to
protect United States diplomatic missions abroad and in
furtherance of United States national security and foreign
policy interests, pursuant to my constitutional authority as
Commander in Chief and Chief Executive and to conduct United
States foreign relations.
I am providing this report as part of my efforts to keep
the Congress fully informed, consistent with the War Powers
Resolution (Public Law 93-148). I appreciate the support of the
Congress in this action.
