    Dear Mr. Speaker: Consistent with section 101(f) of title I 
of the Compact of Free Association Amendments Act of 2003 
(Public Law 108-188) and section 204(e) of the Compact of Free 
Association Amendments Act of 2024 (Title II of Division G of 
Public Law 118-42), I transmit herewith the Agreement between 
the Government of the United States of America and the 
Government of the Federated States of Micronesia to Amend 
Article VIII of the Agreement Regarding the Military Use and 
Operating Rights of the Government of the United States in the 
Federated States of Micronesia Concluded Pursuant to Sections 
211(b), 321 and 323 of The Compact of Free Association, as 
amended, done at Washington, D.C., on December 18, 2024 
(Agreement to Extend Annex A of the Agreement Regarding the 
Military Use and Operating Rights of the Government of the 
United States in the Federated States of Micronesia Concluded 
Pursuant to Sections 211(b), 321 and 323 of The Compact of Free 
Association, as amended (MUORA)) .
    The purpose of the Agreement to Extend Annex A of the MUORA 
is to maintain our close relationship with the Federated States 
of Micronesia (FSM) in the interest of United States national 
security and for the benefit of the people of the United 
States. The Agreement to Extend Annex A of the MUORA extends 
the duration of Annex A of the MUORA, which provides the terms 
and conditions that govern the Humanitarian Assistance-
Federated States of Micronesia (HAFSM) program. Annex A of the 
MUORA expired on June 24, 2024.
    In 2023, the United States Government concluded four 
agreements with the FSM to provide economic assistance and 
certain Federal programs and services to the FSM under the 
Compact of Free Association, as amended, between the Government 
of the United States of America and the Government of the 
Federated States of Micronesia through the end of Fiscal Year 
2043. This included extending the availability of the HAFSM 
program through Fiscal Year 2043. The Agreement to Extend Annex 
A of the MUORA extends the duration of the HAFSM program's 
terms and conditions so they remain in effect for the duration 
of the new assistance period.
    There are no changes to any of the provisions of Annex A of 
the MUORA, thus leaving the existing substantive terms and 
conditions for the HAFSM program as is. Since the project costs 
would be deducted from the already provided economic assistance 
amounts, there will be no additional outlay of United States 
funds beyond that which has already been approved.
    I transmit herewith the Agreement to Extend Annex A of the 
MUORA between the Government of the United States of America 
and the Government of the Federated States of Micronesia.
