Hon. Mike Johnson,
Speaker of the House of Representatives,
Washington, DC.
Dear Mr. Speaker: Please find below the Lindsey O. Graham
Sanctioning Russia and Iran Act of 2026 Waiver Certification
and Report.
Acting under the authorities vested in me as the President
of the United States, I make the following certification
pursuant to section 115 of the Lindsey O. Graham Sanctioning
Russia and Iran Act of 2026 (22 U.S.C. 10812 et seq.) (the
Graham Act):
I certify that it is in the national interests of the
United States to waive the application of section 102 regarding
sanctions provisions and other restrictions.
The basis for my certification is that the application of
sanctions provisions and other restrictions pursuant to section
102 of the Graham Act, including the requirement in section
102(d) to maintain sanctions and other measures provided for
under any Executive Order issued to address the national
emergency that the President continued on March 24, 2026, with
respect to specified harmful foreign activities of the
Government of the Russian Federation, would at this time impede
ongoing U.S. efforts to negotiate a durable and comprehensive
peace between Ukraine and the Russian Federation.
While I am exercising the discretion afforded to me under
section 115 of the Graham Act, I or my delegee will apply
sanctions provisions or restrictions under the Act if I or my
delegee determine that the application of such sanctions
provisions or restrictions is necessary to incentivize
resolution of the Russia-Ukraine war or otherwise determine
that circumstances have changed such that a waiver is no longer
in the national interests of the United States.
These waivers shall take effect on October 16, 2026.
            Sincerely,
                                                   Donald J. Trump.
                                           The White House,
                                      Washington, October 16, 2026.
Hon. Mike Johnson,
Speaker of the House of Representatives,
Washington, DC.

Graham Act):
I certify that it is in the national interests of the
United States to waive the application of section 103 regarding
sanctions provisions and other restrictions.
The basis for my certification is that the application of
sanctions provisions and other restrictions pursuant to section
103 of the Graham Act at this time would impede ongoing U.S.
efforts to negotiate a durable and comprehensive peace between
Ukraine and the Russian Federation.
While I am exercising the discretion afforded to me under

Sanctioning Russia and Iran Act of 2026 Waiver Certification
and Report.
Acting under the authorities vested in me as the President
of the United States, I make the following certification
pursuant to section 115 of the Lindsey O. Graham Sanctioning
Russia and Iran Act of 2026 (22 U.S.C. 10812 et seq.) (the
Graham Act):
I certify that it is in the national interests of the
United States to waive the application of section 117 regarding
sanctions provisions and other restrictions.
The basis for my certification is that the application of
sanctions provisions and other restrictions pursuant to section
117 of the Graham Act at this time would impede ongoing U.S.
efforts to negotiate a durable and comprehensive peace between
Ukraine and the Russian Federation.
While I am exercising the discretion afforded to me under
section 115 of the Graham Act, I or my delegee will apply
sanctions provisions or restrictions under the Act if I or my
delegee determine that the application of such sanctions
provisions or restrictions is necessary to incentivize
resolution of the Russia-Ukraine war or otherwise determine
that circumstances have changed such that a waiver is no longer
in the national interests of the United States.
These waivers shall take effect on October 16, 2026.
            Sincerely,
                                                   Donald J. Trump.

                                  [all]
