To the Congress of the United States:
Section 202(d) of the National Emergencies Act (50 U.S.C.
1622(d)) provides for the automatic termination of a national
emergency unless, within 90 days prior to the anniversary date
of its declaration, the President publishes in the Federal
Register and transmits to the Congress a notice stating that
the emergency is to continue in effect beyond the anniversary
date. In accordance with this provision, I have sent to the
Federal Register for publication the enclosed notice stating
that the national emergency declared in Executive Order 14257

in whole or in substantial part outside the United States, to
the national security and economy of the United States.
Therefore, I have determined that it is necessary to continue
the national emergency declared in Executive Order 14257.

----------
Continuation of the National Emergency With Respect to Trade Practices
That Contribute to Large and Persistent Annual United States Goods
Trade Deficits
On April 2, 2025, by Executive Order 14257, I declared a

large and persistent annual U.S. goods trade deficits,
including the consequences of those deficits.
The President took additional steps pursuant to this
national emergency, including in Executive Order 14259 of April
8, 2025; Executive Order 14266 of April 9, 2025; Executive
Order 14309 of June 16, 2025; Executive Order 14316 of July 7,
2025; Executive Order 14324 of July 30, 2025; Executive Order
14326 of July 31, 2025; Executive Order 14334 of August 11,

The circumstances related to this emergency continue to
pose an unusual and extraordinary threat, which has its source
in whole or in substantial part outside the United States, to
the national security and economy of the United States. For
this reason, the national emergency declared in Executive Order
14257 of April 2, 2025, must continue in effect beyond April 2,
