Dear Mr. Speaker: This is to advise that I am exercising my
authority to designate an Acting Inspector General of the
Social Security Administration. I have directed that Hannibal
Ware, who is currently serving as Inspector General of the
Small Business Administration, shall serve concurrently as
Acting Inspector General of the Social Security Administration,
effective 30 days from today.
On June 29, 2024, Gail Ennis, the Inspector General of the
Social Security Administration, retired. The Assistant
Inspector General for Audit began performing the functions and
duties of the Inspector General in an acting capacity. Prior to
Ms. Ennis's retirement, the Chairperson of the Integrity
Committee of the Council of the Inspectors General on Integrity
and Efficiency transmitted a report to the President containing
adverse findings against her. The attached letter from Counsel
to the President Ed Siskel, which I have incorporated here by
reference, provides additional details regarding the Integrity
Committee report.
I have determined that during this period of transition, in
the wake of the Integrity Committee report, the Office of
Inspector General (OIG) at the Social Security Administration
would benefit from outside leadership with experience running
an Office of Inspector General.
Mr. Ware is well positioned to provide independent and
strong leadership to the OIG at the Social Security
Administration. He has an exemplary track record as the
Inspector General of the Small Business Administration, and he
has a leadership role on the Council of the Inspectors General
on Integrity and Efficiency. His deep well of experience will
help the OIG perform its vital role for the Social Security
Administration.
