    Dear Mr. Speaker: (U) Pursuant to Section 135(d)(6) of the 
Atomic Energy Act of 1954 (AEA), as amended, including as 
amended by the Iran Nuclear Agreement Review Act of 2015 
(Public Law 114-17), enacted May 22, 2015, we hereby enclose 
the certification relating to the Joint Comprehensive Plan of 
Action (JCPOA) between the P5+1, the European Union, and Iran.
    (U) As required by the statute, the enclosed certification 
confirms the suspension of sanctions related to Iran pursuant 
to the agreement is appropriate and proportionate to the 
specific and verifiable measures taken by Iran with respect to 
terminating its illicit nuclear program and vital to the 
national security interests of the United States. As previously 
explained, the suspension of sanctions related to Iran pursuant 
to the JCPOA described in section 17 of Annex V of the JCPOA, 
will take effect only upon Implementation Day, following 
confirmation by the Secretary of State that the International 
Atomic Energy Agency has verified that Iran has completed key 
nuclear-related commitments as set out in sections 15.1-15.11 
of Annex V of the JCPOA.
    (U) We look forward to answering any questions you may have 
on this certification, as well as to providing the semi-annual 
report pursuant to Section 135(d)(4) of the statute in the near 
future.
