HOUSE IN THE WAR ON TERRORISM

Dear Mr. Speaker: I am notifying the Congress of my intent
to use funds provided in Public Law 107-38, the Emergency
Supplemental Appropriations Act for Recovery from and Response
to Terrorist Attacks on the United States, FY 2001, for
improvements to the White House Situation Room to enhance the
capabilities of the White House in the war on terrorism.
At this time, $3.3 million will be transferred from the
Emergency Response Fund to the Department of Defense. As
provided in Public Law 107-38, these funds will be made
available to the Department of Defense immediately.
The details of this action are set forth in the enclosed
letter from the Director of the Office of Management and
Budget.

Submitted for your consideration is a request to use funds
provided in P.L. 107-38, the Emergency Supplemental
Appropriations Act for Recovery from and Response to Terrorist
Attacks on the United States, FY 2001, for improvements to the
White House Situation Room to enhance the capabilities of the
White House to constantly monitor events, respond to
emergencies, and oversee the war on terrorism.
In its role as manager of the Situation Room, the
Department of Defense's Defense Information Systems Agency
(DISA) will oversee this project. The proposed changes will
significantly improve the White House's ability to manage both
crisis response and day-to-day government operations. In order
for the project to stay on schedule, DISA requires immediate
funding of $3.3 million to complete the planning phase and
begin the renovation effort.
Pursuant to P.L. 107-38, no further congressional action
would be required for this initial $3.3 million, which would be
made available for this purpose immediately.
I have carefully reviewed this proposal and am satisfied
that it is necessary at this time. Therefore, I recommend your
approval of the request.
