Dear Mr. Speaker: Consistent with title I of the District
of Columbia Appropriations Act, 2005, Public Law 108-335, I am
notifying the Congress of the proposed use of $2,471,588
provided in title I under the heading ``Federal Payment for
Emergency Planning and Security Costs in the District of
Columbia.'' This will reimburse the District for the costs of
public safety expenses related to security events and responses
to terrorist threats.
The details of this action are set forth in the enclosed
letter from the Director of the Office of Management and
Budget.

Submitted for your consideration is a notification to
Congress pursuant to Title I of the District of Columbia
Appropriations Act, 2005, Public Law 108-335, regarding the
proposed use of public safety funds provided to the District of
Columbia.
In fiscal years 2003, 2004, and 2005, a total of
$40,717,600 million in public safety funds have been
appropriated to the District of Columbia ``to reimburse the
District of Columbia for the costs of public safety expenses
related to security events in the District of Columbia and for
the costs of providing support to respond to immediate and
specific terrorist threats or attacks.'' [Division C, District
of Columbia Appropriations Act of Public Law 108-7, the
Consolidated Appropriations Resolution, 2003; Division C,
District of Columbia Appropriations Act of Public Law 108-199,
the Consolidated Appropriations Act, 2004; Title I of District
of Columbia Appropriations Act, 2005, Public Law 108-335]. As
required by the respective Appropriation Acts, these funds are
available only upon a Presidential notification to Congress. No
further action by Congress is required. Of the amounts
appropriated, you released $10,623,873 on November 3, 2003 and
$10,288,548 on December 6, 2004.
We are recommending approval of $2,471,588 included in the
requests made by the Mayor of the District of Columbia on March
11, 2005. These funds are described in detail in the attachment
accompanying this transmittal. The remaining funds of
$17,333,591 will be available to reimburse future requests by
the District subject to notification of Congress.
I have carefully reviewed this request and am satisfied
that it is necessary at this time. Therefore, I recommend that
you sign the attached message to Congress transmitting the
proposed use of these funds.
