    Dear Mr. Speaker: Pursuant to Section 106 of the African 
Growth and Opportunity Act (AGOA), Title I of the Trade and 
Development Act of 2000, and Executive Order 13346 of July 8, 
2004, I am pleased to transmit the 2006 comprehensive report on 
trade and investment policy toward sub-Saharan Africa and 
implementation of AGOA.
    AGOA continues to expand U.S.-Africa trade and investment, 
stimulate economic growth, and facilitate sub-Saharan Africa's 
integration into the global economy. It also supports the 
efforts of sub-Saharan African countries undertaking difficult 
economic, political, and social reforms and provides incentives 
for countries considering such reforms.
