Dear Mr. Speaker: I ask the Congress to consider the
enclosed FY 2005 budget amendment for the Department of Energy.
This amendment replaces a previous amendment transmitted
September 7, 2004 and would not increase the discretionary
budget authority proposed in my FY 2005 Budget.
The details of this proposal are set forth in the enclosed
letter from the Director of the Office of Management and
Budget.

Submitted for your consideration is a request for a FY 2005
budget amendment for the Department of Energy. This amendment
replaces a previous amendment transmitted September 7, 2004, as
a partial offset for the proposed increase to the Corps of
Engineers' Construction account. The prior amendment addressed
the Defense Site Acceleration Completion account which is
subject to pending litigation.
This alternate offset would reduce funding for
Environmental Management overhead activities by $7.0 million
and restore funding proposed for site cleanup. Necessary
funding for planned FY 2005 activities in this program would be
available from unobligated carryover balances resulting from
delayed preparatory activities leading to the establishment of
the Environmental Management Consolidated Business Center in FY
2005.
In conjunction with the requests previously transmitted on
September 7th, the discretionary budget authority proposed in
your FY 2005 Budget would not be increased by this amendment.
I have carefully reviewed this proposal and am satisfied
that it is necessary at this time. Therefore, I join the
Secretary of Energy in recommending that you transmit this
amendment to the Congress.

This amendment would reduce program direction funding for
the Environmental Management program. Necessary funding for
planned FY 2005 activities in this program would be provided

2005.
