RESPONSE TO TERRORIST ATTACKS ON THE UNITED STATES

Dear Mr. Speaker: In accordance with provisions of Public
Law 107-38, the Emergency Supplemental Appropriations Act for
Recovery from and Response to Terrorist Attacks on the United
States, FY 2001, today I have authorized transfers from the
Emergency Response Fund totaling $195.9 million for emergency
recovery and response activities listed in the enclosed letter
from the Director of the Office of Management and Budget.
These funds are in addition to the $6.9 billion that I
authorized for transfer last month and will allow the
Government to continue to address the consequences arising from
the terrorist attacks of September 11, 2001.
The details of this action are set forth in the enclosed
letter from the Director of the Office of Management and
Budget. I concur with his comments and observations.

Submitted for your consideration are requests to make
available by transfer previously appropriated funds provided in
P.L. 107-38, the Emergency Supplemental Appropriations Act for
Recovery from and Response to Terrorist Attacks on the United
States, FY 2001. On September 21st you authorized the transfer
of $5.1 billion from the Emergency Response Fund (ERF) and on
September 28th you authorized the transfer of $1.8 billion.
Your approval of these additional requests would transfer
$195.9 million from the ERF to the Departments of Agriculture,
Defense, Justice, State, and Veterans Affairs; and the
Executive Office of the President. The funding would address
consequences of the attacks, including funding for: the
creation of the Office of Homeland Security, which you recently
announced; establishment of the Office of the Special Master to
assist in the compensation of victims; internment costs for the
burial in national cemeteries of veterans killed in the
attacks; refugee and food assistance programs in Afghanistan
and Pakistan, as well as other neighboring countries; and other
urgent security-related activities.
These requests represent the third round of transfers from
the ERF to respond to urgent requirements arising from the
devastating terrorist attacks. We will continue to work with
the agencies to determine additional needs. No further
congressional action is required for the transfers requested
today and, upon your approval, the funds will be immediately
available.
I have carefully reviewed these proposals and am satisfied
that they are necessary at this time. Therefore, I join the
heads of the affected Departments and agencies in recommending
your approval of the transfers described in the enclosure.

Amounts Previously Appropriated Now Being Transferred by the President
From the Emergency Response Fund
Department of Agriculture:
Foreign Agricultural Service: P.L. 480 Grants....... $50,000,000
These funds will be used to purchase and deliver food to
vulnerable people inside Afghanistan, as well as potential new
refugees in Pakistan and other neighboring countries.
Department of Defense--Military......................... $7,000,000
The resources will enable the Defense Department to provide
necessary upgrades to the Presidential aircraft fleet.
Department of Justice:
Legal Activities and U.S. Marshals: Salaries and
Expenses, General Legal Activities................ $7,300,000
These resources will support the establishment of the
Special Master's office, pursuant to P.L. 107-42. The Special
Master is responsible for compensating victims of the World
Trade Center and Pentagon attacks.
Department of State:
Other: Migration and Refugee Assistance............. $50,000,000
These funds will be used to provide assistance to potential
new refugees through the United Nations High Commissioner for
Refugees, the International Committee of the Red Cross, the
International Federation of the Red Crescent, and private
voluntary organizations in Pakistan and other neighboring
countries.
Department of Veterans Affairs:
Departmental Administration: National Cemetery
Administration.................................... $217,000
These funds will be used for internment costs for the
burial in national cemeteries of veterans killed in the
terrorist attacks.
Executive Office of the President:
National Security Council (NSC): Salaries and
Expenses.......................................... $4,800,000
Office of Administration: Salaries and Expenses..... 25,537,000
Unanticipated Needs: Unanticipated Needs............ 51,000,000
These funds will support the establishment of the Office of
Homeland Security and a NSC Directorate to Combat Terrorism, as
well as provide for other urgent security-related activities.
