United States Holocaust Memorial Council
Holocaust Memorial Council: $2,000,000.
These funds will support critical relief efforts
necessitated by natural disasters in Central America and the
Caribbean, military operations and humanitarian relief efforts
related to the crisis in Kosovo, emergency assistance to
America's farmers and ranchers, and other purposes.
In addition, in accordance with provisions of Public Law
105-277, the FY 1999 Omnibus Consolidated and Emergency
Appropriations Act, I hereby request and make available
appropriations of $102,000,000 to the Department of
Agriculture's Wildland Fire Management program in the Forest
Service and $453,000,000 to the Federal Emergency Management
Agency's Disaster Relief program.
I hereby designate all of the above requests as emergency
requirements pursuant to section 251(b)(2)(A) of the Balanced
Budget and Emergency Deficit Control Act of 1985, as amended.
The details of these actions are set forth in the enclosed
letter from the Director of the Office of Management and
Budget. I concur with his comments and observations.

Submitted for your consideration are requests to make
available previously appropriated emergency funds for the
Departments of Agriculture, Defense, the Interior, and State;
the Federal Emergency Management Agency; International
Assistance Programs; and, the United States Holocaust Memorial
Council.
P.L. 106-31, the 1999 Emergency Supplemental Appropriations
Act, provided certain emergency funds for which the
availability was made contingent upon the President submitting
a budget request to the Congress that includes designation of
the amount requested as an emergency requirement. I recommend
that you designate the amounts listed on the enclosure as
emergency requirements in accordance with section 251(b)(2)(A)
of the Balanced Budget and Emergency Deficit Control Act of
1985, as amended. No further congressional action will be
required.
The resources that you are making available will fund
disaster-related requirements, including damage caused by
Hurricane Mitch and Hurricane Georges and agricultural
emergencies, and will fund military and humanitarian operations
related to the crisis in Kosovo and costs associated with on-
going, enhanced operations in Southwest Asia.
P.L. 106-31 also provided an additional $4.6 billion in
contingent emergency funding for the Departments of
Agriculture, Defense, Health and Human Services, and
Transportation, and other agencies. We will provide you with
recommendations on the timing and the amount of the release of
these funds as additional requirements are identified.
In addition, in accordance with provisions of Public Law
105-277, the FY 1999 Omnibus Consolidated and Emergency
Appropriations Act, I recommend that you designate as emergency
requirements and request the release of $102 million and $453
million for the Department of Agriculture and FEMA,
respectively. The funds made available to the Department of
Agriculture would support emergency firefighting needs of the
Forest Service and the funds made available to FEMA would allow
it to address remaining recovery, repair, and mitigation needs
resulting from previously declared disasters in all 50 States,
including Hurricane Georges, Hurricane Bonnie, and Tropical
Storm Frances.
I have carefully reviewed these proposals and am satisfied
that they are necessary at this time. Therefore, I join the
heads of the affected Departments and agencies in recommending
that you make the requested funds available by signing the
enclosed letter to the Speaker of the House of Representatives.
