    Sir: In accordance with provisions of Title IX of H.R. 
4576, the Department of Defense Appropriations Act, 2001, I 
hereby request the following:
Department of Defense
     Military Personnel, Military personnel, Navy: 
$50,000,000.
     Operation and Maintenance, Operation and 
maintenance, Army: $120,000,000.
     Operation and Maintenance, Operation and 
maintenance, Navy: $232,000,000.
     Operation and Maintenance, Operation and 
maintenance, Marine Corps: $62,000,000.
     Operation and Maintenance, Operation and 
maintenance, Air force: $115,000,000.
     Operation and Maintenance, Overseas contingency 
operations transfer fund: $1,100,000,000.
     Operation and Maintenance, Defense health program: 
$100,000,000.
    The Department of Defense will use these funds to: sustain 
operations in and around Bosnia, Kosovo, and Southwest Asia; 
provide bonuses for sailors; fund depot level maintenance of 
equipment; procure spare parts kits for Air Force squadrons; 
fund real property maintenance; and, support the prescription 
drug benefit for military retirees over 65 years of age.
    I hereby designate the preceding requests as emergency 
requirements pursuant to section 251(b)(2)(A) of the Balanced 
Budget and Emergency Deficit Control Act of 1985, as amended.
    The details of this action are set forth in the enclosed 
letter from the Director of the Office of Management and 
Budget. I concur with his comments and observations.

    Submitted for your consideration is a request to make 
available $1,779.0 million in contingent emergency funding for 
the Department of Defense (DOD).
    Title IX of H.R. 4576, the Department of Defense 
Appropriations Act, 2001, provides $1.1 billion in FY 2000 
emergency funding for the Overseas Contingency Operations 
Transfer Fund (OCOTF), contingent upon the President submitting 
a budget request to the Congress and designating the entire 
amount requested as an emergency requirement. These funds are 
to support operations in FY 2001. The funds were provided for 
continued operations in and around Bosnia, Kosovo, and 
Southwest Asia to ensure that current operations are 
uninterrupted if force levels and commitments are unchanged 
through FY 2001. Without these resources, funding in the OCOTF 
would be approximately $1.1 billion below your FY 2001 request. 
You had requested these funds in your FY 2001 Budget without 
relying on the use of the emergency designation.
    Title IX of H.R. 4576 also provides $679.0 million in FY 
2000 emergency funding for certain other DOD activities, 
contingent upon the President submitting a budget request for 
$679.0 million to the Congress and designating the amount 
requested as an emergency requirement. These funds were 
allocated by the Congress as follows:
           $529.0 million, split between operation and 
        maintenance accounts of the four Services, for 
        equipment maintenance, spare parts kits, and real 
        property maintenance;
           $100.0 million for the Defense Health 
        Program to fully fund the prescription drug benefit for 
        military retirees over 65 years of age that the 
        Administration supports; and,
           $50.0 million for Military Personnel, Navy 
        for bonuses.
    I recommend that you designate the entire $1,779.0 million 
as an emergency requirement in accordance with section 
251(b)(2)(A) of the Balanced Budget and Emergency Deficit 
Control Act of 1985, as amended. No further congressional 
action will be required.
    I have carefully reviewed this proposal and am satisfied 
that it is appropriate at this time. Therefore, I join the 
Secretary of Defense in recommending that you make the 
requested funds available by signing the enclosed letter to the 
Speaker of the House of Representatives.

Appropriations Act, 2001, provides a total of $1,779.0 million 
in emergency funding to the Department of Defense (DOD) 
contingent upon the President submitting a budget request to 
the Congress and designating the amount requested as an 
emergency requirement. Of this amount, $1,100.0 million was 
provided for the Overseas Contingency Operations Transfer Fund 
for continued operations in and around Bosnia, Kosovo, and 
Southwest Asia. The remaining $679.0 million was appropriated 
to: provide bonuses for sailors; fund depot level maintenance 
of equipment; procure spare parts kits for Air Force squadrons; 
fund real property maintenance; and, fund the prescription drug 
benefit for military retirees over age 65.
    The entire $1,779.0 million has been made available by the 
President and will support the DOD activities listed above.
