Dear Mr. Speaker: On February 9, 2000, the President
submitted to the Congress his first special impoundment message
for fiscal year 2000. The message reports three proposed
rescissions of budget authority and two deferrals of budget
authority. We have reviewed the deferrals and found them to be
in accordance with the Impoundment Control Act, 2 U.S.C.
Sec. Sec. 681-688, as amended.
The enclosure provides specific information with regard to
one proposed rescission that we believe will be useful to the
Congress in its examination of the message.

Environmental Restoration and Waste Management, Amount Proposed
for Rescission: $13,000,000--89X0242.
According to the latest apportionment schedule for account
89X0242 dated February 3, 2000, total budgetary resources are
$4,509,113,172 and not $4,500,413,172 as reported by the
President.
