[Estimate No. 43, 106th Cong., 1st Sess.]
Executive Office of the President,
Office of Management and Budget,
Washington, DC, December 6, 1999.
The President,
The White House.
Submitted for your consideration are requests to make
available previously appropriated emergency funds for the
Departments of Agriculture, Commerce, Education, and Health and
Human Services, and International Assistance Programs.
P.L. 106-113, the Consolidated Appropriations Act, 2000,
provided certain emergency funding for which the availability
was made contingent upon the President submitting a budget
request to the Congress that includes designation of the amount
requested as an emergency requirement. I recommend that you
designate the amounts listed on the enclosure as emergency
requirements in accordance with section 251(b)(2)(A) of the
Balanced Budget and Emergency Deficit Control Act of 1985, as
amended. No further congressional action will be required.
The resources that you are making available will address
unmet needs of farmers, ranchers, and rural areas due to
Hurricane Floyd and other natural disasters, and will support
other critical programs, including the 2000 Census, the Low
Income Home Energy Assistance Program, Head Start, and the Wye
River Agreement.
I have carefully reviewed these proposals and am satisfied
that they are necessary at this time. Therefore, I join the
heads of the affected Departments and agencies in recommending
that you make the requested funds available by signing the
enclosed letter to the Speaker of the House of Representatives.
Sincerely,
Jacob J. Lew, Director.
Enclosure.
