Emergency Supplemental Appropriations Act, 1999, I hereby

These funds will support critical national security

requirements pursuant to section 251(b)(2)(A) of the Balanced
Budget and Emergency Deficit Control Act of 1985, as amended.
The details of these actions are set forth in the enclosed
letter from the Director of the Office of Management and
Budget. I concur with his comments and observations.

Submitted for your consideration are requests to make
available a total of $9,315.4 million in previously
appropriated contingent emergency funds for the Department of
Defense (DOD).
These requests include the following:
Operation and Maintenance (O&M). Section 8173 of P.L. 106-
79, the Department of Defense Appropriations Act, 2000,
provided $7,200.0 million for O&M activities, contingent upon
the President submitting a budget request for $7,200.0 million
to the Congress and designating the entire amount as an
emergency requirement. This request would make these funds
available to DOD to support training, maintenance, and other
ongoing military operations.
Military Personnel. Section 2012 of P.L. 106-31, the 1999
Emergency Supplemental Appropriations Act, provided $1,838.4
million in FY 2000 emergency funding for military personnel,
contingent upon the President submitting a budget request for
$1,838.4 million to the Congress and designating the entire
amount as an emergency requirement. This proposal would make
these resources available to fund military pay and retirement
programs, including the pay increase from 4.4 percent to 4.8
percent.
Classified Activities. P.L. 105-277, the Omnibus
Consolidated and Emergency Supplemental Appropriations Act,
1999, provided $1,496.6 million in emergency fund for defense-
wide operation and maintenance activities, contingent upon the
President submitting a budget request to the Congress and
designating the entire amount requested as an emergency
requirement. To date, $937.4 million of that amount has been
designated for such activities, leaving a balance of $559.2
million. P.L. 106-79 directed that the Administration use
$277.0 million of the remaining contingent emergency funding
for alternative purposes, which are identified in accompanying
classified annexes.
I recommend that you designate the entire $9,315.4 million
as emergency requirements in accordance with section
251(b)(2)(A) of the Balanced Budget and Emergency Deficit
Control Act of 1985, as amended. No further congressional
action will be required.
I have carefully reviewed these proposals and am satisfied
that they are necessary at this time. Therefore, I join the
Secretary of Defense in recommending that you make the
requested funds available by signing the enclosed letter to the
Speaker of the House of Representatives.

Division B, Title I, Chapter 1 of P.L. 105-277, the FY 1999
Omnibus Consolidated and Emergency Supplemental Appropriations

designating the entire amount requested as an emergency
