    Dear Mr. Speaker: As business manager of Disabled American 
Veterans, and as secretary of its National Convention, I hereby 
certify as to the authenticity of the reports and the 
proceedings of our National Convention, held in Orlando, 
Florida, August 21-25, 1999, and submit them to you through the 
office of this organization located in Washington, DC, pursuant 
to the provisions of Public Law 186 of the 72d Congress, as 
amended, to be printed as a House document in accordance with 
the authorization of section 1332 of title 44, United States 
Code.
    The enclosed National Convention proceedings include an 
independent audit report of all receipts and expenditures as of 
December 31, 1998, as required by the provisions of section 3 
of the Public Law 88-504, approved August 30, 1964.
