Sir: As directed by P.L. 106-31, the 1999 Emergency
Supplemental Appropriations Act, and in accordance with
provisions of P.L. 105-277, the Omnibus Consolidated and
Emergency Supplemental Appropriations Act, 1999, I hereby
request the following:
Department of Defense: Operation and Maintenance,
Operation and maintenance, Defense-wide............. $82,221,000
These funds will support critical national security
activities.
I hereby designate the above request as an emergency
requirement pursuant to section 251(b)(2)(A) of the Balanced
Budget and Emergency Deficit Control Act of 1985, as amended.
The details of this action are set forth in the enclosed
letter from the Director of the Office of Management and
Budget. I concur with his comments and observations.

Submitted for your consideration is a request to make
available $82.2 million in previously appropriated emergency
funds for the Department of Defense (DOD).
P.L. 105-277, the Omnibus Consolidated and Emergency
Supplemental Appropriations Act, 1999, provided $1,496.6
million in emergency funding for defense-wide operation and
maintenance activities contingent upon the President submitting
a budget request to the Congress and designating the entire
amount requested as an emergency requirement. To date, $1,214.4
million of that amount has been designated for such activities,
leaving a balance of $282.2 million.
P.L. 106-31, the 1999 Emergency Supplemental Appropriations
Act, directed that the Administration use $175.0 million of the
contingent emergency funding for an alternative purpose, which
is identified under separate classification. On June 15, 1999,
you designated $92.8 million of the $175.0 million as an
emergency requirement. The $82.2 million now requested
represents the remaining portion of the $175.0 million to be
released.
I recommend that you designate the $82.2 million as an
emergency requirement in accordance with section 251(b)(2)(A)
of the Balanced Budget and Emergency Deficit Control Act of
1985, as amended. No further congressional action will be
required. Pursuant to P.L. 106-31, the funds will be made
available to DOD 15 days after this designation is forwarded to
the Congress.
I have carefully reviewed this proposal and am satisfied
that it is necessary at this time. Therefore, I recommend that
you make the requested funds available by signing the enclosed
letter of the Speaker of the House of Representatives.

Division B, Title I, Chapter 1 of P.L. 105-277, the Omnibus
Consolidated and Emergency Supplemental Appropriations Act,
1999, provided $1,496.6 million in emergency funding for
defense-wide operation and maintenance activities contingent
upon the President submitting a budget request to the Congress
and designating the entire amount requested as an emergency
requirement.
To date, $1,214.4 million of the amount provided has been
released to support various national security activities. At
this time, an additional $82.2 million is needed to support an
ongoing national security program.
