DEVELOPMENT, AND TO DESIGNATE THE AMOUNT MADE AVAILABLE AS AN EMERGENCY
REQUIREMENT PURSUANT TO SECTION 251(b)(2)(D)(i) OF THE BALANCED BUDGET
AND EMERGENCY DEFICIT CONTROL ACT OF 1985, AS AMENDED, PURSUANT TO 31
U.S.C. 1107

The Speaker of the House of Representatives.
Sir: In accordance with provisions of P.L. 103-327, the
Departments of Veterans Affairs and Housing and Urban
Development, and Independence Agencies Appropriations Act,
1995, I hereby make available appropriations totaling
$57,800,000 in budget authority for the Department of Housing
and Urban Development. These funds will be used to assist
communities in recovering from the damage caused by Tropical
Storm Alberto and subsequent flooding.
I designate the amount made available as an emergency
requirement pursuant to section 251(b)(2)(D)(i) of the Balanced
Budget and Emergency Deficit Control Act of 1985, as amended.
The details of this action are set forth in the enclosed
letter from the Director of the Office of Management and
Budget. I concur with her comments and observations.

Submitted for your consideration is a request to make
available emergency appropriations for the Department of
Housing and Urban Development (HUD). Your approval of this
request would make available previously appropriated funds to
HUD in order to assist communities in Florida and Georgia to
recover from the damage caused by Tropical Storm Alberto and
subsequent flooding.
Public Law 103-327, the Departments of Veterans Affairs and
Housing and Urban Development, and Independent Agencies
Appropriations Act, 1995, included a $180 million contingent
emergency appropriation for the Community Development Grants
program. The availability of these funds was made contingent
upon the President submitting a budget request to the Congress
and designating the entire amount requested as an emergency
requirement. Of the $180 million, $122.2 million has been
designated previously as an emergency requirement and made
available. The remaining $57.8 million is now needed to assist
Georgia and Florida in the repair and reconstruction of damaged
houses and infrastructure, business recovery, and acquisition
and relocation of damaged housing located in the flood plain.
The funds to be distributed in Florida will be targeted to
areas that have received Small Business Administration disaster
declarations.
I recommend that you designate this request as an emergency
funding requirement in accordance with section 251(b)(2)(D)(i)
of the Balanced Budget and Emergency Deficit Control Act of
1985, as amended.
I have carefully reviewed this proposal and am satisfied
that it is necessary at this time. Therefore, I join the
Secretary of the Department of Housing and Urban Development in
recommending that you make the requested funds available by
signing the enclosed letter to the Speaker of the House of
Representatives. No further congressional action will be
required.

Housing and Urban Development, and Independent Agencies
