HIS REQUEST TO MAKE AVAILABLE APPROPRIATIONS TOTALING $13,025,000 IN
BUDGETARY AUTHORITY FOR THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, IN
ADDITION A REQUEST TO REDIRECT APPROPRIATIONS TOTALING $3,700,000 IN
BUDGET AUTHORITY TO THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, AND TO
DESIGNATE THE AMOUNTS MADE AVAILABLE AS AN EMERGENCY REQUIREMENT
PURSUANT TO SECTION 251(b)(2)(D)(i) OF THE BALANCED BUDGET AND
EMERGENCY DEFICIT CONTROL ACT OF 1985, AS AMENDED, PURSUANT TO 31
U.S.C. 1107

The Speaker of the House of Representatives.
Sir: In accordance with provisions of P.L. 103-333, the
Departments of Labor, Health and Human Services, and Education,
and Related Agencies Appropriations Act, FY 1995, I hereby make
available appropriations totaling $13,025,000 in budget
authority for the Department of Health and Human Services. In
addition, in accordance with provisions of P.L. 103-211, the
Emergency Supplemental Appropriations Act, FY 1994, I am
transmitting a request to redirect appropriations totaling
$3,700,000 in budget authority to the Department of Health and
Human Services. Through these two actions, a total of
$16,725,000 will be made available to provide financial
assistance for public health crises in Los Angeles County.
The funds appropriated in P.L. 103-333 will be available to
the Department of Health and Human services immediately. As
provided in P.L. 103-221, the funds appropriated in that Act
will be available 15 days from the date of this transmittal.
These funds have previously been made available and transferred
from the unanticipated needs account within Funds Appropriated
to the President to the Departments of Commerce and the
Interior. Through this request, these funds will be transferred
to the Department of Health and Human services to address
immediate emergency requirements.
I designate the amounts made available as emergency
requirements pursuant to section 251(b)(2)(D)(i) of the
Balanced Budget and Emergency Deficit Control Act of 1985, as
amended.
The details of these actions are set forth in the enclosed
letter from the Director of the Office of Management and
Budget. I concur with her comments and observations.
