EMERGENCY REQUIREMENT PURSUANT TO SECTION 251(b)(2)(D)(i) OF THE
BALANCED BUDGET AND EMERGENCY DEFICIT CONTROL ACT OF 1985, AS AMENDED,
PURSUANT TO 31 U.S.C. 1107

Sir: I ask Congress to consider the enclosed request for an
FY 1996 supplemental appropriation in support of the Israeli
Government's urgent requirement for counter-terrorism
assistance. This request provides $50 million for a new
Unanticipated Needs account under Funds Appropriated to the
President to allow for the acquisition and provision of goods,
services, and/or grants to Israel to support the eradication of
terrorism in and around the country. This assistance will be
managed by the U.S. Department of Defense.
This request is part of a $100 million assistance package
that will include $50 million in FY 1997 funds for counter-
terrorism assistance to Israel, which will be proposed
subsequently, after consultations with the Congress.
I hereby designate the amount requested as an emergency
requirement pursuant to section 251(b)(2)(D)(i) of the Balanced
Budget and Emergency Deficit Control Act of 1985, as amended.
Nevertheless, the requested increase in budget authority is
fully offset by proposed rescissions from funds available to
the Department of Defense, as proposed in the accompanying
Special Message.
The details of this request are set forth in the enclosed
letter from the Director of the Office of Management and
Budget. I concur with her comments and observations.

Submitted for your consideration is a request for an

funds to support the Middle East peace process by providing
urgently needed counter-terrorism assistance to Israel. This
request provides $50 million for a new Unanticipated Needs
account under Funds Appropriated to the President to allow for
the acquisition and provision of goods, services, and/or grants
to Israel to support the eradication of terrorism in and around
the country. This assistance will be managed by the U.S.
Department of Defense.
This request is part of a $100 million assistance package
that will include $50 million in FY 1997 funds for counter-
terrorism assistance to Israel, which will be proposed
subsequently, after consultations with the Congress.
I recommend that you designate the full $50 million
requested for the Funds Appropriated to the President as an
emergency funding requirement in accordance with section
251(b)(2)(D)(i) of the Balanced Budget and Emergency Deficit
Control Act of 1985, as amended. Nevertheless, the requested
increase in budget authority is fully offset by rescissions
from funds available to the Department of Defense, as proposed
in the accompanying Special Message.
I have carefully reviewed this proposal and am satisfied
that it is necessary at this time. Therefore, I join the
Secretaries of Defense and State in recommending that this
proposal be transmitted to the Congress.

Unanticipated Needs for Defense of Israel Against Terrorism
For emergency expenses necessary to enable the President to
meet unanticipated needs for the acquisition and provision of
goods, services, and/or grants for Israel necessary to support
the eradication of terrorism in and around Israel, $50,000,000,
which may be transferred to the Secretary of Defense and other
officials as determined by the President: Provided, That the
entire amount is designated by Congress as an emergency
requirement pursuant to section 251(b)(2)(D)(i) of the Balanced
Budget and Emergency Deficit Control Act of 1985, as amended.
This request would provide $50 million to help Israel
defend itself against terrorism.
