  November 13, 1995.--Message and accompanying papers referred to the 
         Committee on Ways and Means and ordered to be printed
To the Congress of the United States:
    In disapproving H.R. 2586, a bill that would have, among 
other things, provided for a temporary increase in the public 
debt, I stated my desire to approve promptly a simple increase 
in the debt limit. Accordingly, I am forwarding the enclosed 
legislation that would provide for such an increase.
    I urge the Congress to act on this legislation promptly and 
to return it to me for signing.

                A BILL To increase the public debt limit

    Be it enacted by the Senate and House of Representatives of 
the United States of America in Congress assembled,
    Section 1. Increase In Public Debt Limit.
    Subsection (b) of section 3101, of title 31, United States 
Code, is amended by striking the dollar amount contained 
therein and inserting in lieu thereof ``$5,500,000,000,000.''
