HIS REQUEST TO MAKE AVAILABLE EMERGENCY APPROPRIATIONS TOTALING
$53,000,000 IN BUDGET AUTHORITY FOR THE DEPARTMENT OF COMMERCE FOR
FISHERMAN RELIEF PROGRAMS IN THE NORTHEAST, THE NORTHWEST, AND THE GULF
OF MEXICO; ALSO MAKING AVAILABLE EMERGENCY APPROPRIATIONS FOR THE
DEPARTMENT OF JUSTICE, FEMA, AND THE JUDICIARY AND TO DESIGNATE THE
AMOUNT MADE AVAILABLE AS AN EMERGENCY REQUIREMENT PURSUANT TO SECTION
251(b)(2)(D)(i) OF THE BALANCED BUDGET AND EMERGENCY DEFICIT CONTROL
ACT OF 1985, AS AMENDED, PURSUANT TO 31 U.S.C. 1107

The Speaker of the House of Representatives.
Sir: In accordance with provisions of P.L. 102-396, the
Department of Defense Appropriations Act, FY 1993, and P.L.
103-238, the Interjurisdictional Fisheries Act, I hereby make
available emergency appropriations of $53,000,000 in budget
authority for the Department of Commerce. These funds will be
used for fisherman relief programs in the Northeast, the
Northwest, and the Gulf of Mexico. The funds will be available
immediately and will enable the Department of Commerce to
support needs arising from fishery disasters in these area.
In accordance with provisions of P.L. 104-19, the Emergency
Supplemental Appropriations for Additional Disaster Assistance,
for Anti-terrorism Initiatives, for Assistance in the Recovery
from the Tragedy that Occurred in Oklahoma City, and
Rescissions Act of 1995, I hereby make available the following
emergency appropriations:
Department of Justice, General Administration,
Counter-terrorism Fund/Salaries and expenses:
$25,520,000;
Department of Justice, Federal Bureau of
Investigation, Salaries and expenses: $27,940,000;
Federal Emergency Management Agency, Disaster relief
emergency contingency fund: $3,275,000,000; and
The Judiciary, Courts of Appeals, District Courts,
and other Judicial Services, Court security:
$6,240,000.
These funds will support emergency requirements resulting
from the bombing in Oklahoma City, enhanced anti-terrorism
efforts, and other disaster-related needs. The Department of
Justice and the Judiciary funds will be available immediately
and, as specified in P.L. 104-19, the Federal Emergency
Management Agency funds will be available on October 1, 1995.
I designate the amounts made available to the Departments
of Commerce and Justice; the Federal Emergency Management
Agency; and the Judiciary as emergency requirements pursuant to
section 251(b)(2)(D)(i) of the Balanced Budget and Emergency
Deficit Control Act of 1985, as amended.
The details of these actions are set forth in the enclosed
letter from the Director of the Office of Management and
Budget. I concur with her comments and observations.
