delegate to Law of Sea Conferences, 1969-72, head of U.S. delegation for

administrator, American Revolution Bicentennial Administration, April
1974-October 1976; committees: chairman, Armed Services; Environment and
Public Works; Rules and Administration; National Security Working Group,
Commission on Roles and Capabilities of U.S. Intelligence; U.S. delegate
to the 12th special session of the U.N. General Assembly devoted to
disarmament, 1982; appointed in 1985 as Senate observer to Geneva arms
