1.--Ordered, That at 5:30 p.m. on Tuesday, September 22, 2026, the
motions to invoke cloture on S. 4668, a bill to protect the name, image,
and likeness rights of, and provide protections for, student athletes
and to promote fair competition among intercollegiate athletics, and for
other purposes, and Amdt. No. 6776, offered by the Senator from South
Dakota (Mr. Thune), ripen; provided, that the filing deadline for first
degree amendments with respect to Amdt. No. 6776 and S. 4668 be 3:30
p.m. on Tuesday. (Sept. 17, 2026.)
H.R. 3633 (ORDER NO. 423)
2.--Ordered, That with respect to the cloture motion with respect to
the motion to proceed to H.R. 3633, an Act to provide for a system of
regulation of the offer and sale of digital commodities by the
Securities and Exchange Commission and the Commodity Futures Trading
Commission, to amend the Federal Reserve Act to prohibit the Federal
reserve banks from offering certain products or services directly to an
individual, to prohibit the use of central bank digital currency for
monetary policy, and for other purposes, the mandatory quorum call under
Rule XXII be waived. (Sept. 15, 2026.)

3.--Ordered, That, notwithstanding Rule XXII, at a time to be
determined by the Majority Leader, in concurrence with the Democratic
Leader, no later than Friday, October 2, 2026, H. Con. Res. 89, a
concurrent resolution directing the President, pursuant to 5(c) of the
War Powers Resolution, to remove U.S. Armed Forces from hostilities
against Iran, be discharged from the Committee on Foreign Relations, and
the Senate proceed to its consideration; provided, that there be six
hours for debate only, equally divided, between the Leaders or their
designees, on the concurrent resolution; provided further, that upon the
use or yielding back of that time, the Senate vote on adoption of the
concurrent resolution. (Aug. 8, 2026.)
S. 4784 (ORDER NO. 436)
4.--Ordered, That, with respect to the cloture on the motion to
proceed to S. 4784, an original bill to authorize appropriations for
fiscal year 2027 for military activities of the Department of Defense,
for military construction, and for defense activities of the Department
of Energy, to prescribe military personnel strengths for such fiscal
year, and for other purposes, the mandatory quorum call under Rule XXII
be waived. (July 14, 2026.)

5.--Ordered, That with respect to the entered motion to reconsider
the motion to invoke cloture on the motion to proceed to H.R. 4016, an
Act making appropriations for the Department of Defense for the fiscal
