1.--Ordered, That on Tuesday, December 16, 2025, upon expiration of
the Morning Hour, the Senate resume consideration of the motion to
concur in the House amendment to S. 1071, an Act to require the
Secretary of Veterans Affairs to disinter the remains of Fernando V.
Cota from Fort Sam Houston National Cemetery, Texas, and for other
purposes; provided, that all time during recess, adjournment, Morning
Business and Leader remarks count post-cloture on the motion to concur.

2.--Ordered, That notwithstanding the provisions of the
Congressional Review Act, S.J. Res. 86, a joint resolution providing for
congressional disapproval under chapter 8 of title 5, United States
Code, of the rule submitted by the Environmental Protection Agency
relating to ``Air Plan Approval; South Dakota; Regional Haze Plan for
the Second Implementation Period,'' and S.J. Res. 84, a joint resolution
providing for congressional disapproval under chapter 8 of title 5,
United States Code, of the rule submitted by the Centers for Medicare &
Medicaid Services relating to ``Patient Protection and Affordable Care
Act; Market Integrity and Affordability,'' remain in status quo through
January 16, 2026. (Dec. 15, 2025.)
S.J. RES. 82 (ORDER NO. 203)
3.--Ordered, That all time be expired on S.J. Res. 82, a joint
resolution providing for congressional disapproval under chapter 8 of
title 5, United States Code, of the rule submitted by the Office of the
Secretary of the Department of Health and Human Services relating to
``Policy on Adhering to the Text of the Administrative Procedure Act,'';
provided, that notwithstanding Rule XXII, at a time to be determined by
the Majority Leader in consuiltation with the Democratic Leader, no
later than Friday, December 19, 2025, the joint resolution be read a
third time and the Senate vote on passage of the joint resolution. (Dec.

4.--Ordered, That with respect to the entered motion to reconsider
the motion to invoke cloture on the motion to proceed to H.R. 4016, an
Act making appropriations for the Department of Defense for the fiscal

quorum call under Rule XXII be waived. (Oct. 16, 2025.)
