1.--Ordered, That on Wednesday, October 29, 2025, if the Senator
from Alaska (Mr. Sullivan) makes a motion to proceed to S.J. Res. 80, a
joint resolution providing for congressional disapproval under chapter 8
of title 5, United States Code, of the rule submitted by the Bureau of
Land Management relating to ``National Petroleum Reserve in Alaska
Integrated Activity Plan Record of Decision'', the Senate vote on the
motion at 11:30 a.m.; provided, that if the motion to proceed is agreed
to, all time be deemed expired and the Senate vote on passage of the
joint resolution no earlier than Thursday, October 30, 2025. (Oct. 28,
2025.)
S.J. RES. 69 (ORDER NO. 190)
2.--Ordered, That on Wednesday, October 29, 2025, if the Senator
from Louisiana (Mr. Kennedy) makes a motion to proceed to S.J. Res. 69,
a joint resolution providing for congressional disapproval under chapter
8 of title 5, United States Code, of the rule submitted by the United
States Fish and Wildlife Service relating to ``Record of Decision for
the Barred Owl Management Strategy; Washington, Oregon, and
California'', the Senate vote on the motion at 2:15 p.m. (Oct. 28,

3.--Ordered further, That with respect to the entered motions to
reconsider the votes on the motions to invoke cloture on the motion to
proceed to H.R. 5371, filed on October 14, 16, 20, 2025, the mandatory
quorum calls under Rule XXII be waived. (Oct. 16, 20, 21, 22, 2025.)
S. 3012 (ORDER NO. 191)
4.--Ordered, That with respect to the entered motion to reconsider
the motion to invoke cloture on the motion to proceed to S. 3012, a bill
to appropriate funds for pay and allowances of excepted Federal
employees for periods of work performed during a lapse in
appropriations, and for other purposes, the mandatory quorum call under
Rule XXII be waived. (Oct. 23, 2025.)

5.--Ordered, That, notwithstanding Rule XXII, at a time to be
determined by the Majority Leader following consultation with the
Democratic Leader, and not later than Friday, October 31, 2025, it be in
order to discharge the Committee on Finance from further consideration
of S.J. Res. 88, a joint resolution terminating the national emergency
declared to impose global tariffs, and the Senate proceed to its
consideration; provided, that there be up to 6 hours for debate only on
the joint resolution, with the time equally divided between the two
Leaders or their designees, and upon the use or yielding back of time,
the joint resolution be considered read a third time and the Senate vote
on passage of the joint resolution. (Oct. 22, 2025.)

6.--Ordered, That with respect to the entered motion to reconsider
the motion to invoke cloture on the motion to proceed to H.R. 4016, an
Act making appropriations for the Department of Defense for the fiscal
year ending September 30, 2026, and for other purposes, the mandatory
quorum call under Rule XXII be waived. (Oct. 16, 2025.)

7.--Ordered, That with respect to the entered motion to reconsider
the motion to invoke cloture on the motion to proceed to S. 2882, a bill
making continuing appropriations for the fiscal year ending September
30, 2026, and for other purposes, the mandatory quorum call under Rule
