1.--Ordered, That on Thursday, October 26, 2023, notwithstanding
Rule XXII, upon the conclusion of Morning Business, the Senate resume
consideration of H.R. 4366, an Act making appropriations for military
construction, the Department of Veterans Affairs, and related agencies
for fiscal year ending September 30, 2024, and for other purposes;
provided, that during the consideration of H.R. 4366, Amdt. No. 1092,
offered by the Senator from New York (Mr. Schumer), be considered an
Appropriations Committee amendment for purposes of Rule XVI, with no
other Rule XVI points of order waived; provided further, that H.R. 4366,
H.R. 4368, as reported in the House of Representatives on June 27, 2023,
and H.R. 4820, as reported in the House of Representatives on July 24,
2023, serve as the basis for defense of germaneness under Rule XVI for
any floor amendments and that it be in order for floor amendments to
amend the substitute in more than one place.
Ordered further, that the only amendments in order to Amdt. No. 1092
be the following amendments, if offered, and that at a time to be
determined by the Majority Leader in consultation with the Republican
Leader, the Senate vote on the amendments:

above, the Senate vote on adoption of Amdt. No. 1092, as amended, if
amended, with 60 affirmative votes required for adoption; provided, that
the bill, as amended, if amended, be read a third time, and the Senate
vote on passage of the bill, as amended, if amended, with 60 affirmative

2.--Ordered, That on Thursday, October 26, 2023, notwithstanding
Rule XXII, upon disposition of Amdt. No. 1182, to be offered by the
Senator from Indiana (Mr. Braun), the Senate proceed to the
consideration of S.J. Res. 42, a joint resolution providing for
congressional disapproval under chapter 8 of title 5, United States
Code, of the rule submitted by the Food and Nutrition Service relating
to ``Application of Bostock v. Clayton County to Program Discrimination
Complaint Processing--Policy Update''; provided, that there be up to 30
minutes of debate equally divided between the two Leaders or their
designees, and that following the use or yielding back of time, the
joint resolution be considered read a third time and the Senate vote on
passage of the joint resolution; provided further, that all other
provisions under chapter 8 of title 5, United States Code, remain in
effect except the 60 session day clock. (October 17, 25, 2023.)

3.--Ordered, That on Thursday, October 26, 2023, if the Senator from
Kentucky (Mr. Paul) makes a motion to discharge the Committee on Foreign
Relations from further consideration of S.J. Res. 44, a joint resolution
directing the removal of United States Armed Forces from hostilities in
the Republic of Niger that have not been authorized by Congress, the
Senate vote on the motion to discharge at 11:30 a.m. (October 25, 2023.)

4.--Ordered, That upon disposition of H.R. 4366, the Committee on
Appropriations be discharged from further consideration, and the Senate
proceed to the immediate consideration, of H.R. 662, an Act to amend the
Disaster Relief Supplemental Appropriations Act, 2023 to improve
disaster relief funding for agricultural producers, and for other
purposes; provided, that the substitute amendment, to be offered by the
Senators from Florida (Mr. Scott and Mr. Rubio), be considered and
agreed to; provided further, that the bill, as amended, be read a third
time, and the Senate vote on passage of the bill, as amended, with 60
affirmative votes required for passage, without intervening action or

5.--Ordered, That with respect to the motion to invoke cloture on
the motion to proceed to S.J. Res. 4, a joint resolution removing the
deadline for the ratification of the Equal Rights Amendment, the

6.--Ordered, That with respect to the motion to invoke cloture on
the motion to proceed to S. 326, a bill to direct the Secretary of
Veterans Affairs to carry out a study and clinical trials on the effects
of cannabis on certain health outcomes of veterans with chronic pain and
post-traumatic stress disorder, and for other purposes, the mandatory
quorum call under Rule XXII be waived. (April 20, 2023.)
