                  HOUSE MESSAGE TO ACCOMPANY H.R. 4346

    1.--Ordered, That on Wednesday, July 27, 2022, upon the conclusion 
of Morning Business, the Senate resume consideration of the House 
Message to accompany H.R. 4346, an Act making appropriations for 
Legislative Branch for the fiscal year ending September 30, 2022, and 
for other purposes, with Amdt. No. 5135, offered by the Senator from New 
York (Mr. Schumer); provided that if the Senator from Vermont (Mr. 
Sanders) raises a Budget point of order, and a motion to waive is made, 
at 11:30 a.m., all post-cloture time expire, any remaining amendments, 
except Amdt. No. 5135, be withdrawn, and the Senate vote on the motion 
to waive the Budget point of order and the motion to concur with repect 
to H.R. 4346, with an amendment, all without further intervening action 
or debate. (July 26, 2022.)

                   HOUSE MESSAGE TO ACCOMPANY S. 3373

    2.--Ordered, That on Wednesday, July 27, 2022, upon the disposition 
of the House Message to accompany H.R. 4346, the Senate resume 
consideration of the House Message to accompany S. 3373, an Act to 
improve the Iraq and Afghanistan Service Grant and the Children of 
Fallen Heroes Grant; provided, that notwithstanding Rule XXII, at 4:30 
p.m., the Senate vote on the motion to invoke cloture on the motion to 
concur, without intervening action or debate; provided further, that 
with respect to the cloture motion, the mandatory quorum call under Rule 
XXII be waived. (July 25, 26, 2022.)

                     ORDER WITH RESPECT TO H.R. 1842

    3.--Ordered, That if the Senate receives from the House H.R. 1842, a 
bill to require the Secretary of the Treasury to mint commemorative 
coins in recognition of the Bicentennial of Harriet Tubman's birth, and 
if the text of that bill is identical to the text of S. 697, then, the 
bill be considered read a third time and the Senate vote on the passage 
of the bill without intervening action or debate; provided, that the 
motion to reconsider be considered made and laid upon the table. (July 
26, 2022.)

                        H.R. 7776 (ORDER NO. 399)

    4.--Ordered, That at a time to be determined by the Majority Leader, 
following consultation with the Republican Leader, the Senate proceed to 
the consideration of H.R. 7776, an Act to provide for improvements to 
the rivers and harbors of the United States, to provide for the 
conservation and development of water and related resources, and for 
other purposes; provided, that the Carper-Capito-Cardin-Cramer 
substitute, Amdt. No. 5140, be considered and agreed to; provided 
further, that there be up to one hour of debate, equally divided in the 
usual form; further, that upon the use or yielding back of that time, if 
a Budget point or order is made and a motion to waive is made, the 
Senate vote on the motion to waive; provided further, that if the point 
of order is waived, the bill, as amended, be considered read a third 
time and the Senate vote on passage of the bill, with 60 affirmative 
votes required for passage; further, that the motions to reconsider be 
considered made and laid upon the table. (July 20, 2022.)

                     ORDER WITH RESPECT TO H.R. 1057

    5.--Ordered, That if the Senate receives from the House H.R. 1057, a 
bill to require the Secretary of the Treasury to mint coins in 
commemoration of the National World War II Memorial in Washington, DC, 
and for other purposes, and if the text of that bill is identical to the 
text of S. 1569, then, at a time to be determined by the Majority 
Leader, or his designee, in consultation with the Republican Leader, the 
bill be considered read a third time and the Senate vote on the passage 
of the bill; provided, that the motion to reconsider be considered made 
and laid upon the table. (June 15, 2022.)

                        H.R. 350 (ORDER NO. 371)

    6.--Ordered, That with respect to the motion to invoke cloture on 
the motion to proceed to H.R. 350, an Act to authorize dedicated 
domestic terrorism offices within the Department of Homeland Security, 
the Department of Justice, and the Federal Bureau of Investigation to 
analyze and monitor domestic terrorist activity and require the Federal 
Government to take steps to prevent domestic terrorism, the mandatory 
quorum call under Rule XXII be waived. (May 24, 2022.)

    7.--Ordered, That with respect to the motion to invoke cloture on

    8.--Ordered, That with respect to the motion to invoke cloture on 
the motion to concur in the House amendment to the Senate amendment to 
H.R. 5746, an Act to amend title 51, United States Code, to extend the 
authority of the National Aeronautics and Space Administration to enter 
into leases of non-excess property of the Administration, the mandatory

                        H.R. 4350 (ORDER NO. 144)

    9.--Ordered, That with respect to H.R. 4350, a bill to authorize 
appropriations for fiscal year 2022 for military activities of the 
Department of Defense, for military construction, and for defense 
activities of the Department of Energy, to prescribe military personnel 
strengths for such fiscal year, and for other purposes, the cloture 
motion with respect to H.R. 4350 ripen following the disposition of 
Amdt. No. 3867, as modified; provided further, that the filing deadline 
for first degree amendments to Amdt. No. 3867, as modified, and H.R. 
4350 be at 3:30 p.m. on Monday, November 29, 2021; further, that with 
respect to the motions to invoke cloture on Amdt. No. 3867, as modified,
