1.--Ordered, That on Monday, March 28, 2022, upon the conclusion of
Morning Business, the Senate resume consideration of H.R. 4521, an Act
to provide for a coordinated Federal research initiative to ensure
continued United States leadership in engineering biology; provided,
that notwithstanding Rule XXII, the cloture motions with respect to
Amdt. No. 5002, offered by the Senator from New York (Mr. Schumer), and
H.R. 4521, ripen at 5:30 p.m. on Monday; provided further, that the
mandatory quorum calls under Rule XXII be waived; further, that if
cloture is invoked on Amdt. No. 5002, all post-cloture time be
considered expired, the remaining pending amendments be withdrawn and no
further amendments be in order, the substitute amendment be agreed to,
and the cloture motion on the bill be withdrawn; provided further, that
the bill, H.R. 4521, be considered read a third time and the Senate vote
on passage of the bill, as amended, with 60 affirmative votes required
for passage, all without further intervening action or debate. (Mar. 23,

HOUSE MESSAGE TO ACCOMPANY H.R. 5746
2.--Ordered, That with respect to the motion to invoke cloture on
the motion to concur in the House amendment to the Senate amendment to
H.R. 5746, an Act to amend title 51, United States Code, to extend the
authority of the National Aeronautics and Space Administration to enter
into leases of non-excess property of the Administration, the mandatory
quorum call under Rule XXII be waived. (Jan. 19, 2022.)
H.R. 4350 (ORDER NO. 144)
3.--Ordered, That with respect to H.R. 4350, a bill to authorize
appropriations for fiscal year 2022 for military activities of the
Department of Defense, for military construction, and for defense
activities of the Department of Energy, to prescribe military personnel
strengths for such fiscal year, and for other purposes, the cloture
motion with respect to H.R. 4350 ripen following the disposition of
Amdt. No. 3867, as modified; provided further, that the filing deadline
for first degree amendments to Amdt. No. 3867, as modified, and H.R.
4350 be at 3:30 p.m. on Monday, November 29, 2021; further, that with
respect to the motions to invoke cloture on Amdt. No. 3867, as modified,
and H.R. 4350, the mandatory quorum calls under Rule XXII be waived.
