UNANIMOUS CONSENT AGREEMENTS
S. 1340 (ORDER NO. 102)
1.--Ordered, That at a time to be determined by the Majority Leader,
in consultation with the Democratic Leader, no later than September 26,
2019, the Senate proceed to the consideration of S. 1340, a bill to
authorize activities to combat the Ebola outbreak in the Democratic
Republic of the Congo, and for other purposes; provided, that the only
amendment in order be Amdt. No. 935, to be offered by the Senator from
Utah (Mr. Lee); provided further, that there be two hours of debate,
equally divided between the two Leaders or their designees; further,
that following the debate time, the Senate vote on the adoption of the
amendment with a sixty vote affirmative threshold needed for adoption;
provided further, that following the disposition of the amendment, the
committee substitute, as amended, if amended, be agreed to, the bill be
read a third time and the Senate vote on the passage of the bill, as
amended, with no intervening action or debate. (August 1, 2019.)

2.--Ordered, That if the Senate receives a veto message with respect
to any or all of the following Joint Resolutions of Disapproval of Arms
Sales, then notwithstanding the provisions of Rule XXII, consideration
of the veto message be limited to twenty-eight hours of concurrent

S. 1370
3.--Ordered, That with respect to S. 1370, an Act to amend the
Internal Revenue Code of 1986 to treat certain military survivor
benefits as earned income for purposes of the kiddie tax, the papers to
be held at the Desk; provided, that if the House passes a bill identical
to S. 1370, the House bill be considered read three times and passed;
provided further, that the motion to reconsider be considered made and
laid upon the table, with no intervening action or debate; further, that
upon passage of the House bill, S. 1370 be indefinitely postponed. (May
21, 2019.)
H.R. 268 (ORDER NO. 15)
4.--Ordered, That with respect to the cloture motions on Amdt. No.
201, offered by the Senator from Alabama (Mr. Shelby), and H.R. 268, an
Act making supplemental appropriations for the fiscal year ending
September 30, 2019, the mandatory quorums under Rule XXII be waived;
provided, that the filing deadline for first degree amendments be 4:00
