UNANIMOUS CONSENT AGREEMENTS
S.J. RES. 20, 26
1.--Ordered, That with respect to S.J. Res. 20, a joint resolution
relating to the disapproval of the proposed sale to the Government of
Bahrain of certain defense articles and services, and S.J. Res. 26, a
joint resolution relating to the disapproval of the proposed sale to the
Government of Qatar of certain defense articles and services, the
Senator from Kentucky (Mr. Paul), or his designee, be recognized at a
time to be determined by the Majority Leader in consultation with the
Democratic Leader, but no later than June 14, 2019, to make a motion to
discharge such resolution from further consideration by the Committee on
Foreign Relations; provided, that there be up to one hour of debate on
each motion equally divided between the proponents and the opponents,
with seven minutes reserved for both the Chairman and Ranking Member
respectively prior to each vote; provided further, that following the
use or yielding back of that time, the Senate vote in relation to the
motion to discharge; further, that if either motion to discharge is
agreed to, the joint resolution be eligible for the expedited procedures
under the Arms Export Control Act. (June 5, 2019.)
S. 1370
2.--Ordered, That with respect to S. 1370, an Act to amend the
Internal Revenue Code of 1986 to treat certain military survivor
benefits as earned income for purposes of the kiddie tax, the papers to
be held at the Desk; provided, that if the House passes a bill identical
to S. 1370, the House bill be considered read three times and passed;
provided further, that the motion to reconsider be considered made and
laid upon the table, with no intervening action or debate; further, that
upon passage of the House bill, S. 1370 be indefinitely postponed. (May
21, 2019.)
H.R. 268 (ORDER NO. 15)
3.--Ordered, That with respect to the cloture motions on Amdt. No.
201, offered by the Senator from Alabama (Mr. Shelby), and H.R. 268, an
Act making supplemental appropriations for the fiscal year ending
September 30, 2019, the mandatory quorums under Rule XXII be waived;
provided, that the filing deadline for first degree amendments be 4:00
p.m. on Monday, April 1, 2019. (Mar. 28, 2019.)
H.J. RES. 1 (ORDER NO. 6)
4.--Ordered, That with respect to the cloture motion on the motion
to proceed to H.J. Res. 1, an Act making further continuing
appropriations for the Department of Homeland Security for fiscal year
2019, and for other purposes, the mandatory quorum under Rule XXII be
waived; provided, that notwithstanding Rule XXII, the vote on cloture on
the motion to proceed to H.J. Res. 1 occur at a time to be determined by
the Majority Leader, in consultation with the Democratic Leader. (Feb.
