CONFERENCE REPORT TO ACCOMPANY H.R. 5515
1.--Ordered, That with respect to the cloture motion filed on the
Conference Report to Accompany H.R. 5515, an Act to authorize
appropriations for fiscal year 2019 for military activities of the
Department of Defense, for military construction, and for defense
activities of the Department of Energy, to prescribe military personnel
strengths for such fiscal year, and for other purposes, the mandatory
quorum call under Rule XXII be waived; provided, that the cloture motion
ripen at 5:30 p.m. on Monday, July 30, 2018. (July 26, 2018.)

2.--Ordered, That following Leader remarks on Wednesday, August 1,
2018, the Senate resume consideriation of H.R. 6147, an Act making
appropriations for the Department of the Interior, environment, and
related agencies for the fiscal year ending September 30, 2019, and for
other purposes; provided, that the following amendments be the only
remaining amendments in order:
Leahy Amdt. No. 3464 (Election Assistance)
Lee Amdt. No. 3522 (Dairy Labeling)
Baldwin Amdt. No. 3524 (Dairy Marketing)
Cruz Amdt. No. 3402 (DC Mandate).
Ordered further, That at 11:00 a.m. on Wednesday, August 1, all post
cloture time be yielded back, and the Senate vote in relation to the
amendments in the order listed; provided, that Amdts. No. 3464, 3522,
and 3524 be subject to a 60 affirmative vote threshold; provided
further, that following disposition of Amdt. 3402, Amdt. No. 3400,
offered by the Senator from Alaska (Ms. Murkowski), be withdrawn, Amdt.
No. 3399, offered by the Senator from Alabama (Mr. Shelby), as amended,
be agreed to, the bill be read a third time, and the Senate vote on
passage of H.R. 6147, as amended; further, that there be two minutes of
debate, equally divided, prior to each vote.
Ordered further, That for the purposes of Rule XVI, Division A of
H.R. 6147 serve as the basis for defense of germaneness for Division A
of Amdt No. 3399, Division B of H.R. 6147 serve as the basis for defense
of germaneness for Division B of Amdt. No. 3399, that H.R. 5961, as
reported by the House appropriations committee serve as the basis for
defense of germaneness for Division C of Amdt. No. 3399, and that H.R.
6072, as reported by the House appropriations committee, serve as the
basis for defense of germaneness for Division D of Amdt No. 3399;
provided, that notwithstanding Rule XXII the filing deadline for first
degree amendments be at 4:00 p.m., on Monday, July 30, 2018. (July 23,

HOUSE MESSAGE TO ACCOMPANY H.R. 2
3.--Ordered, That, with respect to the House Message to accompany
H.R. 2, an Act to provide for the reform and continuation of
agricultural and other programs of the Department of Agriculture through
fiscal year 2023, and for other purposes, the Chair be authorized to
appoint conferees on the part of the Senate at a ratio of 5 to 4. (July
31, 2018.)
HOUSE MESSAGE TO ACCOMPANY S. 140
4.--Ordered, That with respect to the cloture motion filed on the
motion to concur with a further amendment in the House Amendment to S.
140, an Act to amend the White Mountain Apache Tribe Water Rights
Quantification Act of 2010 to clarify the use of amounts in the WMAT
Settlement Fund, the mandatory quorum call under Rule XXII be waived.
