1.--Ordered, That on Tuesday, November 29, 2016, the Committee on
Health, Education, Labor, and Pensions be discharged from further
consideration of and the Senate proceed to the immediate consideration
of S. 2873, the ECHO Act; provided, that Amdt. No. 5110, offered by the
Senator from Tennessee (Mr. Alexander), be agreed to; provided further,
that there be up to 30 minutes of debate, equally divided in the usual
form; further, that following the use or yielding back of time, the bill
be read a third time and the Senate vote on passage of S. 2873, as
amended, with no intervening action or debate. (Nov. 17, 2016.)
H.R. 2578 (ORDER NO. 120)
2.--Ordered, That with respect to the motion to invoke cloture on
Amdt. No. 4787, offered by the Senator from Kentucky (Mr. McConnell) for
the Senator from Arizona (Mr. McCain), to H.R. 2578, an Act making
appropriations for the Departments of Commerce and Justice, Science, and
Related Agencies for the fiscal year ending September 30, 2016, and for
other purposes, the mandatory quorum under Rule XXII be waived; provided
further, that the filing deadline under Rule XXII be at 2:30 p.m. on

used to carry out certain Executive actions related to immigration, and
